TREASURER'S REPORT Treasurer Wilkinson explained that she added a section on the treasurer's report to show the general fund reserves investment account. This will now be displayed each month in the treasurer's report. Motion and second were made by Alderwoman Chamberlin/Alderman Lovell to approve the Treasurer's report. Alderman Nelson joined the meeting. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS CONSIDER AND VOTE ON AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 1-DOWNTOWN 5T" AVENUE TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING DISTRICTS ON A PRO RATA BASIS (2ND READING) ORDINANCE #4211 The total amount of the surplus revenue in the Canton 1-Downtown 5th Avenue TIF district special tax allocation fund is $18,418.74. Motion and second were made by Aldermen West/Nelson to approve the ordinance and place it on file. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 2-RT 9/CHESTNUT STREET TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING DISTRICTS ON A PRO RATA BASIS (2ND READING) ORDINANCE #4212 The total amount of surplus revenue in the Canton 2-RT 9/Chestnut Street TIF District special tax allocation fund is $194,406.62. The City will be reimbursed $45,273.60. Motion and second were made by Aldermen West/Nelson to approve the ordinance and place it on file. DISCUSS, CONSIDER AND VOTE ON APPROVING CLOSED MEETING MINUTES. Alderwoman Lingenfelter said that she reviewed the minutes and everything was in order. Attorney Jump further explained that he reviewed the minutes with the Clerk and it was their recommendation to keep the minutes confidential. Motion and second were made by Aldermen West/Nelson to approve the closed meeting minutes. Discussion: Attorney Jump suggested approving the executive session minutes at the following meeting rather than waiting for the semi-annual review. Reviewing the minutes at the following meeting will make it easier. The vote on whether the need for confidentiality still exists will remain semi- annual. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION WHETHER (1) THE NEED FOR CONFIDENTIALITY STILL EXISTS AS TO ALL OR PART OF THE CLOSED MEETING MINUTES OR (2) THAT THE CLOSED MEETING MINUTES OR PORTION THEREOF NO LONGER REQUIRE CONFIDENTIAL TREATMENT AND ARE AVAILABLE FOR PUBLIC INSPECTION. RESOLUTION #5299 Attorney Jump said that he and the Clerk reviewed the executive session minutes and it is their recommendation to keep both the minutes and the recordings confidential. Motion and second were made by Aldermen West/Hale to approve the resolution as to the need for confidentiality still exists as to the closed meeting minutes. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR THE YMCA LEPRECHAUN LOOP ON MARCH 6, 2021 The request for the Leprechaun Loop is a repeat event and will be held on March 6, 2021 from 7:30am to noon. The route will be the same as the route in prior years. A certificate of liability insurance was submitted with the request. i Motion and second were made by Aldermen Lovell/Nelson to approve the YMCA Leprechaun Loop event and road closure to be held on March 6, 2021. UPDATE FROM SRPED COLE MCDANIEL Project Updates: Arby's- developer has officially closed on the property on North Main and has a couple more steps to take before the project is finalized and ready to move forward. Arby's will be located across the street from Wells Fargo Bank. Casey's- Officially closed on the property located at the corner of 5 1 Avenue and Chestnut. Timeline is not official, but we can expect to see initial work starting before spring. The Casey's should be a larger store at approximately 4000 square feet. Big Cat's Bowl- Jason and Emily started their renovation project in November and have made significant progress to date. Their goal is to be completed with the project before spring, and we can expect to see some added products and offerings from them at that time. There is currently an interest in 6.5 acres of city owned property at the Industrial Park. Q98.1 and WBYS will be merging with WBYS and in March employees will be under one roof in the current WBYS facility located on Linn Street. Casey's North Main Property- Already established business owner is working to purchase the former Casey's property and plans to be fully moved in to the location in the summer of 2021. More details will come as the transaction is completed. Condo Development- While working with the developers interested in a student housing project, they have also expressed interest in developing a 4- high level condos for working professionals in the local area. They are in the design ad biding phase of this project now, and will have more to update council once that is complete. The Coffee Can-Drive through coffee business completing their first location in Hanna City has interest in being in Canton as well. Family Video- is in the process of closing and the owners would like to lease the property to potential businesses. Some other communities recently transitioned their property to a Dollar General Store. Attorney Jump said he has been approached by the individuals wanting to develop at Canton Lake. This is the area the City is looking at annexing. Attorney Jump would like to keep this project moving along and would suggest having a committee meeting. Alderwoman Lingenfelter asked if all of the businesses that applied for the Downstate Small Business Stabilization Grant funds have received their funds. Cole McDaniel explained that most everyone has received their funds. This has been a very time-consuming process, however there are still two businesses left that should be receiving checks. One should receive their funds this week and the other has some additional information to submit. A closeout hearing will need to take place when the final funds are issued. Two separate public hearings may need to take place, but information will be brought back once everything is finalized. Route 24-The project is moving forward. It will be a multi-year project that will most likely start with the bridge. This is part of IDOT's 5- year plan. PUBLIC WORKS, WATER& SEWER ALDERWOMAN ANGELA LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN JEFF FRITZ, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN QUIN MAYHEW, CHAIRMAN A mechanical committee meeting will be held on February 16, 2021 at 5:30pm. MAYOR COMMUNICATION Carol Kohler was awarded Citizen of the Year with the Chamber of Commerce. An awards ceremony will be held on Thursday, February 25, 2021. Tickets can be purchased until February 22, 2021 with the Chamber. Mayor McDowell congratulated Carol. Canton native Chris Windham won a national championship at an auto race. He completed a triple crown in his career. Mayor McDowell congratulated Chris for his accomplishment. Chris started his career at Spoon River Speedway.
