HomeMy WebLinkAboutResolution #0966a RESOLUTION NO. 966 A RESOLUTION TERMINATING THE CITY EMPLOYMENT OF RICHARD J. GRANT FOR CAUSE WHEREAS, Richard J. Grant has heretofore been employed by the City of Canton as Assistant to the City Engineer; and, WHEREAS, on or about August 18, 1981, the City Council abolished the position of Assistant to the City Engineer; and, WHEREAS, on or about August 20, 1981, Richard J. Grant was advised, in writing, by the Mayor of his indefinite or permanent layoff from said position effective September 4, 1981; and, WHEREAS, subsequent to September 4, 1981 the Canton City Council has been made aware of certain acts and doings of Richard J. Grant prior to date of his layoff which such acts and doings are grounds for disciplinary action and/or dismissal; and, WHEREAS, the said Richard J. Grant has admitted abuse of his former office of Assistant to the City Engineer to both the present City Engineer and to the Negotiations, Grievance and Personnel Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTOPd, Fulton County, Illinois as follows: 1. That Richard J. Grant be, and he hereby is, terminated from employment with the City of Canton for cause, effective immediately. 2. That, without limitation, cause for termination is hereby determined to be: a. Refusal to follow the orders of Raymond McKinney, supervisor of Richard J. Grant, after oral reprimand on or about July 2, 1981; b. Engaging in a pattern of private commercial, professional or artistic activity, for private pay and during normal City business hours, while employed as Assistant to the City Engineer; c. Engaging in a pattern of use of City property for personal financial gain while employed as Assistant to the City Engineer; d. Engaging in a pattern of part-time or secondary employment of a remunerative nature which has cast discredit upon or created embarrassment to the City of Canton; e. Engaging in a pattern of aiding and abetting a former City employee in the conduct of private business for personal gain during normal City office hours and appropriating or using City owned property for such purpose. f. Failing, while employed as Assistant to the City Engineer, to maintain a standard of professional and public conduct necessary or conducive to the position and job requirements then held. g. Using normal business hours for personal business, to include: (1) Running private errands on City time; or, (2) Using City telephones for private personal affairs to the detriment of the City of Canton; or, (3) Using City owned television for private entertainment. -1- -. • 3. That the Mayor is hereby instructed to advise Richard J. Grant, in writing, of this action and to provide Richard J. Grant with a copy of this Resolution. 4. That this Resolution shall be in full force and effect immediately upon its passage by the City Council of the City of Canton, Fulton County, Illinois and approval by the Mayor thereof. PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular meeting this 19th day of October , 1982, upon a roll call vote as follows: AYES: Aldermen Carl, Sarff, Savill, Hammond, Kovachevich, NAYS: Alderman Grant, ABSENT: Aldermen Horr, Larsen.
