ORDINANCE NO. 184/+
AN ORDINANCE REDUCING SPEED LIMITS IN THE IMMEDIATE VICINITY OF
GRAHAM HOSPITAL, TO WIT: ON PORTIONS OF SOUTH AVENUE B, WEST
WALNUT AND WEST MAPLE STREETS
WHEREAS, the Canton Police Department has made a traffic investigation of the
streets adjacent to Graham Hospital, to wit: West Walnut Street between the West right
of way line of Martin Avenue to a point 830 feet west of said west right of way line of
Martin Avenue; West Maple Street between the west right of way line of South Avenue B
to a point 760 feet west of said west right of way line of South Avenue B; Martin Avenue
between Walnut Street and Maple Street and; South Avenue B between the south right
of way line of Maple Street to a point 375 feet south of the south right of way line of
Maple Street all in accord with the provisions of 625 ILCS 5/11-604 (2004); and
WHEREAS, such traffic investigation has shown that the current 30 MPH speed limit on
said streets is greater than is reasonable or safe with respect to conditions on the
specified street segments; and,
WHEREAS, the Legal and Ordinance Committee of the Canton City Council has
determined that it is necessary and in the best interest of the City of Canton to reduce
speed limits on the specified segments of South Avenue B, Martin Avenue, West Walnut
Street and West Maple Street in the City of Canton; and,
WHEREAS, the Canton City Council has made a similar determination.
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CANTON, FULTON COUNTY ILLINOIS, as follows:
1. That the Canton City Council hereby finds and determines the foregoing recitals
to be fact.
2. That accordingly, Title 9, Chapter 3, Section 17 of the Canton Municipal Code is
hereby amended by adding the following section thereto: 9-3-17.4 SPECIAL
SPEED LIMIT ON STREETS ADJACENT TO GRAHAM HOSPITAL. It shall be
unlawful for any vehicle to be driven at a speed greater than twenty-five (25)
miles per hour on the following segments of streets in the City of Canton:
West Walnut Street between the West right of way line of Martin
Avenue to a point 830 feet west of said west right of way line of
Martin Avenue; West Maple Street between the west right of way
line of South Avenue B to a point 760 feet west of said west right
of way line of South Avenue B; Martin Avenue between Walnut
Street and Maple Street and; South Avenue B between the south
right of way line of Maple Street to a point 375 feet south of the
south right of way line of Maple Street.

3. That the Department of Public Works, Street Department shall post appropriate
traffic control devices to inform motor vehicle operators of this ordinance.
4. Penalties for violation of this section shall be as established for speed violations
in Chapter 625 of the Illinois Compiled Statutes.
5. That this Ordinance shall be in full force and effect ten (10) days after its
passage by the City Council of the City of Canton, Fulton County, Illinois,
approval by the Mayor thereof, and publication in pamphlet form as provided by
law.
PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular
meeting this 6th day of September 2005 upon a roll call vote as
follows:
AYES: Aldermen Hartford, Berardi, Sarff, West, Carl, Meade, Reed, Schenck.
NAYS: None ,
