HomeMy WebLinkAboutOrdinance #0961` _. ~' ~-.. ~;_ ~._ • -~ ORDINANCE NO. ~6l AN ORDINANCE PROVIDING FOR THE ANNUAL WRITTEN EVALUATION OF ALL FULL-TIME CITY EMPLOYEES WHEREAS, the Canton City Council has determined that it is in the best interest of the City of Canton and of the City's various full- time employees to require an annual evaluation of all full-time City employees. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois as follows: 1. That all full-time City employees' job performance shall be evaluated, in writing, at least once every calendar year in the following manner: (A) EVALUATION: It is the duty of the immediate supervisor of each full-time non-elected City employee to evaluate such employee's job performance. Such evaluation shall be accomplished in writing no later than the last day of January of each calendar year and shall evaluate the employee's job performance in the preceeding calendar year. The written evaluation shall be accomplished on standardized forms provided by the City. (B) ENDORSEMENT: The next higher supervisory official above the immediate supervisor shall evaluate the immediate supervisor's evaluation of each employee under his direction and shall endorse his approval/disapproval of such evaluation, citing his reasons therefor. (C) PRESENTATION: The completed evaluation and a copy thereof shall then be presented to the employee by the immediate supervisor. and the employee shall then receipt on the original of such evaluat- ion his receipt of a copy thereof. The employee's endorsement on the original of receipt of a copy thereof shall not be construed as the employee's approval of such evaluation. (D) RESPONSE: In all instances where the average of the scores on any such evaluation falls below the average range, the employee shall have fourteen (14) calendar days from the date of the employee's receipt of a copy of such evaluation to respond to such evaluation in writing, setting forth his response to the evaluation. In the event that the fourteenth day falls on a day when the City Building is not open, the employee shall have until the end of the next business day (when the City Building is open) to present his response. (E) INCLUSION IN FILES: All evaluations, together with the employee's response (if any), shall be permanently placed in the employee's personnel file by the affected Department Heads. (F) SUPERVISORY EVALUATIONS: Department Heads shall accomplish annual evaluations of all supervisory personnel under their super- vision for subsequent endorsement by the Department Head's immediate superior. The Mayor shall accomplish evaluations of all Department Heads. (G) OTHER EVALUATIONS: Evaluations shall also be accomplished when any full-time employee in transferred to a new department or to a new supervisor (either within or without the same department) and has worked in the transferring department or for the transferring supervisor for ninety (90) consecutive days or more.• (H) RESPONSIBILITY: Department Heads are hereby held accountable for the timely performance of the foregoing requirements for their respective departments; the Mayor is accountable for the timely performance of the foregoing requirements for Department Heads. ` ~ c i 2. That the evaluations for the 1982 calendar year may be accomplished no later than the last day of February, 1983, in view of time factors. 3. That this Ordinance shall be in full force and effect immediately upon its passage by the City Council of the City of Canton, Fulton County, Illinois and approval by the Mayor thereof. PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular meeting this 18th day of January , 1983 upon a roll call vote as follows: AYES: Aldermen Horr, Larsen, Carl, Grant, Sarff, Savill, Kovachevich.
