A RESOLUTION SETTING PUBLIC HEARING TIr~, DATE AND PLACE CONCERNING THE
CITY OF CANTON'S INTENT TO APPLY FOR DESIGNATION OF AN "ENTERPRISE ZONE"
WHEREAS, the City Council of the City of Canton, Fulton County, Illinois
does hereby determine that it is delirious, either alone or jointly with the
Fulton County Board, of making application to the State of Illinois for
designation of a geographic area to be hereafter determined as an "Enterprise
Zone" within the meaning of Illinois law (SB 1299, as amended).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON,
Fulton County, Illinois as follows
1. That public hearing concerning the City of Canton's intention to apply
to the State of Illinois for designation of a geographic area (to be hereafter
determined) as an "Enterprise Zone" is hereby set for date of December 21, 1982
commencing at the hour of 7:00 o'clock P.M. in the City Council Chambers,
City Building, 210 E. Chestnut Street, Canton, Illinois.
2. That the City Clerk shall give the statutory notice concerning
such public hearing.
3. Such public hearing shall include, but is not limited to, the
following questions:
a. Whether to create the Enterprise Zone;
b. What local plans, tax incentives and other programs should be
established in connection with the zone; and,
c. What the boundaries of the zone should be.
4. That .this Resolution shall be in full force and effect immediately
upon its passage by the City Council of the City of Canton, Fulton County,
Illinois and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County,
Illinois at a regular meeting this 7th day of. December, 1982, upon a
roll call vote as follows:
AYES: Aldermen Kovachevich, Hammond, Savill, Sart'f, Grant, Carl, Larsen, Horr.
NAYS: None.
ABSENT: None.

WHEREAS, on May 4, 1982, the Canton City Council
adopted a Resolution encouraging The Metropolitan Sanitary
District of Greater Chicago to aid the City of Canton in
developing certain District real estate in Fulton County,
commonly known as the "Gavenda Property," as a future site
for an industrial park and further encouraging the District to
mine and reclaim certain gob and slurry piles on certain other
District property in Fulton County formerly referred to as
"United Electric gob and slurry pile," a copy of which Resolu-
tion is attached hereto; and
WHEREAS, on May 11, 1982, the Fulton County Board
adopted a similar Resolution encouraging the District to
assist in the development of industrv and business within
Fulton County in an effort to reduce unemployment and to
stabilize the property tax base, a copy of which Resolution
is attached hereto; and
WHEREAS, on March 29, 1973, the Board of Commissioners
adopted a Resolution that it would fully cooperate with Fulton
County in efforts to accommodate the expanding needs of local
communities and on numerous past occasions has assisted the
County of Fulton and the City of Canton in a spirit of inter-
governmental cooperation.
NOW, BE IT, THEREFORE, RESOLVED that the Board of Com=
missioners of The Metropolitan Sanitary District of Greater
Chicago does hereby acknowledge and accept the aforesaid
Resolutions of the City of Canton and County of Fulton; and
BE IT FURTHER RESOLVED that the Board of Commissioners
confirms its policies of cooperating with local communities and
of favorably considering requests of such communities for the
purchase at fair market values of District land not needed for
corporate purposes; and
BE IT FURTHER RESOLVED that the Board of Commissioner$
directs staff to undertake every reasonable effort to develop
the District's gob and slurry piles in Fulton County in order
to achieve the objectives stated in the aforesaid Resolutions;
and
IT IS FURTHER RESOLVED that a copy of this Resolution
be forwarded to the City of Canton and the County of Fulton.

WHEREAS, the Illinois Enterprise Zone Act is expected to be signed

into law~in.the near future; and
WHEREAS, the provisions of said Act will encourage and foster economic
development of qualified economically depressed areas; and;
WHEREAS', it is necessary that a formal. application ,be made for ,the,
approval of said designation to the Illinois Department of Commerce and
Community Affairs, said application to contain information on the proposed
Enterprise Zone and the county's plans for such Zone; and
WHEREAS, tie city council of the City of Canton has adopted "A Resolution
of Intent to Designate an Enterprise Zone", which will include the Inter-
national Harvester plant and downtown area of Canton; and
WHEREAS, it is desirable that the proposed industrial site located
west of the corporate limits of the City of Canton be .included ire suer. an
Enterprise Zone.
NOW, THEP.EFORE, EE IT RESOLVED by .the Fulton County Board. as follows:
• 1. That the Chairman of the Fulton County Board is hereby authorized
and directed to execute all such documents as may be necessary and proper
for making the required application.
2. That all county officers and department heads are hereby authorized

the Department of Commerce and Community Affairs.
