TAGGART ~' WHEREAS, it appears to the City Council of the City of Canton, Illinois, that Willis J. Taggart and Joan L. Taggart, have petitioned for a Special Use Permit pursuant to Title 10, Chapter 17, Section 7, of the City Code of the City of Canton, Illinois and IT FURTHER APPEARING to said City Council that the prop- erty for which the Special Use Permit is requested is located at State Rt. ,#9 -West, in the City of Canton, I11 ino is, and is currently in a zoning conf igurat ion of B-2 t IT FURTHER APPEARING to said City Council that your petitione ~, Willis J. Taggart and Joan L. Taggart, will be ope rat- ing aminiature golf course nowt' with a possible driving range in the future, at State Rt. #9 -West, Canton, Ill inois~ and. IT FURTHER APPEARING to said City Couneil that the Plan- ning and ?,oning Commission of the City of Canton has held a public hearing on said petition for Special Use Permit on the 18th day of May, 1981, and has found that it is deemed necessary for the public interest and convenience at that location that the S~~ecial Use .Permit be allowed in the B-2 zoning conf igurat ion to allow the use of said real estate with improvements for a miniature golf course. THEREFORE, be it ordained by the City Council of the City of Canton, I11 ino is: Section 1. That Willis J. Taggart and Joan L. Taggert CITY of CANT®N 210 East Chestnut Street Canton,lilinais 61520 309 647- 1288 Proposal Mr. Taggert seeks approval to develop a portion of property, which he owns, located on the south side of Locust Street (State Route 9) .approximately 600' westerly of Township Road to a miniature golf course. Background Information Subject Property. This parcel is a relatively level property of approximately 1.0 ac. It is presently zoned B-2, General Commer- cial and is developed as a car wash facility. There are two paved access drives to Locust Street. Adjacent Area. The area surrounding subject property is developed predominately to scattered commercial uses. Other uses are the Canton Township office, some residential use and agricultural fields. The area adjacent which is located within city limits is zoned B-2 and the area in general is proposed for commercial devel- opment by the Comprehensive Plan. Development Specifics - Site Plan_ Applicant proposes continued use of the car wash and addition of nine hole miniature golf layout. Future development may include an addition- al 9 holes and a conventional golf driving range. The miniature golf facilities will be located along the easterly side of the parcel with parking adjacent to the south. Access to this use will be by means of the existing paved and white rock drives. One additional sign identi- fying the new use is proposed for the highway frontage. At present there is one sign for the car wash and an off-site sign identifying the firm Lumber Limited on Linn Street. •- . Zoning Ordinance Provisions. The following zoning ordinance references appear to relate to the proposed use: 1. Section 10-9-3 b(3) Requires a solid 5' high fence surrounding the site to provide for site appearance problems. 2. Section 10-14-1 e and 14-3 a and m Requires the drives and parking area to be paved. 3. Section 10-15-24 Limits commercial sites to one free- standing sign. Recommendation. It is recommended that the proposed Special Use Permit be approved subject to the following conditions: 1. That signing to redesigned to provide for identification of both uses on one freestanding sign. That the off- site sign be removed. 2.
