The first bid received was for just lot 12 from Roger and Donna Schrodt. The second bid received was from Attorney Rabel on behalf of John and Gloria Davis The third bid received was from Royce Jones and Jed Rhoades Attorney Jump said he will review the bids and discuss in more detail under Alderman Gossett's committee later in the meeting. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE AND FINANCING OF A WHEEL LOADER FOR THE WASTEWATER TREATMENT PLANT ORDINANCE#4239 Treasurer Wilkinson explained that the loan for the wheel loader will have a rate of 1.94% and a down payment of$30,000.00 At Midamerica Bank Motion and second were made by Alderwoman Chamberlin/Gossett to waive the first reading of the ordinance. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A WATER PRE-ANNEXATION AGREEMENT WITH GREG HERMAN AT 00 PARADISE LANE RESOLUTION#5318 Attorney Jump said he would like to have a full legal description to place with the pre-annexation agreement. The address is subject to change. Motion and second were made by Alderman West/Lingenfelter to approve the resolution with a full copy of the legal description and with the address subject to change. Motion and second were made by Aldermen Lovell/West to approve the special event and road closure request from Billy's Tap for the annual Red Dog event to be held July 9, 2021. DISCUSS,CONSIDER AND VOTE ON REQUESTS FOR SPECIAL EVENT AT WHITE OAKS SPORTS BAR The closure includes White Court from Pine down to the end of the block and will be held on July 9, 2021 from 5:00pm to 1:00am. The city parking lot will also be used for the event. UPDATE FROM SRPED COLE MCDANIEL Cole explained gave an update on the activities taking place at the Spoon River Partnership and will forward a written report to everyone. PUBLIC WORKS, WATER&SEWER ALDERWOMAN ANGELA LINGENFELTER, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A VENTRAC MOWER The city received a bid from the company from Joliet. This is a budgeted expense. The mower will replace a current mower that is 20+years old. The cost is$27,552.40. The mower has extra features that will be beneficial for the city and provide extra safety features as well. The mower offers a warranty. The vehicle is a 2005 model. The rebuild estimate is $17,000.00. The cost would come from the equipment line item in the budget. Motion and second were made by Alderwoman Hale/Lingenfelter to approve the fire engine 1 repairs. If the cost exceeds$20,000.00 the formal bidding process would be waived to the extent that it would apply. STREETS AND GARBAGE ALDERMAN JEFF FRITZ, CHAIRMAN-ABSENT ALDERMAN WEST-ACTING CHAIR DISCUSS AND CONSIDER BID RESULTS FOR 2021 MFT PROPOSALS-SPRAY PATCHING 21-00000- GM; SEAL COATING 21-00000-02-GM AND HMA RESURFACING 21-00000-03-GM City Engineer Keith Plavec explained that the bid openings took place today. Ace in the Hole was the bidder for the spray patching. The engineers estimate was $60,937.50. The bid received from Ace in the Hole was $53,925.00. It is recommended to approve this project for Ace in the Hole. IRC Inc was the bidder for the Seal Coat/Oil and Chip. The engineers estimate was $201,360.00. The bid received from IRC Inc was $203,908.90. It is recommended to approve IRC Inc for the seal coat/oil and chip. The HMA-Mill and Overlay bid was submitted by UCM Inc. The engineer's estimate was $275,523.00. The bid was $274,188.80. It is recommended to approve UCM for the HMA-Mill and Overlay. DISCUSS, CONSIDER AND VOTE ON PLACING 2 YEILD SIGNS AT VAN WINKLE AND AVE G Attorney Jump explained that the city will need a formal ordinance for this item. Street Superintendent Ron Robinson received a phone call from a homeowner concerned about near accidents at this location. This location is a four- way intersection with no stop signs installed. The homeowner is requesting a stop sign or a yield sign for the safety of the citizens. Public Safety Director Richard Fairburn said he would like to look at this intersection to determine if a yield sign or a stop sign would be more appropriate. This will be brought back to a future meeting after Director Fairburn looks further into the best solution. LAKE, BUILDINGS AND GROUNDS ALDERMAN GREG GOSSETT, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON BIDS FOR LOTS 12-20 OF OLD BEACH ADDITION TO LAKE CANTON The three bids were opened earlier in the meeting, but one does not appear to have all of the information requested for the bid. Attorney Jump said he will need to have additional time to review the bids. The bid from the Davis Land Trust appears to be for $26,000.00 with some additional conditions. A bid from Royce Jones and Jed Rhoades was received for$40,000.00 with some additional conditions/restrictions. The bid received from Mr. Schrodt was only for lot 20. The bid amount was $4500.00. Attorney Jump suggested setting a lake building and grounds committee to further review and discuss the bids. Notice will need to be sent out prior to any final action. Mayor McDowell suggested holding a committee meeting at 5:30pm on July 6th prior to the council meeting so the bids can be further reviewed. MAYOR COMMUNICATION Mayor McDowell encourages everyone to go out to the lake to see all of the improvements and the work that has been done. The city is working on the nature trail and the signage. The 4th of July fireworks will be held at the stadium. No ground displays will take place. Work will begin on East Linn on a waterline. This should be completed in the next few weeks.
