September 22,2020
The closeout public hearing for CDBG Housing Rehab#16-243006 was called to order at
11:30 a.m.
A roll call was taken of persons present in person or via Zoom video conference.
Present at the meeting via zoom were:
City Clerk Diana Pavley Rock, Mayor Kent McDowell, Royal White of Western Illinois
Regional Council, Comptroller Beka Schultz, John Froehling from the Democrat
newspaper.
Mr. White stated that the purpose of the hearing was to evaluate the recently completed
housing rehabilitation project funded by the Department of Commerce and Economic
Opportunity - Community Development Block Grant(CDBG). The City received
$315,900 from the CDBG Program. Six homes were rehabilitated with an average cost
per home of$45,000.00. A majority of the work concentrated on electrical, plumbing,
lead hazard reduction, roofing, and energy conservation measures.
Mr. White commented that the grant agreement called for the completion of six homes in
the community. We were able to meet that goal.
Overall the program in Canton ran very smoothly and there was some very nice work
completed. We had some problems with contractor availability which caused us to
request and get an extension of the program. Most of the program participants all seemed
to be very appreciative and happy with the work that was done. .
There was no public comment.
