PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric Schenck, Sonya Lewis. Absent – None. (Others in attendance: Mayor Rodney Heinze, City Clerk Nancy Whites, City Treasurer Kathy Luker, City Attorney Chrissie Peterson, Police Chief Jeffrey Fritz, Fire Chief John Stanko, Public Works Director Clif O’Brien, Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. Greg Pollitt, System Maintenance Bill Terry, Zoning Officer Clark Wilson, Joe Ginger Video Services. In the audience was Daily Ledger -Linda Woods, WBYS-Mark Bixler, Democrat – Bill Mitchell, Journal Star-Jenny Freeman, Tye Reed, Candidates for Ward 1 Alderman Angelia Lingenfelter and Jason Strandberg.) TH MINUTES OF FEBRUARY 20, 2007 COUNCIL MEETING. Motion th and second by Aldermen Hartford/West, the minutes of February 20, 2007 be accepted and placed on file. The motion carried by voice vote, and was unanimous. TH MINUTES OF FEBRUARY 27, 2007 MECHANICAL COMMITTEE MEETING. Motion and second by Aldermen Hartford/Schenck, the th minutes of February 27, 2007 be accepted and placed on file. (Page 10 was missing and will be presented.) The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Emergency Operation Plan. Motion and second by Aldermen Schenck/Sarff, to adopt the Emergency Operation Plan as presented by Fire Chief John Stanko. Discussion. John Stanko explained what the plan is about. It is a operation plan for the city in event of emergency, and the roles each of the officials would be assigned. Mayor Heinze mentioned that Richard Fairburn of the State Police reviewed the plan and very few changes were made to it. Richard also had mentioned how well it was put together by the two chiefs. The motion carried by voice vote, and was unanimous. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action GIS Mapping. AldermanHartford sent the GIS Mapping back to the committee. Spoon River Scenic Drive use of Jones Park 2007. Motion and second by Aldermen Hartford/Lewis, to approve the use of Jones Park for the Spoon River Drive for 2007. The motion carried by voice vote, and was unanimous. COMMUNICATIONS FROM MAYOR HEINZE – Canvass of the Votes. City Clerk Nancy Whites told the council members that the Election Laws have changed on how the canvass is done today. The County Clerk Jim Nelson does the canvassing and sends the results to City Clerk Nancy Whites, and she then reports to council the canvass. And City Council has to accept the report. Abstract of votes cast in the County of Fulton at the Consolidated Primary th Election held in said County, on February 27, 2007. *Angelia Lingenfelter 79 *Jason Strandberg 283 James Hartford 35 Asterisk donates who will be on the ballot for the Consolidated General Election for the date of April 17, 2007. Motion and second by Aldermen Sarff/Berardi, to approve the Canvass of th the votes for the Consolidated Primary Election held on the 27 day of February, 2007. Roll call. OLD BUSINESS: ORDINANCE – DEFINING MEETING AND ADOPTING PROCEDURES FOR ELECTRONIC ATTENDANCE AT MEETINGS.Motion First reading, read by title. and second by Aldermen West/Hartford, the ordinance be placed on its passage. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance being #1898. ORDINANCE – AMENDING SECTION 9-3-24 (TOY VEHICLES) OF THE CANTON MUNICIPAL CODE. First reading, read by title. Motion and second by Aldermen Hartford/West, the ordinance be placed on its passage. ORDINANCE – CREATING TITLE 5, CHAPTER 11 (CARBON MONOXIDE DETECTORS REQUIRED) OF THE CANTON MUNICPAL CODE. Motion First reading, read by title. and second by Aldermen Sarff/Carl, the ordinance be placed on its passage. Discussion. John Stanko Fire Chief, was asked to comment on the need for carbon monoxide detectors by Mayor Heinze. John reported, a detector is to save your life, as it is odorless, colorless, and people think they are sick with the flu, actually sometimes it can be carbon monoxide. Roll call. NEW BUSINESS: RESOLUTION – APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND ASFCME LOCAL 1372. First reading, read Motion by title. and second by Aldermen Sarff/Hartford, the resolution be adopted as amended. Discussion. Alderman Meade asked about adding the last names to the six (6) employees who are named in the resolution. Motion and second agreed to adding the last names to the resolution. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3785. RESOLUTION – MAINTENANCE PROGRAM FOR 2007, IN THE AMOUNT OF $90,000.00. Motion and second by Aldermen Lewis/West, the resolution be adopted. Roll call. AGREEMENT – MUNICIPAL ESTIMATE OF MAINTENANCE COSTS FOR 2007 MAINTENANCE PROGRAM IN THE AMOUNT OF $88,465.21. Motion First reading, read by title. and second by Aldermen West/Hartford, the agreement be adopted. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. Motion First reading, read by title. and second by Aldermen Lewis/Hartford, the agreement be adopted. Discussion. Public Works Director Clif O’Brien stated the amount is 5% of the job estimate. AGREEMENT – FOR EXPENDITURE FOR ASH STREET FOR PHASE II IN THE AMOUNT OF $90,000.00. First reading, read by Motion title. and second by Aldermen Sarff/Meade, the agreement be adopted. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. Agreement being #3791. AGREEMENT – REQUEST FOR EXPENDITURE/AUTHORIZATION OF MFT FUNDS, $25,000. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Agreement being #3792. ORDINANCE – AMENDING TITLE 3, CHAPTER 2, (LICENSES) OF CANTON MUNICIPAL CODE. (SPOON RIVER VALLEY SCENIC DRIVE.) First reading, read by title. Alderman Carl asked for the department heads to review their budgets and report to the Finance Committee meeting March 13, 2007 for some respective cuts as the City is facing a deficit of $400,000. EXECUTIVE SESSION – NEGOTIATIONS, GRIEVANCE & PERSONNEL COMMITTEE – TO DISCUSS PUBLIC WORKS NEGOTIATIONS. Motion and second by Aldermen Sarff/Lewis, to go into executive session to discuss Public Works Negotiations. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. The regular scheduled council meeting convened for executive at 6:55 p.m. Those invited to stay for executive session were all elected officials, City Attorney Chrissie Peterson, Public Works Director Clif O’Brien, Water Treatment Plant Supt. Greg Pollitt, Wastewater Treatment Plant Supt. Joe Carruthers. The regular scheduled Council meeting reconvened into open session at 7:39 p.m. to adjourn. Adjournment.
