A RESOLUTION SUPPORTING ILLINOIS MAIN STREET PROGRAM APPLICATION BY SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT WHEREAS, the State of Illinois created the Illinois Main Street Program in 1993 to promote the historic preservation and economic development of Illinois' traditional business districts; and WHEREAS, the Illinois Main Street program has as its mission to "initiate action directed toward the maintenance and improvement of the social and economic environment of downtown through stimulation of residential, commercial and industrial markets, and through productive participations in local government," and WHEREAS, the Spoon River Partnership for Economic Development was created in part to serve the interests of downtown business; to continue to improve the downtown district of Canton, Illinois; to promote the downtown district, and to contribute to the health, welfare and prosperity of the City of Canton, and WHEREAS, the City of Canton has initiated certain economic development programs to stimulate investment in the Downtown area through the IH Tax Increment Financing District and the Illinois Enterprise Zone Program, and WHEREAS, the Spoon River Partnership for Economic Development intends to seek designation as an Illinois Main Street Community to provide certain benefits to Downtown businesses, investors and developers and to further stimulate the economic revitalization of the Central Business District. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS, AS FOLLOWS: 1. That the City Council of the City of Canton hereby extends and endorses our commitment to the Spoon River Partnership for Economic Development to become an official Illinois Main Street ~'J4. ,` ~ ~; ` ~ ~ organization; 2. That the City Council of the City of Canton hereby recognizes the benefits to our local government by becoming an Illinois Main Street Community; 3. That the City Council of the City of Canton hereby recognizes that a commitment to fund at minimum 30% of the local main street budget is necessary for a minimum of three (3) years; and 4. That the City Council of the City of Canton hereby pledges municipal government cooperation and long-term financial support for the Main Street effort beyond the initial three (3) year pledge.
