RESOLUTION NO. 2062
A RESOLUTION OF SUPPORT BY THE CITY COUNCIL OF THE CITY OF
CAN'PON FOR AN ELECTED ILLINOIS OOP~1PiERCE COI~it~IISSION
t>IN~F.AS, Illinois consumers no~•~ pay some of the
highest utility rates in the United States; and,
WHEREAS, the Illinois Commerce Commission (ICC) has
granted enormous utility rate hikes in recent years while
rates in other states have decreased; and,
WfiEREAS, Illinois' high utility rates have had a
negative impact on our state's economy by discouraging new
businesses from locating here, thereby costing Illinois
valuable jobs and revenue; and,
WHERF,AS, small businesses, senior citizens and others
on fixed incomes have paid the price for excessive utility
profits; and,
WHEREAS, eleven states have elected public utility
commissions and all enjoy lower utility rates than Illinois;
anc~,
WHEREAS, Illinois' system of gubernational appointment
reduces accountability and citizen involvement in the public
utility ratemaking process, camages public confidence and
creates opportunities for political manipulation of the
ratemal;ing process; and,
WHEREAS, tYze ICC has consistently circumvented the
letter and the spirit of the new Illinois Public utilities
Act,
NOW, THIItEFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CAN7.~ON, Fulton County, Illinois as follows:
1. 'ihat the City of Canton e~~press its support for an
elected Illinois Commerce Commission; and,
2. That appropriate copies of this re
to the Governor, the Senate President, the
Mouse, the Citizens Utility Board and the

3. That this Resolution shall be in
