Approval of the Council Meeting Minutes held September 15, 2015 2. An application for payment No 3 for Canton Lake dam spillway repairs from P.A. Atherton Construction in the amount of $23,596.20 3. An application for payment No 1 for 2015 MFT general maintenance from Advanced Asphalt in the amount of $213,111.53 4. Bill List COMMITTEE REPORTS: FINANCE ALDERMAN JIM NELSON 1. Review of revenues and expenditures 2. Treasurer's Report 3. Update on International Harvester site concrete removal LEGAL & ORDINANCE ALDERMAN CRAIG WEST 1. An ordinance authorizing the lease of municipally owned real property located at 24531 E Northshore Drive in Canton. 2. An ordinance authorizing the lease of municipally own ed real property located at 24510 E Northshore Drive in Canton. 3. An ordinance authorizing the issuance of not to exceed $50,000,000 aggregate principal amount of health care facilities revenue bonds, series 2015 (graham hospital association project) of the City of Canton, Fulton County, Illinois, the proceeds of which shall be loaned to Graham Hospital Association, an Illinois not for profit corporation, to finance and refinance the construction and equipping of health care facilities located within the City of Canton, Illinois; providing for the pledge and assignment of revenues and other available funds for the payment of said bonds to be issued in one or more series; authorizing bond and loan agreemen ts and a tax compliance agreement; authorizing agreements to secure further the payment of said bonds; and authorizing other actions in connection with the issuance of such bonds. 4. Granting approval to the Mayor to finalize electricity rates 5. A resolution approving an agreement between the City of Canton and the Police Benevolent and Protective Association and Authorizing and directing the Mayor and the City Clerk to execute said agreement on behalf of the City of Canton, Illinois. 6. A resolution approving an agreement between the City of Canton and ADP for a price lock agreement and for providing services for the mandated affordable care act reporting requirements. 7. A resolution of the Council of the City of Canton approving a retirement agreement between the City of Canton and William E Terry. 8. A resolution approving the second amendment to November 6, 2012 promissory installment note between Sarah's Friendly Hardware Inc and the City of Canton and directing the Mayor or his designee to execute and deliver said amendment on behalf of the City of Canton, Illinois. 9. An ordinance rezoning property located at 500 Enterprise Drive, owned by David and Rebecca Smith, from an I-2 zoning configuration to an Ag-1 zoning configuration. 10. An ordinance granting a special use permit to allow for a parking lot at 306 S Main Street Canton, Illinois, currently zoned R-3. 11. An ordinance amending title 10 (zoning regulations), Chapter 15 (General Provisions), Section 15 (accessory buildings in residential districts) 12. An ordinance amending Title 10 (zoning regulations) Chapter 12 (I-2 Heavy Industrial District) Section 3 (Special use exceptions) of the City of Canton municipal code. A special event request for the Munchkin Masquerade to be held October 30, 2015 from 5:00-7:00pm in Jones Park and the downtown area. 3. A special event request for the Old Fashioned Christmas Walk to be held on December 4, 2015 from 5:00-7:30pm in Jones Park and the downtown area. 4. A special event request for White Oak's 30th Anniversary to be held on October 17, 2015 in White Oak's parking lot and a request for a road closure on White Court/Pine Street NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON 1. Discuss, consider and vote on the hiring of a dispatcher position. 2. Discuss, consider and vote on the hiring of a police officer PUBLIC SAFETY & TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN RYAN MAYHEW, CHAIRMAN 1. Discuss blocking off Elm Street just west of the First Christian Church parking lot to Avenue D for Halloween. 2. Discuss blocking off Avenue C from Pine Street to Chestnut Street for Halloween.
