HomeMy WebLinkAboutResolution #0988-A t RESOLUTION NO. 988-A A RESOLUTION ESTABLISHING AN "ANNIVERSARY DATE" FOR PRESENT CITY EMPLOYEES (FORMER CETA EMPLOYEES) AND SETTING AND ESTABLISHING POLICY GUIDELINES FOR ANY SUCH FUTURE EMPLOYEES WHEREAS, the Negotiations, Grievance and Personnel Committee has determined that it is necessary and in the best interest of the City of Canton to establish formal anniversary dates for present City employees, being former CETA employees placed with the City, and, further, to establish policy guidelines for any such future employees; and, WHEREAS, the Canton City Council has made a similar determination. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois as follows: 1. That the anniversary date of original employment of present City employees who were formerly placed with the City by CETA shall be the date of actual employment by the City at which time the City was not reimbursed for such persons salary and emoluments by CETA or some other governmental agency and at which time such employees salary and benefits were not paid by CETA or some other governmental agency and at which time the City acquired the absolute right to discipline and discharge such person as a City employee. 2. That all future employees placed with the City by CETA, Green Thumb or any other similar agency shall become City employees only upon the happening of all of the following events: a. Payment of such employees salary and emoluments by the City without reimbursement to the City; and, b. Lack of direct payment of salary or emoluments to such person by some other governmental/private agency; and, c. Vestment in the City of the absolute right to discipline and discharge such employee. 3. That the City Clerk is hereby directed to place certified copies of this Resolution in the files of affected present City employees and to change such anniversary dates in accordance with this Resolution. 4. That this Resolution shall be in full force and effect immediately upon its passage by the City Council of the City of Canton, Fulton County, Illinois and approval by the Mayor thereof.
