HomeMy WebLinkAbout12-26-06 Mechanical Committee Meeting Minutes MECHANICAL COMMITTEE MEETING Tuesday, December 26, 2006 – 6:30 p.m. th 50 North 4 Avenue, City of Canton Those in attendance: Aldermen Joe Berardi, Jim Hartford, Kevin Meade, Les Carl, Eric Schenck. Absent: Aldermen Craig West, Larry Sarff, Sonya Lewis. Those Aldermen names underlined are the committee chairman. Others in attendance: Mayor Rodney W. Heinze, City Clerk Nancy Whites, City Attorney Chrissie Peterson, Police Chief Jeff Fritz, Fire Chief John Stanko, Public Works Director Clif O’Brien, Water Treatment Supt. Greg Pollitt, System Maintenance Supt. Bill Terry, Video Service provided by Joe Ginger. In the audience was Tye Reed, Daily Ledger Rep. John Froehling, WBYS Rep. Mark Bixler, Journal Star Rep. Jenny Freeman. Public Safety & Traffic Alderman Eric Schenck, Chairman Police Report. Alderman Schenck ask for an update on the K-9 Drug Dog Roko. Police Chief Jeffrey Fritz said that Roko had surgery on his back some weeks ago and went in for revaluation again. He will have to have more surgery. The accounts that we have set up for funding for a new K-9 Officer is the Police Union K-9 Fund. There was already established a K-9 fund and it has a zero balance. We had posted the position of a K-9 Officer and a new one has been selected and he will receive his training in March. Police Chief Jeffrey Fritz mentioned that he has added a new section to his monthly report called the “Detective Division.” th Fire Report. John Stanko Fire Chief commented that on November 10, several of our fire fighters assisted the police and ESDA in searching for a missing child. Police officials organized and coordinated the search efforts to locate the child, who was found safe and unharmed. Although this does not happen often in our community, we were glad that we were able to be of assistance during that time. The efforts and cooperation of all agencies involved in that type of operation is always a benefit to the successful outcome. Thanked the city employees involved that assisted in the successful conclusion. 1 Mechanical Committee 12-26-06 thth November 13 - 17 we hosted a Trench Rescue Technician training class at the Zink property near the edge of Canton. This class was part of the technical rescue training and was paid for by grant funds through the Illinois Terrorism task Force. Overtime and backfill costs for our fire fighters attending the class will be reimbursed as well. Due to the expertise of System Maintenance Supt. Bill Terry, all trenches were dug and completed with no problems. One of the class instructors, who supervised the trench digging, stated Bill Terry was the best backhoe operator he had worked with and that his skill as an operator was superb. We appreciate the assistance of Bill Terry and Public Works Director Clif O’Brien for making this class possible. By the end of November, most of the work on the renovations to our living quarters was completed. John invited all of the council members to stop by and see the improvements that have been made. The ISO Rating came in at 5 which is an improvement over the six (6) last years Our total score was 55.12. This will help residents and businesses in saving cost for fire insurance. Armed Robberies at Dollar General & Mid America National Bank. Police Chief Jeffrey Fritz commented the armed robbery took place on th December 16, 2006 at Dollar General is still under investigation. We had a burglary there earlier in the week, this could possibly be a link. Mid-America National Bank annex on East Chestnut had an armed robbery th on December 20. It is a top priority for both in conjunction with the FBI. Reviewed the video tape from the bank, and determined a white male 5’11 or 6’2, using white gloves, had a 22 caliber handgun. Ballistic Vest. Motion and second by Aldermen Schenck/Berardi, to approve the purchase of six (6) Armor Express Halo Level IIIA vests from the Ray O’Herron Company 3549 N. Vermilion, Danville, Illinois in the amount of $1,824.44, and refer to council for consideration. Discussion. Police Chief Jeff Fritz commented that according to the National Institute for Justice, ballistic vests should be replaced every five (5) years. This year there are six (6) officers due for vest replacement. The Level IIIA vest 2 Mechanical Committee 12-26-06 increases the threat level to protect our officers in the event they encounter an armed suspect. Armor Express Halo Level IIIA vest – 6 @ $700.00 each $4,200.00; Less Grant Funding $3,224.44; Total Cost to Department $975.56. The motion carried by voice vote, and was unanimous. Upgrading of Recording/Video Security System. Police Chief Jeffrey Fritz commented that he is requesting to purchase one (1) 16-Channel DVR with PC interface, CD backup 120 fps. 500 GB storage for the Communications Center. This would replace the current recording devices and is necessary so that we can interface with the State’s Attorney Office and the Court System when a recording needs to be played in court. The cost for the new system is $4,999.00 and is an approved item to be purchased through the Police Department Depreciation Account, which is currently at $30,554.08. In addition, he is requesting to purchase the following items to upgrade the video security system: Two–20” Flat panel CCTV System Monitors…$578.00 each @$1,156.00 (Communications Center) Two-Black& White Dome Cameras…………..$362.00 each @ $ 724.00 (Basement Hallway) One- Color In-Wall Dome Camera……………$446.00 each @ $ 446.00 (Detectives’s Interview Room) One-Recordable DVD Drive…………………..$210.00 each @ 210.00 TOTAL COST OF $2,536.00 This is a budgeted expense in the Bell Jar Fund. The budgeted amount is $4,000.00, and the total cost of these items is $2,536.00. Will purchase from COPS Inc. of Peoria, Illinois. Motion and second by Aldermen Schenck/Berardi to approve of $4,999.00 from the Depreciation Account and $2,536.00 be paid from the Bell Jar Fund, and refer to council for consideration. The motion carried by voice vote, and was unanimous. Traffic Study of lst & Sycamore (CHS Stop Sign & Intersection). Police Chief Jeffrey Fritz said he reviewed this intersection of previous years 3 Mechanical Committee 12-26-06 of how many accidents were recorded on a right turn. Could not find any and he said his recommendation is to do nothing. Code Enforcement. Police Chief Jeffrey Fritz said he reviewed the hours of Dustin Pollitt on day shift and the citations that were written. No doubt the complaints come in on the third shift as well. If it is their first time of the violation Dustin gives a written warning. Jeff said he does not have a problem himself of the violations written. Alderman Carl said wouldn’t it be better management for Dustin to take off on Wednesday afternoon rather than Friday afternoon? Jeff ask where you want to put the officer, either day or night shift? Personal Protective Equipment Purchase. Fire Chief John Stanko mentioned that the newest fire fighter Robert Maravek began his duties on December 4, 2006. We had some personal protective equipment that has been issued to him, it is outdated and does not fit as well as it should. Therefore, we need to purchase one (1) set of personal protective equipment. This includes coat and pants from Municipal Emergency Services at a total cost of $1,709.70. Motion and second by Aldermen Schenck/Hartford, to allow the purchase of one (1) set of personal protective equipment in the amount of $1,709.70 from Municipal Emergency Services, and refer to council for consideration. Voice vote, motion carried unanimously. The Public Safety & Traffic Committee adjourned at 7:06 p.m. Streets & Garbage Alderman Sonya Lewis, Chairman Items were not listed on the agenda and discussion was not held. The Streets & Garbage Committee adjourned at 7:06 p.m. Lake, Buildings & Grounds Alderman Joe Berardi, Chairman The Lake, Buildings & Grounds Committee adjourned at 7:07 p.m. 4 Mechanical Committee 12-26-06 Public Works, Water & Sewer Alderman Jim Hartford, Chairman Resolution – Approving an Agreement for Pipeline Crossing with Keokuk Junction Railway Company. Alderman Hartford mentioned that the railroad had ask for a fee of $500 for the permit each year and Mayor Rodney W. Heinze, Keith Plavec from Maurer Stutz Inc. and City Attorney Chrissie Peterson helped to reduced the amount to $1.00. Alderman Carl said we will have a water line coming from the Illinois River that might also need to be adjusted also for the fee the city will pay. Motion and second by Aldermen Hartford/Berardi, to send the resolution to the next council meeting with the changes. The motion carried by voice vote, and was unanimous. Water Superintendent Greg Pollitt has designed a new format for paying your water bill from the post card that was used before. This will go out in the next billing cycle. Alderman Meade ask if the gallons used could be added? Greg said he would look in to the cost for this added feature. The system they have now can do monthly billing. The thing to consider of course is the cost that would be involved.
