ADDITIONS OR CORRECTIONS TO THE AGENDA Alderman Craig West made a motion to move #5 under the Legal and Ordinance committee to the end of the meeting (Discuss, consider and vote on the demolition of property at 250 East Ash Street) CONSENTAGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD FEBRUARY 19. 2019 BILL LIST Motion and second were made by Aldermen Nelson/Hale to approve the consent agenda. The motion carried by voice vote and was unanimous COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS CONSIDER AND VOTE ON THE PURCHASE OF A SELF CONTAINED BREATHING APPARATUS FOR THE FIRE DEPARTMENT The City received a quote on a slightly used demo breathing apparatus. This will be used as a backup apparatus for the fire department. The total expense is in the amount of$3,000.00. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS CONSIDER AND VOTE ON A RESOLUTION APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND MICHAEL AND NOLA D VAUGHN FOR 24315 EAST COUNTY HIGHWAY 27 RESOLUTION#5180 System Maintenance Director Dash Wilson explained that there is a main located in front of the property. Dash spoke to both the homeowner and the contractor and explained that he is comfortable with the pre-annexation agreement. Motion and second were made by Aldermen West/Nelson to approve the resolution and place it on file. DISCUSS CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE AGREEMENT BETWEEN THE CITY OF CANTON AND DONNIE ESKRIDGE RESOLUTION#5181 Attorney Lane explained that this is a standard agreement. The lease will cease at the beginning of March, but they will be allowed to collect crops through the month of March. Generally the City publishes the lease agreements; however Attorney Lane explained that since the lease is less than 2 years with an existing tenant he made the decision not to publish this lease. The City receives approximately$8,000.00 from the lease per year. Motion and second were made by Aldermen West/Lingenfelter to approve the resolution and place it on file. DISCUSS CONSIDER AND VOTE ON A RESOLUTION APPROVING A PERMANENT EASEMENT FOR THE CITY OF CANTON FOR A FIRE HYDRANT AND WATER MAIN LOCATED AT 175 EAST ELM STREET CANTON ILLINOIS RESOLUTION #5182 There is existing water lines and a hydrant located at the CEFCU property; however there is not an easement on file. This project started under prior administration. Attorney Lane has been in contact with CEFCU's attorney regarding the need for an permanent easement. Motion and second were made by Aldermen West/Nelson approve the resolution and place it on file. DISCUSS. CONSIDER AND VOTE ON AN ORDINANCE AUTORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON ILLINOIS(1996 PIERCE DASH MOTOR VEHICLE ORDINANCE#4131 The fire department has a 1996 Pierce Dash with over 100,000 miles that is not being utilized. The City has secured a purchaser and a bidding process would not be necessary due to the amount and the value of the vehicle. Motion and second were made by Aldermen Nelson/Ryan Mayhew to waive the rules for the 1st reading of the ordinance. The motion carried by voice vote and was unanimous. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON,CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND ROAD CLOSURE FOR THE HEALTHY KIDS TRIATHLON TO BE HELD ON MAY 4. 2019 AT THE YMCA FROM 12:00-2:OOPM The City received a request for a Healthy Kids Triathlon. A copy of the certificate of insurance and the route map was included. The event will be held from 12:00-2:OOpm. Motion and second were made by Aldermen Lovell/Putrich to approve the event. DISCUSS CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND ROAD CLOSURE FOR THE LEPRECHAUN LOOP TO BE HELD MARCH 16. 2019 AT THE YMCA FROM 8:OOAM-11:OOAM The City received a request for the Leprechaun Loop event to be held on March 16, 2019. The route follows the same route as the annual Turkey Trot. A certificate of insurance and the route map was included with the request. ROLL CALL Yes No Absent Alderman Quin X Mayhew Alderwoman X Lingenfelter Alderman Putrich X Alderwoman Hale X Alderman West X Alderman Lovell X Alderman Nelson X Alderman Ryan X Mayhew The motion carried UPDATE FROM SPIRED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Prepared for and participated in the Fulton County Outdoor Stakeholders dinner and follow up meeting. • Attended Fulton County Board Finance Committee meetings (2) and presented at the Fulton County board meeting all relevant to the amendment process for the Canton/Fulton County Enterprise Zone. • Received response from business that we thought may be interested in doing a new build at the comer of 5" and Chestnut to say they would like a more centralized location. Provided updated information to another party inquiring about the lot. • Worked on and submitted a Charitable Trust Grant through the Illinois Treasurer's office for Workforce Development. • Asked the Vice President of Alexander Lumber about potentially donating their building to the City of Canton. I shared their response with the Mayor. They are not interested in that at this time. BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT • KenCor Ethnic Foods —Checked in with Jean(co-owner)on their progress. Jean shared they did make a connection to a few of the commercial fishermen from our referrals that are going to work out for them. • Working with one of the owners of a large available property on North Main to have an Open House for the property with housing developers. • Lunch meeting with CFC Properties to discuss their suites available and a recent request for use of the parking lot at Fulton Square and after that meeting toured the Venue facility. • Working on and participating on the Wee-Ma-Tuk Advisory Committee. • Working with a local business on a potential TIF agreement for lighting. • Providing property information (on former ethanol plant) to Dave Pearson at DCEO to give to the developer he is working with through the state who is potentially interested in doing a Glycerin refinery. • Attended Canton/Macomb visit in Macomb. • Reached out to Aldi's on their expansion efforts. • Connected to contact for ACE Hardware about Alexander Lumber's property. • Connected to company looking at opening a small client support staff office in Canton, but wants to make sure we can provide the workforce for them. Working with CACC, SRC and Career Link to help provide proof this type of worker is available to them. • Answered questions on the Downtown Wayfinding Signage for The Venue. • Reached out for an update on a possible downtown expansion project. They are still collecting their information in order to make an informed decision to move forward or not. OTHER Prepared for and attended SRPED Board Meeting Prepared for and attended Canton Main Street Board Meeting Submitted monthly Chamber Courier and CMS Newsletter articles Cruise in committee participation PUBLIC WORKS, WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE STREETS AND GARBAGE ALDERMAN QUINN MAYHEW, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH,CHAIRMAN DISCUSS CONSIDER AND VOTE ON BIDS RECEIVED FOR THE BOAT DOCK AT CANTON LAKE Alderman Putrich talked to the low bidder (JL5 Marine) to see if they do prevailing wage. The quote was provided without the prevailing wage; however the increase will be in the amount of $2200.00. He recommended during the conversation that instead of using the plastic boards along the walkway to do it in concrete. This change will save the City$1000.00. Both of these two amounts net to just a $1100.00 increase from the original bid and would still be the lowest bidder. The new bid amount would be $50,468.00. Further discussion took place regarding what account the funds would come from or if funds could be transfered for the expenditure. Motion and second were made by Aldermen Putrich/Nelson to accept the bid from 1LS Marine in the amount of$54,468.00,which includes taking the $1200.00 off for the walkway at prevailing wage. The motion is subject to the availability of transferring the funds. Further discussion took place regarding the location of the boat slips. The slips will be located to the west edge of the beach. Alderman Lovell discussed the need to have some security cameras installed near the new slips. Alderman Ryan Mayhew estimated that it would take 5 years to be able to payback the cost associated with the new slips. MAYOR COMMUNICATION Mayor McDowell announced that a Spanish-American era flag was found inside the depot while it was being cleaned out by volunteers Chuck Jarvis and Kevin Stephenson. The flag represents company M National Guard unit that was organized in Canton in 1898. The flag is now framed and is on display inside the depot. OLD BUSINESS Alderwoman Lingenfelter asked for an update at the motorcycle club. Mayor McDowell explained that a person was hired to clean up brush around the road at the lake. The City would like to use the area at the motorcycle club track area to be utilized as a nature trail. The area was cleaned just to be able to get in to see the terrain. If anyone knows of an organization that would like to take part in the development and upkeep of a nature trail they are encouraged to contact the City building for details. The trail would run from the new boat dock to the back side of the lake . LEGAL AND ORDINANCE COMMITTEE ALDERMAN CRAIG WEST, CHARIMAN DISCUSS,CONSIDER AND VOTE ON THE DEMOLITION OF PROPERTY AT 250 EAST ASH STREET Motion and second were made by Aldermen West/Nelson to table this until the next council meeting.
