A RESOLUTION ESTABLISHING POLICY GUIDELINES FOR THE MAIN'I~LVANCE OF MILL STREET.
WHEREAS, the Legal and Ordinance Committee and, also, the Streets and Garbage
Committee has determined that it is necessary and in the best interest of the City
of Canton to establish policy guidelines for the maintenance and upkeep of Mill
Street; and,
WHEREAS, the Canton City Council has made a similar determination.
NOW, THHREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CAN'T'ON,
Fulton County, Illinois, as follows:
1. That it is hereby determined and ascertained that Mill Street between
North Avenue D and North Avenue E, as extended, has previously been platted and
dedicated to the City of Canton as a public street.
2. That the aforesaid portion of Mill Street is not a through street but
culminates in a cul-de-sac at a point some several hundred feet west of the west
right-of-way of North Avenue D.
3. That said portion of Mill Street has fallen into disuse by the general
public and is now used primarily by residents of real property bordering on the
aforesaid portion of Mill Street.
4. That Mill Street should be maintained and kept in conformity with the nature
of its present use.
5. That the aforesaid portion of Mill Street shall henceforth be kept and main-
tained in conformity with City of Canton written guidelines relating to the upkeep
and maintenance of commercial alleys, generally.
6. That the Canton City Council hereby reaffirms its understanding that this
designation shall place the aforesaid portion of Mill Street on a priority level
above alleys generally but below through streets, generally. Also, that one street
light shall be placed at a point approximately equal distance between the west curb
line of North Avenue D and the westerly terminus of Mill Street.
7. That this resolution shall be in full force and effect immediately upon its
passage by the City Council of the City of Canton, Fulton County, Illinois, and
approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County, Illinois, this
15th day of Janl~, 1985, upon a roll call vote as follows:
AYES: Aldermen Kovachevich, Sa~vill, workman, Carl, May, Horn.
NAYS: Aldermen Hammr~nd, Sarff.
