COMMITTEE REPORTS: FINANCE ALDERWOMAN ANDRA CHAMBERLIN, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE WYMAN GROUP (INSURANCE CONSULTANT) EFFECTIVE OCTOBER 1, 2020— RESOLUTION #5277 City Clerk Diana Pavley Rock explained that a request for proposals for an insurance consultant for the City of Canton were sent out. The City received four proposals back. All four proposals were opened and reviewed with the insurance committee, and all four firms were interviewed. It was the recommendation of the insurance committee to stay with the Wyman Group. Everyone is pleased with the Wyman Group and the services received. Motion and second were made by Alderwoman Chamberlin/Nelson to approve the resolution approving an agreement between the City of Canton and the Wyman Group. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APROVING A LOCAL CORONAVIRUS URGENT REMEDIATION EMERGENCY SUPPORT PROGRAM (LOCAL CURE PROGRAM) FINANCIAL SUPPORT CONDITION AND CERTIFICATION.—ORDINANCE #4201 Attorney Jump explained that that the state would like to have an ordinance passed by the City approving the certification agreement. Treasurer Wilkinson will be working directly with the state for the Cure funding. Motion and second were made by Alderman Nelson/Hale to suspend the rules for the second reading of the ordinance. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A LETTER OF UNDERSTANDING BETWEEN THE CANTON UNION SCHOOL DISTRICT#66 AND THE CITY OF CANTON REGARDING THE SCHOOL LIAISON OFFICER AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID LETTER ON BEHALF OF THE CITY OF CANTON, ILLINOIS.— RESOLUTION #5278 Attorney Jump explained that this is an agreement that is adopted each year for the school resource officer. The percentage of the salary that the school district will pay to the City remains the same at 66.6%. Attorney Jump further stated that some questions came up regarding the need for this position since school is not in session with the remote learning taking place. The Superintendent would like to continue with the school resource officer since she has been a very big help to the school district with many home checks taking place due to the remote learning. The school liaison officer is doing home-checks with students not logging on for their remote learning, but she is also still doing the Dare (be awesome) class. Attorney Jump suggested passing the resolution pending final confirmation of the numbers used in calculating the salary. The first payment would be due to the City on October 1, 2020. Motion and second were made by Aldermen West/Nelson to approve the resolution-pending confirmation of the numbers from the Clerk and Comptroller- and place it on file. DISCUSS A LEASE AGREEMENT BETWEEN CENTRAL CABLE CONTRACTOR'S INC AND THE CITY OF CANTON This item pertains to the property that Central Cable Contractor's are leasing from the City for storing their equipment and supplies at the International Harvester Site. Central Cable Contractor's are installing the equipment for Mid Century. This lease is expired. Attorney Jump has been in discussion with the CEO of Central Cable Contractor's regarding the lease. The City will need to get an updated lease in place. The CEO of Central Cable Contractor's told Attorney Jump in conversation that they may continue to need this area to store equipment for 2-3 additional years and they would like to continue to lease this land. Attorney Jump further explained that he would suggest having a one-year lease that is reviewed each year. Attorney Jump said he would like to have a relatively quick way to terminate the lease so it does not complicate other matters. Attorney Jump would like some direction from the Council on terms and the rental amount. Treasurer Wilkinson said they are currently paying $500.00 per month for the lease. Alderman Nelson said he is concerned that they are taking up more of the property than what was originally agreed upon in the lease. Alderman Fritz said the area being leased should be on the South end of 3rd Avenue and Maple Street. The lease is very vague in specifying the exact location. Alderman Nelson said that initially they did a great job with cleaning up and taking care of the area, but feels that this has significantly declined. He also questioned if the City is charging enough to cover the manpower that the City has had to use in having City crew clean up the area and fix water lines. The City does send an invoice to them to reimburse the City for any additional charges. Attorney Jump stated that he is just needing to know the terms of the lease. Alderman Fritz said he would be in favor of rewriting the lease with the shorter term as mentioned by Attorney Jump- along with a quicker termination. The City should also define the specific area that is to be included in the lease. Attorney Jump will meet with Engineer Plavec to get the exact location to be included in the lease. A year lease with a 30-day termination notice and no further obligations by the City will be drafted by Attorney Jump. Comptroller Beka Schultz said currently they are only paying $250.00 per month during the winter months. Alderman Fritz asked who gave the authority to allow for a winter rate, since it's not included in the actual lease. Alderman West proposed to raise the lease to $600.00 per month. Attorney Jump will draft a new lease and prepare the required notice. This will be brought back to Council for consideration. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING AN AMENDMENT TO THE CITY OF CANTON LAKESHORE LEASE WITH JOHN AND GLORIA DAVIS AT 24784 EAST OLD BEACH ROAD, CANTON ILLINOIS—ORDINANCE#4202 Attorney Jump explained that he prepared an ordinance based upon the recommendations made by the Council. Motion and second were made by Aldermen West/Nelson to suspend the rules for the second reading of the ordinance.
