HomeMy WebLinkAbout#4204 Establishing The Compensation of Certain Elected Officials of the City of Canton ORDINANCE #4204 AN ORDINANCE ESTABLISHING THE COMPENSATION OF CERTAIN ELECTED OFFICIALS OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, EFFECTIVE MAY 4,2021 ADOPTED BY THE CITY COUNCIL OF THE CITY OF CANTON ILLINOIS: OCTOBER 20, 2020 PUBLISHED BY THE CITY CLERK PURSUANT TO THE AUTHORITY OF THE CITY COUNCIL OF THE CITY OF CANTON: OCTOBER 20, 2020 ORDINANCE NO. 4204 AN ORDINANCE ESTABLISHING THE COMPENSATION OF CERTAIN ELECTED OFFICIALS OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, EFFECTIVE MAY 4,2021 WHEREAS, 65 ILCS 5/3.1-50 provides that compensation of Elected Officials be set by Ordinance and that said compensation be fixed at least one-hundred-eighty (180) days before the beginning of the terms of the Officers who compensation is to be fixed; WHEREAS, similarly, 50 ILCS 145/2 provides, "Notwithstanding any other law to the contrary, the compensation of elected officers of school districts and units of local government, including home rule units,which compensation is to be fixed by that school district or unit of local government,shall be fixed at least 180 days before the beginning of the terms of the officers whose compensation is to be fixed."; WHEREAS,the mayor, clerk, treasurer and four (4) of the eight(8) alderman positions will be elected to take office on May 4, 2020; WHEREAS,the Finance Committee and the Canton City Council have determined that it is in the best interests of the citizens of Canton to establish the annual salaries of said elected officials. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Canton, Illinois as follows: Section 1: The City of Canton hereby finds as fact the recitals set forth above and are incorporated herein as though fully set forth. Section 2: Annual compensation for the Mayor, City Clerk, City Treasurer and Aldermen/Alderwomen whose terms begin May 4, 2020 shall be as follows: (a) Beginning May 4, 2021, the Aldermens' and Alderwomens' salaries (whose terms begin May 4,202 1) shall be Three Thousand Six Hundred Dollars($3,600.00)per year until April 30, 2025. Aldermen and Alderwomen (whose terms begin May 4, 2021) will also be paid an additional One Hundred Twenty-Five Dollars($125.00)per special meeting. (b) Beginning May 4, 2021, the Mayor's salary shall be Twenty-Three Thousand Dollars ($23,000.00)per year until April 30, 2025. (c) Beginning May 4, 2021, the City Clerk's salary shall be Forty-Five Thousand Eight Hundred Dollars($45,800.00)("Clerk's Base Salary"),and each May 1 thereafter until April 30, 2025, the City Clerk's salary shall be adjusted annually to account for increases in cost-of-living in an amount equal to the most recently published annual percentage increase of the Cost-of-Living Adjustment (COLA), as published by the United States Social Security Administration and that is based upon Consumer Price STATE OF ILLINOIS ) ) SS. COUNTY OF FULTON ) CERTIFICATE I, Diana Pavley-Rock, certify that I am the duly elected City Clerk of the CITY OF CANTON, FULTON COUNTY, ILLINOIS. I further certify that on October 20, 2020 , the City Council of such municipality passed and approved Ordinance #4204 entitled: AN ORDINANCE ESTABLISHING THE COMPENSATION OF CERTAIN ELECTED OFFICIALS OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, EFFECTIVE MAY 4, 2021 The ordinance attached is a true and correct copy of the ordinance adopted by Canton City Council. DATED AT CANTON, ILLINOIS, THIS 2 H D BER 2020 Diana Pavley- ock, CMC, City Clerk Seal City of Canton, Illinois Index for Urban Wage Earners and Clerical Workers (CPI-W) (e.g. 1.3% for 2021). If the COLA ceases to be published, the City Clerk's salary shall be not be further adjusted.The adjustment provided for in this Section shall not decrease the City Clerk's salary to an amount less than the Clerk's Base Salary. (d) Beginning May 4,2021,the City Treasurer's salary shall be Forty-Five Thousand Eight Hundred Dollars ($45,800.00) ("Treasurer's Base Salary"), and each May 1 thereafter until April 30, 2025, the City Treasurer's salary shall be adjusted annually to account for increases in cost-of-living in an amount equal to the most recently published annual percentage increase of the Cost-of-Living Adjustment (COLA), as published by the United States Social Security Administration and that is based upon Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) (e.g. 1.3% for 2021). If the COLA ceases to be published, the City Treasurer's salary shall be not be further adjusted. The adjustment provided for in this Section shall not decrease the City Treasurer's salary to an amount less than the Treasurer's Base Salary. Section 3: In addition to the compensation set forth in Section 2,health insurance costs for the Mayor,Clerk and Treasurer,should they choose to participate in the City's healthcare plan, will be paid as follows: employees shall contribute 20% of the health insurance premium and the City of Canton shall contribute 80% of the healthcare premium. Elected officials are eligible for the spousal opt out plan. Aldermen are not eligible for the City's health insurance plan. Section 4: In addition to the compensation set forth in Section 2,the following amounts shall be added to the compensation of the City Clerk or Treasurer upon completion and receipt of the related certification (as shown below), which shall be pro-rated over the course of the fiscal year (For the avoidance of doubt, if a certification is received in the eleventh month of the fiscal year,then only 1/12 of the increase will be paid for that fiscal year.): Certifications (City Clerk/Treasurer Increase Certified Municipal Clerk/IGFOA Tier 1 $3,000.00 Master Municipal Clerk/ $3,000.00 IGFOA Tier 2 i a licable SHRM Certification/IMTA Certification $3,000.00 Section 5: This Ordinance shall be in full force and effect from and after its passage, but the compensation set forth in this Ordinance shall not take effect during the current term of any elected official's compensation that is being established by this Ordinance. Section 6: That all ordinances or parts thereof in conflict herewith are hereby expressly repealed. Section 7: This Ordinance shall be published by the City Clerk of the City of Canton, Fulton County, Illinois, as required by law. PASSED AND APPROVED this 20th day of October, 2020.
