HomeMy WebLinkAbout12-19-06 City Council Meeting Minutes A regular meeting of the Canton City Council was held on December 19, th 2006 in Council Chambers at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Kevin Meade, Les Carl, Eric Schenck, Sonya Lewis. Absent – Alderman Larry Sarff. TH MINUTES OF COUNCIL MEETING DECEMBER 7 2006. Motion th and second by Aldermen Hartford/Lewis, the minutes of December 7, 2006 Council meeting be accepted and placed on file. The motion carried by voice vote, and was unanimous. MINUTES OF CLERICAL COMMITTEE MEETING DECEMBER TH 12, 2006. Motion and second by Aldermen West/Carl, the minutes of th December 12 Clerical Committee meeting be accepted and placed on file. The motion carried by voice vote, and was unanimous. BILLS FOR NOVEMBER. Motion and second by Aldermen Meade/Carl, all bills presented be approved for payment. Discussion. Alderman Carl asked the City Clerk Nancy Whites if the bill list that has added bills could be just those bills? Nancy said she would check on that to see if it’s possible. Roll call. AYES - Aldermen Lewis, Schenck, Carl, Meade, West, Hartford, Berardi. NAYS – None. Motion carried. TREASURER’S REPORT. Motion and second by Aldermen West/Hartford, to accept the Treasurer’s Report. Discussion. City Treasurer Kathy Luker said she made a revised second page to add on Loan The motion carried by voice vote, and was From General Fund $74,418.81. unanimous. BUDGET REPORT. Motion and second by Aldermen Meade/West, the Budget Report be accepted and placed on file. The motion carried by voice vote, and was unanimous. COMMITEEE REPORTS. 1 Council 12-19-06 Finance. Council Action Motion KeySecure and Software Purchase Request.and second by Aldermen Carl/Hartford, to approve the purchase of five (5) KeySecure boxes and related software from the Knox Company at a total cost of $2,943.00. Roll call. AYES – Aldermen Berardi, Hartford, West, Meade, Carl, Schenck, Lewis. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion Pay Request for Leander Construction for the Kilroy Pump Station. and second by Aldermen Carl/West, to accept Pay Request #5 from Leander Construction for the Kilroy Pump Station in the amount of $97,322.00. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Legal & Ordinance. Council Action None. Alderman Meade remarked that on the Legal & Ordinance agenda next month there will be listed - reference to City Manager, proposal There will be a city on the April 17 General election as a referendum. manager at the meeting in January. Citizens should have the right to choose. Negotiations, Grievance & Personnel. 2 Council 12-19-06 Council Action None. COMMUNICATIONS FROM MAYOR HEINZE. A Public Hearing was held at 6:44 p. m. for the Graham Hospital Association Project. Mayor Heinze asked the audience if anyone wanted to speak. Susan Price said she was the attorney for the hospital from the firm Peck Shaffer in Columbus, Ohio. Authorization of the Bonds, is hereby determined to be necessary to, and the Issuer shall, sell and deliver, as provided and authorized herein and pursuant to the authority of the Act, Bonds in the maximum aggregate principal amount of not to exceed $16,500,000 aggregate amount of Adjustable Rate Demand Industrial Revenue Bonds Series 2006. This does not constitute debt to the City of Canton. Mayor Heinze then asked if any of the Aldermen wanted to speak, and they did not. Mayor Heinze then closed the Public Hearing at 6:45 p.m. Mayor Heinze presented Lt Randy Zimmerman with a plaque for his 27 ½ years as a police officer for the City of Canton. Mayor Heinze said he was privileged to reward Randy for tenure with the City of Canton. Randy and his wife Jodie and most of the police officers attended and Randy said he thanked his family and God for his protection. He said he worked under 4 mayors and 5 chiefs. This was not just a job but a lifestyle. (Congratulations Randy, have a long and happy retirement filled with what you like to do, and with good health throughout your days and years.) OLD BUSINESS: ORDINANCE – AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $16,500,000 AGGREGRATE PRINICIPAL AMOUNT OF ADJUSTABLE RATE DEMAND INDUSTRIAL REVENUE BONDS, SERIES 2006 (GRAHAM HOSPITAL ASSOCIATION PROJECT) (THE “BONDS) OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, THE PROCEEDS OF WHICH SHALL BE LOANED TO GRAHAM HOSPITAL ASSOCIATION (THE “BORROWER”), AND ILLINOIS NOT-FOR-PROFIT CORPORATION, TO FINANCE THE 3 Council 12-19-06 CONSTRUCTION AND EQUIPPING OF HEALTH CARE FACILITIES LOCATED WITHIN THE CITY OF CANTON, ILLINOIS; PROVIDING FOR THE PLEDGE AND ASSIGNMENT OF REVENUES AND OTHER AVAILABLE FUNDS FOR THE PAYMENT OF SAID BONDS; AUTHORIZING A TRUST INDENTURE, LOAN AGREEMENT, TAX REGULATORY AGREEMENT, BOND PURCHASE AGREEMENT; AUTHORIZING THE USE AND DISTRIBUTION OF AN OFFICIAL STATEMENT WITH RESPECT TO THE BONDS; AUTHORIZING AGREEMENTS TO SECURE FURTHER THE PAYMENT OF SAID BONDS; AND AUTHORIZING OTHER ACTIONS IN CONNECTION WITH THE ISSUANCE OF SUCH BONDS. Motion Second reading, read by title. and second by Aldermen Meade/Schenck, the ordinance be placed on its passage. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1895. NEW BUSINESS: ORDINANCE – RE-ZONING CERTAIN PROPERTY OF MAX T. KUMER, TRUSTEE OF THE KUMER CONSTRUCTION TRUST, DATED AUGUST 14, 2003, TO AN R-2 ZONING CONFIGURATION. First reading, read by title. RESOLUTION – APPROVING AN ADDENDUM TO THE REDEVELOPMENT AGREEMENT WITH RAY JACKSON. First Motion reading, read by title. and second by Aldermen Carl/Berardi, the resolution be adopted. Roll call. AYES – Aldermen Berardi, Hartford, 4 West, Meade, Carl, Schenck, Lewis. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Resolution being #3779. RESOLUTION – APPROVING A JOINT AGREEMENT FOR MODERNIZING TRAFFIC SIGNALS AT THE INTERSECTION OF ILLINOIS 9 (LOCUST STREET) AND FIRST AVENUE IN CANTON, ILLINOIS. Motion First reading, read by title. and second by Aldermen Hartford/West, the resolution be adopted. Discussion. Public Works Director Clif O’Brien mentioned the state of Illinois will pay 90% of the work and the city will pay the remaining 10%. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Resolution being #3780. Adjournment.
