HomeMy WebLinkAbout08-01-06 City Council Meeting Minutes A regular meeting of the Canton City Council was held on August 1, 2006 th in Council Chambers, at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric Schenck, Rick Reed. Absent – None. BUD HUGHES – CITIZEN COMMENTS. Bud Hughes mentioned that he volunteers for the Baptist Church Food Pantry. He is concerned about not receiving the funding for the food pantry as Billy Jump mentioned last week at the committee meeting that he wasn’t having any fund raisers as the city would not let him use the parking lot behind his business. And the City will not let the Baptist Church Food Pantry use Jones Park next year for the Spoon River Drive. Which is a big fund raiser for the food pantry. Bud said he was told the park belongs to the community. The City needs to rethink their decision. Alderman Berardi mentioned that not one individual can make that decision, it has to be discussed first at a committee meeting. Alderman Meade mentioned that the City has not had a request for a fund raiser, and Billy Jump of Official Time Out has their own in-house moratorium. Mayor Heinze said he was not letting the use of the Jones Park for Spoon River Drive this year, but since it was short notice, they can use Jones Park this year. MINUTES OF JULY 18 COUNCIL MEETING. Motion and second by Aldermen Hartford/West, the minutes of July 18, 2006 be accepted and placed on file. Voice vote, motion carried unanimously MINUTES OF JULY 25, 2006 MECHANICAL COMMITTEE. Motion and second by Aldermen Hartford/Schenck, the minutes of July 25, 2006 be accepted and placed on file. Voice vote, motion carried unanimously. 1 Council meeting August 1, 2006 COMMITTEE REPORTS: Public Safety & Traffic. Council Action Directing City Attorney to draft an amendment to the Liquor Ordinance. Alderman Schenck mentioned that the amendments would be to incorporate the appeal process and hearing process that is allowable by law in to the Liquor Ordinance. Alderman Schenck reported that City Attorney Chrissie Petersen is working on the amendments. Streets & Garbage. Council Action No Parking on South Avenue C. Police Chief Bill Doster was asked for a review of this area. New Police Chief Jeff Fritz said Bill had past this on to him. Jeff had talked with some of the Aldermen since then and the report is completed. Alderman Reed said this would be carried over to the next meeting. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM MAYOR HEINZE – Hoke Ridge Estates – vote on 7-18-06. Mayor Heinze said this needed a majority vote and at 2 Council meeting 8-1-06 last week’s committee meeting the vote was 4 AYES and 3 NAYS and 1 ABSENT. This will have to be voted on again. Alderman Carl did not want to waive the fee for a building permit of $3,340.50 since the last vote was taken. The total cost then was $15,992.50. Motion and second by Aldermen Carl/Reed, the City of Canton will offer to Hoke Ridge Estates the removal of the existing storm sewer at a cost of $3,750.00, for back fill at a cost of $1,640.00, for the removal of an existing man hole a cost of $1,500, for a total cost $12,650.00. Discussion. Alderman Carl explained why he made this motion, you might ask what’s in it for us? They will be employing 17 new employees, taxes will be based on $1.74 million project and that would be $37,264.00 per year they will pay, and the City would receive $6,111.00. The City would be receiving a pretty good return on the investment were putting into that project. Alderman Berardi commented that this is not a new construction, but an addition on to the present building. Kevin Williams owner of Hoke Ridge Estates said ‘thank you’ councilmen. We had no specifics in mind, we approached the council to give assistance to what they were comfortable with. Roll call. AYES – Aldermen Reed, Schenck Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. OLD BUSINESS: ORDINANCE – PROVIDING FOR A WARNING LIGHT ON AVENUE B AND TWO ADDITIONAL STOP SIGNS ON AVENUE B AT THE INTERSECTION OF AVENUE B AND EAST MAPLE STREET. Motion Second reading, read by title. and second by Aldermen Hartford/West, to amend the ordinance. (The amendment is – Alderman Hartford explained that Maple Street is West not East.) Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Reed. NAYS – None. 8 AYES – 0 NAYS, 0 ABSENT. Motion carried. Motion and second by Aldermen West/Berardi, to place the ordinance on its passage. Roll call. AYES – Aldermen Reed, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Ordinance being #1879. 3 Council meeting 8-1-06 NEW BUSINESS: ORDINANCE – AMENDING SECTION 6-4-2(K) (GENERAL REGULATIONS AND LICENSING: ANIMAL CONTROL OFFICER) OF THE CANTON MUNICIPAL CODE. First reading, read by title. (City Attorney Chrissie Peterson remarked the amended ordinance would come back as a new ordinance.) RESOLUTION – FRIENDSHIP FESTIVAL PARADE ON SEPTEMBER 16, 2006. Motion First reading, read by title. and second by Aldermen Hartford/Reed, the resolution be adopted. Voice vote, motion carried. Motion carried. Resolution being #3766. ADDITIONAL “NEW BUSINESS” NOT ON THE AGENDA. No business was discussed. Adjournment. Motion and second by Aldermen Hartford/Sarff, to adjourn. Voice vote, motion carried unanimously.
