ADDITIONS OR CORRECTIONS TO THE AGENDA CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD JULY 16, 2019 BILL LIST DISBURSEMENT REPORT TREASURER'S REPORT GREENWOOD CEMETERY REPORT Motion and second were made by Aldermen Nelson/Hale to approve the consent agenda .The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF 8 LENOVA TABLETS A bid was submitted from Tim Buk Tech for 8 tablets with keyboards/cases for the aldermen in the amount of $1919.92. The purchase of the tablets would replace the aging/failing IPAD's being used by the aldermen. The tablets come with a 3-year warranty. Motion and second were made by Alderman Ryan Mayhew/Quin Mayhew to approve the 8 tablets in the total amount of$1919.12 from Tim Buk Tech. DISCUSS, CONSIDER AND VOTE ON GARBAGE RATES The City previously discussed an increase in garbage rates. The current depreciation account does not have enough money to cover the garbage trucks the City currently owns. The City needs .to be able to continue to put money into the depreciation account to cover future costs. Engineer Plavec further explained that the City started the discussion of garbage rate increases during the budget meetings. The original amount proposed in April was thought to be too much of an increase. The new proposed amount would be $17.50, next year with annual increases after. It would increase to $18.50, 19.00 and then $19.50. The proposed increase would generate additional funds. The City shorted the garbage depreciation when the City purchased the street sweeper. -Alderman Quin Mayhew said he did some research on other municipalities and found that the average rate is between $25.00-$26.00 per month. -Mayor McDowell explained that the City just renewed the contract for the landfill fees. The landfill cost also increases each year. The last increase in garbage rates ended in 2018. Engineer Plavec explained that the City would take $1.50 of the increase to go toward the depreciation fund. It would also be suggested that the City adopt an ordinance that indicates that the $1.50 would go to the depreciation fund each year for the next 5 years. Further discussion took place about determining if the increase should be for a 5-year period or for a short 2-3 year period. Motion and second were made by Alderman Ryan Mayhew/Lovell to increase garbage rates for FY 2020 to$17.50, FY 2021 to $18.50 with $1.50 going to the depreciation fund. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE CREATING ZONING PROVISIONS FOR DISTRIBUTION AND SALE OF MEDICAL AND RECREATIONAL CANNABIS IN THE CITY OF CANTON, ILLINOIS. (2ND READING) ORDINANCE#4153 Attorney Lane explained that a minor revision was made from the proposed 1St reading of the ordinance. A yearly$10,000.00 fee was included in the ordinance. Additional language was implemented about the sale of the cannabis to those under 21. This provision would be the same as the alcohol provision. DISCUSS, CONSIDER AND VOTE ON THE CITY OF CANTON MUNICIPAL CANNABIS RETAILERS' OCCUPATION TAX ORDINANCE. (1sT READING) The Illinois Municipal League provided a draft ordinance. A certified copy would need to be provided by September 1, 2019 to the department of revenue. The City will have the regular sales tax that applies to goods plus an additional 3.0%. DISCUSS, CONSIDER AND VOTE ON THE POSSIBLE PURCHASE OF 352 WEST PINE STREET INVOLVING A TAX SALE WITH FULTON COUNTY. The City previously discussed taking a garage down on this property. A tax sale took place July 19, 2019 on the property by Nicholas Halbert for$1500.00. A 15 day notice was issued to take down the garage. This will be brought back to the September meeting if the garage is not taken care of. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 5-8-2 RELATIVE TO BURNING OF YARD CLIPPINGS IN THE CITY OF CANTON, ILLINOIS. (1sT READING) ORDINANCE#4154 It'was recommended by Council to make burning of yard clippings available 7 days per week. DISCUSS AND CONSIDER PURCHASE OF LEASED PROPERTY FROM AMEREN ILLINOIS ON WEST SIDE OF TOWN. The City operates a public works building at the property being leased by Ameren. The lease expires 2023. The City was approached by Ameren to purchase the property. Attorney Lane spoke with Mr. Briggs (Ameren) and was informed that Ameren is still going through the process to be able to authorize the sale to the City. It'was found that both parcels were previously annexed into the City. A pin number with an NFR has been confirmed with the assessment office.. Ameren would be providing a real estate purchase agreement. Ameren informed Attorney Lane that they would only convey it via quit claim deed rather than a warranty deed. Attorney Lane will bring this back to a future council meeting. DISCUSS, CONSIDER AND VOTE AN ORDINANCE AMENDING PROVISIONS 3-8-4 RELATIVE TO SPECIAL EVENT.LIQUOR LICENSES (CLASS F) IN THE CITY OF CANTON, ILLINOIS. (1sT READING) ORDINANCE#4155 Attorney Lane explained that this ordinance will simply clean up the current language in the code. The language allows for the sale of alcohol off premise-which already occurs. Motion and second were made by Alderman Nelson/Lingenfelter waive the first reading of the ordinance. UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS ® Prepared for and attended the Residential Housing Committee and had a follow up discussion with the Mayor. ® Attended taxing body meeting for TIF 3 expansion. ® Attended meeting with Attorney Lane and Mayor McDowell to wrap up the Canton/Fulton .County Enterprise Zone amendment application. Provided the application information to Attorney Lane and Mayor McDowell when it was finished. ® Prepared for and attended Outdoor Recreation Committee meeting and worked in conjunction with Amanda Woodruff to start hard launch of fultoncountyoutdoor.org. o Attended community site visit in Kewanee. a Worked with Amanda to finish up the Canton Area Guide to Development. a Preparing for the Legislative Breakfast on the 19th , working with the legislator's staff and getting the invites out. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT Met with a couple wanting to open a restaurant. Provided the business check list and other economic incentive programs information. ® Continuing to work with downtown business owner exploring the potential purchase of a downtown building for a new location. Received the TIF application and forwarded it on to Steve Kline. a Continuing to provide support for the downtown businesses expansion project. ® Provided the City's revolving loan application to a tourism based business who is doing a property improvement project. © Canton Main Street provided a micro grant for the new owner of Mel's Sporting Goods. e Worked with business owner having major property issues to connect her to the City. LAKE, BUILDINGS AND GROUNDS ALDERMAN QUIN MAYHEW DISCUSS POSSIBLE SOURCES OF RELIABLE AND PERMANENT REVENUE STREAMS FOR THE CEMETERY The City is trying to determine the best way to come up with a revenue stream that could be dedicated for the funds needed at the cemetery. Treasurer Wilkinson explained that she is wanting a permanent solution. The State of Illinois is in the process of approving 6 video gaming machines for each establishment instead of just the five allowed now. Treasurer Wilkinson suggested taking the revenue the City receives from the additional machine in each establishment and dedicating those funds to the cemetery. Mayor McDowell discussed the possibility of centralizing all of the cemetery supplies and including it in the street department's budget. The cemetery could then go to the superintendent of streets to get items as needed. Discussion also took place regarding funding from the sale of cemetery lots to help build the fund. Alderman Nelson expressed concerns about using revenue from the sixth machine due to the inability to know for certain that the sixth machine will actually generate additional revenue. Alderman Nelson said he thinks the sixth machine will only provide variety for people rather than creating additional garners. Alderman Fritz expressed concerns-about any decreases in the demolition fund that currently receives money from the gaming machines. The demolition fund already lacks the necessary funds for demolitions within the City. The City previously transferred funds into the cemetery fund on an annual basis. Alderman Ryan Mayhew said he does not want to change the funding the City is doing from the video gaming machines. Alderman Quin Mayhew will continue to discuss funding with the sexton Kyle Jansen. MAYOR COMMUNICATION Mayor McDowell thanked the Public Works Department for their work. The Canton group raised over$141,000.00 for St.Jude this year and had over 100 runners Mayor McDowell recognized Bailey Norton for becoming this year's Friendship Festival Queen, Izabella Jarvis as 11t Princess and Maggie Eveland as 2nd Princess Alexandria Chamberlain won the Fulton County Queen Contest and Sidney Hannam as the Heart of Illinois Fair Queen OLD BUSINESS NEW BUSINESS ADJOURNMENT Motion and second were made by Aldermen Nelson/Ryan Mayhew to adjourn into executive session for personnel and collective bargaining. 51LCS 120/5(c) 2 The_motion carried by voice vote and was unanimous.
