ORDINANCE NO. 1823
AN ORDINANCE TO ALLOW ELECTRONIC ATTENDANCE OF CITY
COUNCIL AND COMMITTEE MEETINGS
WHEREAS, the City of Canton from time to time has had members who were una~le to
attend City Council meetings by reason of work schedule, vacation schedule or extended illness;
and
WHEREAS, allowing participation by an alderman who is not physically present benefits
the City of Canton and allows an alderman to represent the constituents of his or her ward
more fully.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS:
That Section 1-6-3 of the City Code is amended to allow City Council members to
attend meetings by teleconference, video conference or other electronic means. For attendance to
be considered by electronic means, the alderman shall be present during all periods of the meeting
and shall further always participate by means of audible speaker phone or video conferencing
systems that can be heard by those present at the regular meeting site.
2. That Section 1-6-5 of the City Code will be amended to include that notice of the
attendance by electronic means shall be provided in compliance with the Open Meetings Act and
the public shall have the right to attend the meeting either at the regular meeting site or at the
meeting site where the alderman is attending by electronic means.
3. That Section 1-6-6 of the City Code shall be amended to provide that the City
Clerk shall give notice of any member attending by electronic means. The City Clerk shall include
in the notice the which alderman is attending by electronic means, the remote location where the
alderman is attending by electronic means and shall further include notice that the public may
attend the meeting either at the regular meeting site or at the disclosed remote location.
4. That Section 1-6-12 of the City Code shall be amended to provide that a member
attending the meeting by electronic means shall be considered as attending the meeting for all
purposes including voting and constituting a quorum.
PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular
meeting this 1 st day of February , 2005, upon a roll call vote as follows:
AYES: Al dermen Molleck, Carl, Hartford, Mayor Bohler.
NAYS: Al dermen West, Reed, Sarff.
ABSENT: Aldermen Harn, Fi 11 i ngham.
