ADDITIONS OR CORRECTIONS TO THE AGENDA CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD SEPTEMBER 17, 2019 BILL LIST Alderman Jeff Fritz asked for a correction in the minutes. The minutes under the finance committee voting on the bond agreements for Graham Hospital Association should be corrected to reflect the proper name of the voting member. It was incorrectly listed as Alderman Ryan West/Lovell. Motion and second were made by Aldermen Nelson/Lingenfelter to approve the consent agenda with the correction to the minutes. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE ESTABISHING NEW GARBAGE RATES (1sT READING Attorney Jump explained that he visited with Engineer Plavec and reviewed what was previously proposed. The increase would be over a two -year period and then the City would re-evaluate the costs. The new ordinance adjusts the two years. The proposed ordinance will change the rates and the dates they will become effective. The effective date will be November 1, 2019 (first rate change)The second increase would take place on May 1, 2020 DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO APPROPRIATE FEES INTO A DEPRECIATION ACCOUNT. (1St READING) Alderman Mayhew explained that the proposed ordinance includes$1.50 per resident per month increase that would appropriate funds that would go into a depreciation account. This would replenish the account to replace garbage trucks. The funds would go to a garbage depreciation investment savings account. Attorney Jump said it is important to understand that the City can only appropriate the additional revenue generated by the rate increase without taking several more steps. The ordinance refers to this as a supplemental appropriation ordinance. This will need to be discussed again when the City does the annual appropriate ordinance at the time of the budget. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST SUBMITTED BY THE YMCA FOR THE "RUNNING SCARED"TO BE HELD ON OCTOBER 31, 2019 AT LAKELAND AND BIG CREEK PARK The request was submitted by the YMCA and includes a road closure at the golf driving range on Lakeland Road to Vine Street from 5:00pm to 9:00pm. Motion and second were made by Alderman Lovell/Hale to approve the special event and road closure request submitted by the YMCA for the running scared event to be held on October 31, 2019 at Lakeland and Big Creek Park. The closure will include Chestnut and Elm Street from 1St Avenue to Avenue A to Main Street. The Main Street closure will be right before the hotel down to Pine Street. White Court will also have a road closure. Motion and second were made by Alderman Lovell/Quin Mayhew to approve the special event and road closure request submitted by the Canton Main Street for the Munchkin Masquerade to be held October 25, 2019 from 5:00-7:00pm. UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Recruitment of Business meeting prep and attendance. Sent out lst quarter Action Plans update and responded to suggestions. • Duck Creek closure work_Just Transition Fund conference call and meeting+Brad Watson call from Vistra. • Article with Hannah Schrodt for Canton Daily Ledger on the expansion of US Route 24. • Attended Congresswoman Bustos' Economic Roundtable at SRC. • Canton Main Street(CMS) Jones Park Bench purchase & Dedication Ceremony prep and attendance. • Attended Promotion meeting for CMS to discuss Halloween and Christmas events. • Prepared for and presented at the Fulton County Mayor's meeting on our Fulton County Outdoor efforts. • Attended Erik Jones meeting with Alderman John Lovell to have a conversation about growing the art community. • Prepared for and participated in initial Glacial Golf Meeting. • Worked on Brownfield Access agreements communication and attended the committee meeting in Macomb. • Finalized EZ Amendment App and dropped off at Attorney Jump's office. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • Met with people interested in potentially buying a downtown space. Discussed TIF options, the Participation Loan program and provided contact information to them for a potential tenant. • Received following responses from shoe store recruitments .....Shoe Carnival called me back to say they are only focusing on large city markets such as Chicago, Dallas,NY etc. Shoe Show emailed the following response, "Hi Missy not much has changed with regards to our criteria for locating a shoe store in a specific market. Until the likes of TJ Maxx, Ross Dress for Less, Burlington, etc. show some interest in the Canton market we will probably continue to pass. I am not sure where the Canton customer is currently shopping for their apparel and shoe, my guess is Pekin. As always I appreciate you thinking about Shoe Show/Shoe Dept." No return email from the Shoe Sensation representative. Other stores were mailed and I have yet to receive responses. • Attended MANB groundbreaking ceremony. • Worked with Eric to do an available property listing for the former Capital Music property and referred another retailer looking for space to connect to Eric on this property. Posted the property flyer on the Available Property Inventory portion of our side of cantonillinois.org. • Met with person wanting to open a new business, but had not yet started their business plan. Connected her to Jim Boyd at the Illinois Small Business Development Center for business plan assistance and also provided her information on the SBDC Advantage program that SRPED and CACC does in conjunction with the Center. • While we were setting up for Fulton County Mayor's meeting we had a discussion with Kim Newburn about the Porsche Club of America coming to the American Grille on October 19"'and how we might be able to participate to promote our Outdoor Efforts and we also agreed to provide a downtown business basket. • Conversation with a new business owner about seeking out aline of credit because our incentives weren't going to fit their needs. • Conversation with Alderman Mayhew on a local business asking questions about incentives for expansion projects. OTHER Prepared for and attended SRPED Board meeting and Executive Committee meeting. Prepared for and attended Canton Main Street Board Meeting. Submitted monthly Chamber Courier and CMS Newsletter Articles. Helped on the scraping and sanding of the Gazebo. Canton High School Civics Class and Lifelong Learners presentations. Volunteered at the Taste of Canton for CACC. DATES TO REMEMBER: Scenic Drive—First two weekends in October Munchkin Masquerade—Friday, October 2511'from 5 p.m. to 7.00 p.m. PUBLIC WORKS, WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN JEFF FRITZ, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN QUIN MAYHEW,.CHAIRMAN MAYOR COMMUNICATION LEAF PICKUP The leaf program will be starting back up this year. Mayor McDowell reminded everyone to have the leaves on the terrace and not placed in the streets. CANTON LAKE CAMPGROUND Kelly Utsinger has done a tremendous job with the electricity at the campground area at the Lake. Mayor McDowell said Kelly did a great job and appreciates the work and time spent for the City.
