PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Jim Hartford, Craig West, Larry Sarff, Les Carl, Eric Schenck, Rick Reed. Absent – Aldermen Joe Berardi, Kevin Meade. MINUTES OF MAY 16, 2006 COUNCIL MEETING. Motion and second by Aldermen Sarff/Carl, the minutes of May 16, 2006 be accepted and placed on file. The motion carried by voice vote, and was unanimous. MINUTES OF MAY 23, 2006 MECHANICAL COMMITTEE MEETING. Motion and second by Aldermen Reed/Schenck, the minutes of May 23, 2006 be accepted and placed on file. The motion carried by voice vote, and was unanimous. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion and second by Aldermen Schenck/Carl, to recommend an ordinance be drafted to allow for a 4-way stop sign at East Maple and Avenue B, with a warning light on East Maple Street for the North bound direction. Council Action 1 Council meeting 6-06-2006 None. Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM MAYOR HEINZE. Motion Selling of Property Owned by the City at 352 West Spruce Street. and second by Aldermen Sarff/Hartford, an ordinance be drafted for the selling of City owned property at 352 West Spruce Street. City Attorney Chrissie Peterson stated that Alderman Meade had asked for her to look into if the City of Canton would have to have a resolution or ordinance for the selling of the property. The State Statute states that a resolution allows selling the property for 80% of the appraised value. After 6 months if the property is not sold, there are no requirements. With an ordinance you must post a public notice of accepting bids. Alderman Sarff stated that the city accepts the best bid. Chrissie said it would be the best use of the property and not necessarily the highest bid. Roll call. AYES – Aldermen Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. The motion carried. Update on Beautification Project. Mayor Heinze reported that last Saturday in Jones Park the mayor, Sylvia Heinze, Carol Kohler and around 15 other people came to plant flowers. Carol also has procured a maintenance program. All the funds were donated. OLD BUSINESS: ORDINANCE – GRANTING A SPECIAL USE PERMIT TO KENNETH G. HAMM AND LINDA E. HAMM, FOR A SINGLE FAMILY RESIDENTIAL USE ON THE SECOND FLOOR OF THEIR BUSINESS BUILDING.Motion Second reading, read by title. and second by Aldermen West/Hartford, the ordinance be placed on its passage. ORDINANCE – ESTABLISHING COMPENSATION FOR EMPLOYEES OF THE CITY OF CANTON FOR THE FISCAL YEAR BEGINNING MAY, 2006. NEW BUSINESS: RESOLUTION – ASCERTAINING THE PREVAILING RATE OF WAGES FOR LABORERS, MECHANICS AND OTHER WORKMEN EMPLOYED IN ANY PUBLIC WORKS BY THE CITY OF CANTON, ILLINOIS.Motion First reading, read by title. and second by Aldermen Reed/Carl, the resolution be adopted. RESOLUTION – CONCERNING THE WATER RATE SCHEDULE FOR THE HUMANE SOCIETY OF FULTON COUNTY, ILLINOIS (CODE 8-10-5)(c). Resolution being #3759. 3 Council meeting 6-06-2006 RESOLUTION – APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF CANTON AND WAL-MART REAL ESTATE BUSINESS TRUST AND WAL-MART STORES, INC. First Motion reading, read by title. and second by Aldermen Hartford/Reed, the resolution be adopted. Roll call. AYES – Aldermen Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3760. RESOLUTION – FOR CANTON PRIDE COMMITTEE TO HOLD A TH PARADE ON JULY 4. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Agreement being #3764. 4 Council meeting 6-06-2006 AGREEMENT – MAINTENANCE ENGINEERING TO BE PERFORMED BY A CONSULTING ENGINEER. First reading, read Motion by title. and second by Aldermen West/Hartford, the agreement be adopted. Roll call. AYES – Aldermen Reed, Schenck, Carl, Sarff, West, Hartford. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Agreement being #3765. ADDITIONAL “NEW BUSINESS” NOT ON THE AGENDA. Alderman Schenck wanted the council to take a straw vote to approve the Spoon River Partnership Economic Development to seek proposals on a Comprehensive Plan. Mark Rothert the Executive Director of SPRED commented that he wanted council’s blessings on his written suggestions for seeking of the proposals. Mayor Heinze wanted to ask the council if it was feasible? All 6 council members attending the meeting commented it was acceptable for Mark Rothert to seek the proposals for a Comprehensive Plan as he outlined in his written report. EXECUTIVE SESSION – NEGOTIATIONS, GRIEVANCE & PERSONNEL COMMITTEE – TO DISCUSS NEGOTIATIONS FOR CLERICAL WORKERS AND POLICE CONTRACT. Motion and second by Aldermen Sarff/West, to go into executive session to discuss negotiations with Clerical Workers and Police Contract. Roll call. AYES – Aldermen Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. The regular scheduled council meeting convened for an executive session at 6:50 p.m. The Executive Session Minutes are on file in the office of the City Clerk for review.
