HomeMy WebLinkAboutOrdinance # 1867 ORDINANCE N0. i867 AN ORDINANCE AMENDING THE CANTON CITY CODE PERTAINING TO USE OF PUBLIC SEWERS. WHEREAS it appears that the City's code contains no clear reference to combined overflow, and, WHEREAS it has become necessary, in order to comply with the National Pollution Discharge Elimination System, (NPDES) to amend the Canton City Code pertaining to sewer use. NOW, THEREFORE, BE IT ORDAINED BY THE CANTON CITY COUNCIL as follows: 1. The Canton Municipal Code shall be amended as follows: a. Section 8-19-28 shall be amended to add the following language: Inflow sources on the combined sewer system are to be connected to a storm sewer if a storm sewer becomes available. To this end, any new building domestic waste connection shall be distinct from the building inflow connection to facilitate disconnection if a storm sewer becomes available. b. The following new sections shall be added to the Code: 8-19-29 (a) NEW CONSTRUCTION: Any new construction tributary to the combined sewer system of the City of Canton shall be designed to minimize and/or delay inflow contribution to the combined sewer system. 8-19-29 (b) DEFINITION: The acronym "C.S.O." means "combined sewer overflow". 8-19-29 (c) MONITORING CSO's: CSO impacts from non-domestic sources shall be minimized by determining which non-domestic discharges, if any, are tributary to CSO's and reviewing, and, if necessary, modifying the sewer use ordinance to control pollutants in these discharges. 8-19-29 (d) PUBLICLY OWNED SYSTEMS: The owners of publicly owned systems with combined sewers tributary to the City of Canton's collection system shall have procedures in place adequate to ensure that the objectives, mechanisms and specific procedures meet those set forth in the NPDES permit held by the city. it w ~• 2. This ordinance shall become effective immediately upon passage by the City Council, approval by the Mayor and publication in pamphlet form as provided by law. PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular meeting this 16th day of May, 2006 upon a roll call vote as follows: AYES: AldermenReed, ScrLenck., Carl, 1~eade, Sarff, West, Hartford, Berardi.
