PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR ROD HEINZE. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric Schenck, Sonja Lewis. Absent – None. TH MINUTES OF NOVEMBER 7, 2006 COUNCIL MEETING. Motion th and second by Aldermen Hartford/Sarff, the minutes of November 7, 2006 be accepted and placed on file. The motion carried by voice vote, and was unanimous. TH MINUTES OF NOVEMBER 14, 2006 CLERICAL COMMITTEE MEETING. Motion and second by Aldermen West/Sarff, the minutes of th November 14, 2006 be accepted and placed on file. The motion carried by voice vote, and was unanimous. BILLS FOR OCTOBER. Motion and second by Aldermen Meade/Carl, all bills properly authorized be paid. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford. NAYS – Aldermen Berardi. 7AYES, 1 NAYS, 0 ABSENT. The motion carried by voice vote, and was unanimous. TREASURER’S REPORT. Motion and second by Aldermen West/Carl, the Treasurer’s Report, to be accepted and placed on file. The motion carried by voice vote, and was unanimous. BUDGET REPORT. Motion and second by Aldermen Carl/Meade, the Budget Report to be accepted and placed on file. Discussion. Kathy Luker made a remark that most expenses are around 50% at six months, some funds were actually below 50%. Mayor Heinze asked how much more money was brought in than was spent? Kathy Luker replied so far this year to date it is $366,000.00. The motion carried by voice vote, and was unanimous. COMMITTEE REPORTS. 1 Council meeting 11-21-06 Finance. Council Action Pay Request #4 Leander Construction. Motion and second by AldermenCarl/Hartford, to approve the pay request #4 to Leander Construction in the amount of $40,416.90. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. The motion carried by voice vote, and was unanimous. Renewal of Service Agreement MMI. Motion and second by Aldermen Carl/Sarff to approve American Meter Company for Utility Service Agreement for the meter reading hardware Mini Mobile in the amount of $1,795.00. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. The motion carried by voice vote, and was unainmous. Legal & Ordinance. Council Action None. Community & Industrial Development. Council Action Gateway Signs/Update Activities from SRPED. Mark Rothert gave a update to show the commercial for the City of Canton. Negotiations, Grievance & Personnel. Council Action None. 2 Council meeting 11-21-06 COMMUNICATIONS FROM MAYOR HEINZE – The Salvation Army asked the City of Canton to ring bells at Hy-Vee in a competition with WBYS. The money that was brought in was $207.59 from WBYS and $422.60 from the City of Canton. The Salvation Army gave Christmas CD’s to those who helped ring the bells. The volunteers were Nancy Whites, Jim Hartford, Eric Schenck, Les Carl, Rod Heinze and Craig West. The Mayor complimented the Salvation Army for all they do for the community. OLD BUSINESS: ORDINANCE – ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON, FULTON COUNTY, ILLINOIS BELONGING TO ROBERT AND CONNIE BROWN, AND LOCATED AT 20 MARLEE DRIVE, CANTON, ILLINOIS. Motion Second reading, read by title. and second by Aldermen Sarff/West, to place the ordinance on its passage. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance being #1889. EW BUSINESS: N RESOLUTION – APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND CHARLES DEVLIN AND TIFFANY BRANCHFIELD. First reading, read by title. Motion and second by Aldermen Sarff/Hartford, the resolution be adopted. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Resolution being #3775. RESOLUTION – APPROVING A REDEVELOPMENT AGREEMENT WITH RAY JACKSON. First reading read by title. Motion and second by Aldermen Carl/Hartford , the resolution be adopted. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, 3 Council meeting 11-21-06 Schenck, Lewis. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3776. RESOLUTION – OF INTENTION TO ISSUE REVENUE BONDS OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, TO FINANCE ALL OR A PORTION OF THE COST OF ACQUIRING, CONSTRUCTING, IMPROVING AND EQUIPPING CERTAIN FACILITIES FOR GRAHAM HOSPITAL ASSOCIATION, AND ILLINOIS NOT-FOR-PROFIT CORPORATION; AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND SAID COMPANY; AND RELATED MATTERS. ORDINANCE – ABATING ALL OF THE BOND LEVY FOR THE 2006-2007 FISCAL YEAR ($1,150,000 PRINCIPAL AMOUNT ALTERNATE REVENUE BOND SERIES 2002). First reading, read by title. ORDINANCE – ABATING ALL OF THE BOND LEVY FOR THE 2006-2007 FISCAL YEAR (26,430,000 PRINCIPAL AMOUNT ALTERNATE REVENUE BONDS SERIES 2005) First reading, read by title. ORDINANCE – ANNEXING AND REZONING CERTAIN PROPERTY OF THE BANK OF FARMINGTON, AN ILLINOIS BANKING CORPORATION, IN A B-2 ZONING CONFIGURATION. First reading, read by title. ORDINANCE – LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2006, ENDING APRIL 30, 2007. First reading, read by title.
