HomeMy WebLinkAboutResolution #1165RESOLUTION N0. 1165 A RESOLUTION DECLARING THE CANTON CITY COUNCIL'S DESIRE TO MAINTAIN THE CURRENT LEVEL OF CITY SERVICES AND THE CURRENT EMPLOYMENT LEVEL DURING THE PRESENT FISCAL YEAR (Canton Public Works Local Number 1372). WHEREAS, the Canton City Council has been seriously considering a reduction in the scope of City services and a reduction in the number of City employees; and, WHEREAS, the recent announcement by Governor Thompson that a State correctional facility will soon be located in or near the City of Canton presents a new and positive economic factor; and, WHEREAS, other factors of private economic development, both present and pending, are positive in nature; and, WHEREAS, Canton Public Works Local Number 1372, American Federation of State, County and Municipal Employees has contemporaneously with the introduction of this Resolution publically announced its intent to accept -only scheduled. pay raises and to otherwise maintain the current salary schedules during the balance of the current fiscal year; and, WHEREAS, the Canton City Council,. taking the foregoing factors and other factors into consideration, now anticipates that local economic conditions may allow a balanced muncipal operation at the present level of service and at the present employment level. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, as follows: 1. That it is the desire and intent of the Canton City Council to try to maintain the present level of City services and the present level of employment in the Canton Public Works Department for the balance of the current fiscal year. 2. That this Resolution is intended by the Canton City Council as a formal expression of its desire and intent; that nothing in this Resolution is intended to ever bind or obligate the Canton City Council and/or the City of Canton to any course of action or conduct; and, that the City's ability to effectuate the present desire and intent is contingent upon future events. 3. That the Canton City Council hereby retains all powers, rights, and privileges as a municipal employer which it presently enjoys, or, which might be granted to the City of Canton by future laws, rules, or regulations. 4. That this Resolution shall be in full force and effect immediately upon its passage by the City Council of the. City of Canton, Fulton County, Illinois, and approval by the Mayor thereof. PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular meeting this 17th day of ]one 1986, upon a roll call vote as follows: AYES: Aldermen Kovachevich, Zilly, Sarff, Steck, WQr.kman, May, Chapman.
