Mayor McDowell called the public hearing to order at 6:OOpm for the purpose of the City of Canton appropriation ordinance for the fiscal year beginning May 1, 2020 and ending April 30, 2021 Aldermen Present: Aldermen Ryan Mayhew, Quin Mayhew, Craig West, Jeff Fritz, Angela Lingenfelter Also Present: Mayor Kent McDowell, Utility Director Joe Carruthers, Attorney Chris Jump, Treasurer Crystal Wilkinson, City Engineer Keith Plavec, City Clerk Diana Pavley Rock, Beka Schultz -Clifton Larson Media Present: John Froehling-Democrat Mark Bixler-WBYS Public Comment: Mayor McDowell asked if there was any public comment: No comment from the public was made. Beka Schultz explained that it was discovered today that the 27th paycheck issue that was previously discussed does not fall in the fiscal year- but rather in the calendar year. This will not hit the fiscal year until FY27. These amounts were removed from the budget that was sent out today. Taking the amount out of the budget for the 27th payroll saves the City approximately $200,000.00. Overall, there is still a budget deficit because of the MFT- which does have plenty of reserves. The general fund now has a little over a $200,000.00 surplus. The budget shows what the beginning reserves are for the MFT. Currently it has approximately one million dollars sitting in the bank. Due to the cost of the MFT projects, the City built up the reserves. Engineer Keith Plavec further explained that this year approximately $360,000.00 will be brought in for the MFT, but the budget shows the MFT will spend $650,000.00- so this would spend part of the reserve that was built up in the past years. The water sewer has a $60,000.00 surplus now. The cemetery was at a surplus, but after taking from the trust fund, this was reduced by the amount for the trust fund. $8,000.00 is coming from the trust fund. Alderwoman Lingenfelter joined the meeting at this time. Budget overview: The general fund is currently at a $257,000.00 surplus. The water/sewer fund is currently at a $60,000.00 surplus. The City budget shows a $223,000.00 deficit due to spending of some of the reserve that was built up for MFT in the amount of $274,000.00 and the sidewalk fund- in the amount of $142,000.00. Attorney Jump said that absent the use of the reserve funds for the use of the MFT there is no deficit- but rather a surplus budget. Beka explained that this will be displayed in the budget ordinance. The new garbage totes being voted upon at the council meeting will also be added into the final budget -once approved. The street and garbage committee item #5 will be moved before the finance committee. The legal and ordinance item #1 will be moved before the finance committee. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD APRIL 7 2020 AND THE SPECIAL COUNCIL MEETING HELD ON APRIL 16, 2020 BILL LIST DISBURSEMENT REPORT TREASURER'S REPORT COMPTROLLER'S REPORT PUBLIC WORKS REPORT POLICE REPORT FIRE REPORT Utility Director Joe Carruthers explained that the WWTP got their draft NPDES permit. Information was included in the public works report as to what will be required over the next five years as far as the treatment plant ability to move phosphorus from the waste stream. The permit would begin around June 2020. At the beginning of this would be a requirement that would start 18 months of the permit. The start of removing the phosphorus would begin, and will be a significant project with significant expenses. Joe further explained that it will be important next budget season to be thinking of some costs that could be high when it comes to treatment of wastewater. Motion and second were made by Aldermen West/Nelson to approve the consent agenda. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: STREETS AND GARBAGE ALDERMAN JEFF FRITZ, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON ADDING $6,608.40 TO THE FISCAL YEAR BUDGET FOR 120- 95 GALLON GARBAGE TOTES MOTION and second were made by Aldermen Fritz/Ryan Mayhew to approve adding $6,608.40 to the fiscal year budget for 120 -95 -gallon garbage totes. Discussion: Mayor McDowell explained that the City only had 20 large totes remaining, and these were just sold. The City has been selling a large quantity of totes since the covid 19 pandemic started. Using the garbage totes helps protect the city garbage workers since it eliminates touching the cans and garbage. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A METER READING TRUCK The purchase of the meter reading truck is through a current Illinois government contract through Morrow Brothers Ford in Greenfield Illinois. The truck is a 2019 Y ton 4 -wheel drive extended truck for the meter reading staff for $28,870.00. The meter department currently is using a small Ford Ranger. The Ford Ranger will be transferred to the VVTP-which replaces an expedition. The expedition was originally given to public works from the fire department a few years ago. The expedition has a bad motor and will be eliminated from the fleet. Currently the meter department has two vehicles. One of the vehicles is a van and the other is the Ford Ranger. The new truck is the only vehicle that will be used for meter reading. The van will be given to the police department. This is a budgeted item for FY20. This is to come out of the system maintenance budget in the amount of $28,870.00 through the Illinois Government Contract with Morrow and Brothers Ford in Greenfield Illinois. TO ASSIST THE CITY AND PREPARING IEPA WATER REVOLVING LOAN FUND APPLICATION DOCUMENTS FOR A LEAD WATER SERVICE REMOVAL PROJECT RESOLUTION #5242 City Engineer Keith Plavec explained that the City of Galesburg has been working through this for a number of years. During the meter head replacement project, the City was able to identify approximately 240 of them. The City of Canton decided to apply for an IEPA loan. The City of Galesburg has received all of their loan as a debt forgiveness as it relates to lead services. The City of Canton decided to try to get on the list with the hopes that part or all of it would be forgiven. The estimated cost is 1.5 million dollars for construction. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE, FOR THE FISCAL YEAR BEGINNNG MAY 1, 2020 AND ENDING APRIL 30, 2021 (2ND READING) ORDINANCE #4190 MOTION and second were made by Aldermen Ryan Mayhew/Lingenfelter to adopt the budget for all corporate purposes of the City of Canton, Fulton County, Illinois in lieu of an appropriation ordinance, for the fiscal year beginning May 1, 2020 and ending April 30, 2021 with the addition of the garbage totes and the budget control area revision. Budget Director Beka Schultz explained that she added some additional language to the budget ordinance as proposed by Attorney Jump. The certification is not included in the presented ordinance or including the garbage totes that was just approved. These changes will be made and sent out as the final copy of the ordinance. The language regarding the portion on the sales tax increase from 2018 was added. Language was also added regarding elected officials' salaries paid under the ordinance are not in excess as permitted by law. This really isn't an issue at this time, since it was discovered that there would not be a 27th pay in the fiscal year. Approving the ordinance should include the acknowledgement of the garbage totes being added and with reference to the certified estimates of revenue by source. The services would be provided to Cuba two times per year on a Saturday for no longer than 8 hours. Cuba has agreed to pay the City of Canton $200.00 per hour—with a minimum of two hours. Attorney Jump said he spoke to the Mayor of Cuba and the Street Superintendent in Canton about the agreement. There is a provision in the agreement that Cuba would provide the water and the disposal of the waste. Motion and second were made by Aldermen Fritz/Nelson to approve the resolution approving an intergovernmental agreement between the City of Canton and the City of Cuba for the use of the City of Canton street sweeper. DISCUSS, CONSIDER AND VOTE ON THE MAINTENANCE ENGINEERING TO BE PERFORMED BY A CONSULTING ENGINEER The City is looking at an MFT program that is larger than past years. Part of this is due to the city saving some money and the City received some additional funds. The renewal amount started in August 2019. As of the end of March the IDOT spreadsheet had $912.600.00. Engineer Plavec proposed a $600,000.00 program. The maintenance engineering agreement is for these items and the work performed. LAKE, BUILDINGS AND GROUNDS ALDERMAN QUIN MAYHEW, CHAIRMAN MAYOR COMMUNICATION PROCLAMATION- SUPPORTING LVIING WEEK Supportive Living Week WHEREAS, many senior citizens in America struggle to find a living situation that is between 24- hour nursing home care and expensive private pay assisted living facilities, and WHEREAS, an estimated 25% of America's senior citizens living in nursing homes could live more comfortably and economically in a supportive living setting, and WHEREAS, in 1999 the Affordable Assisted Living Coalition, an Illinois not for profit, dedicated itself to shaping the future of affordable senior housing, and WHEREAS, the Illinois Department of Healthcare and Family Services now offers the Supportive Living Program for seniors which combines apartment style housing with personal care and other health services, as well as access to meals, housekeeping, social, educational and wellness activities, and also assistance with daily activities and transportation, and WHEREAS, the Illinois Supportive Living Program accepts Medicaid for residents who qualify, providing the "missing piece" of affordability to the senior housing puzzle, and WHEREAS, as of April, 2010, one hundred and thirteen Supportive Living communities were in operation throughout the state of Illinois offering over 8,900 apartments, and another 56 sights and 4,800 apartments were under development. In all, 71 counties will be served with supportive living, making Illinois Supportive Living program one of the Largest affordable assisted living models in the country. NOW THEREFORE, I, Kent A. McDowell, Mayor of the City of Canton Illinois, do hereby proclaim the week of April 20-24, 2020 as "Supportive Living Week, in the city of Canton, Illinois and hereby affix my signature this day of April, 2020. 2020 CENSUS City Clerk Diana Pavley Rock explained that due to the Covid-19 pandemic many of the 2020 census activities previously planned had to be postponed; however, the census committee has been very busy looking for new ways to do census outreach. John Froehling from the Democrat recently had a story in the newspaper about the census. The story includes a challenge that will be taking place among all of the surrounding communities as a race—such as a horse race to see who can finish first place. Diana also reached out to the radio station and the high school to see if some of the clubs at the school would be interested in the outreach efforts for the census and trying to get some community involvement with the race to finish first. It is very important that we have a complete count from the census. Funds that Canton receives for various agencies are based upon the population as well as the redistricting that takes place after the census. Diana asked all of the council to also help with the efforts to get the community to respond to the census. GARBAGE TOTES Mayor McDowell encourages citizens to purchase totes from the City. This is especially important during this covid-19 pandemic for the safety of the City employees. UPDATE ON COVID 19 Mayor McDowell explained that he is getting a lot of questions about the information that came out over the weekend about the department of corrections. Mayor McDowell said he was notified Saturday afternoon that five correctional officers from Illinois River Correctional Facility had volunteered to go to Statesville prison to assist because of the Covid-19 epidemic. The employees were told that before they left for Statesville that they would receive testing and a paid 14 -day quarantine at the end of this transfer. The employees were told after they got to Statesville that this would not take place. Mayor McDowell explained that he activated the EOC that was developed during this crisis. Mayor McDowell also contacted Representative Unes and Senator Dave Koehler. The employees were told after they arrived at Statesville that they would not be tested or quarantined. The fear was that they would come back to the institution and community. The Mayor of Peoria and Pekin was also contacted. Mayor McDowell contacted the Fulton County Board Chair Patrick O'Brien, the Fulton County Health Department and the ESDA Director. Mayor McDowell said a lot of work was done on this issue. The employees did get voluntary testing- but Mayor McDowell is not sure of the outcome of the testing. Mayor McDowell said it is his understanding that these employees have not yet been ordered back to work—as they wanted to see if the tests were negative or positive. OLD BUSINESS UPCOMING PUBLIC HEARING REMINDER Attorney Jump reminded everyone that a public hearing will take place for the downstate small business loans on April 28, 2020 at 3:00pm. There are 12 applications requesting approximately $240,000.00. A special council meeting will take place after the hearing to approve a resolution supporting the businesses. SUPPORT FOR LOCAL BUSINESSES Mayor McDowell encourages everyone to order food at local restaurants and to shop at home. EXECUTIVE ORDER Mayor McDowell explained that he will be issuing the next declaration of a state of emergency - which will be executive order #3 and will be on file at the City Clerk's office.
