Edwards Way-50 North 4`"Avenue, Canton, Illinois 61520. DISCUSS. CONSIDER AND VOTE ON AN ORDINANCE LEVYNG AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2018 AND ENDING APRIL 30. 2019 (2ND READING)#4122 Alderman Ryan Mayhew explained that the City is using a projected EAV. Options have been presented to the Council at either a 0%, 1.5% or a 5%increase at the last meeting. The 1.5% increase would provide an approximate$39,830.00 additional revenue to the City using the projected EAV figure. Police and fire pensions remain under funded. Alderman Justin Nelson said that he believes the City should use a higher increase for the levy to be sure to properly fund the pensions and take care of issues that need to be taken care of at the water plant. If the City does not fund these properly the City will continue to fall further behind. Alderman Putrich said he is concerned with the continual increase in property taxes. Putrich feels a concern with these higher amounts causing people to move out of the City limits. Alderman Putrich also said that the sales tax increase was sold to the public as an effort to lower property taxes. People that voted for the sales tax increase voted for it because they thought it would prevent their property taxes from continuing to increase. Dan Bender from Clifton Larson explained that using a 4%amount would fund the pensions at the actuarial value based upon last year's EAV. Alderman Ryan Mayhew explained that using a lower property tax amount increase such as the 1.5% increase rather than the higher 4.0% increase would give the City an entire year to see how the sales tax increase has helped the City. Motion and second were made by Aldermen Mayhew/West to approve the levy with a 1.5°% increase for property tax. DISCUSSION: Jed Rhoads explained that he is on target for a Feb 1, 2019 opening date. He has already booked several functions for next year. DISCUSS.CONSIDER AND VOTE ON AN AMENDED ORDINANCE RELATIVE TO REGULATIONS AND RULES Of GREENWOOD CEMETERY(2ND READING)#4125 Sexton Kyle Jansen was at the meeting to answer some questions on the amended ordinance. Alderman Putrich specifically asked about the rules on the Sheppard hooks that are placed at the stones in the cemetery. Kyle explained that some cemeteries have rules that if nothing is hanging on the Sheppard hooks the cemetery workers would simply remove the hooks. The City of Canton does not have the manpower or the time to do this. The proposed ordinance would give a uniform standard for the rules. The City could either simply not allow the Sheppard hooks or have the proposed one time per year that they would be removed for cleanup efforts. Currently when the Sheppard hooks are removed they are stored at the facility at the cemetery so people needing one could simply pick one up. The Cemetery will pick up Sheppard hooks in the spring for the cleanup and then after the cleanup period they could pick them back up for placement at the stones. DISCUSS THE MOTEL PROJECT ON THE OLD SIESTA MOTEL PROPERTY This will be discussed in executive session. NEGOTIATIONS, GRIEVANCE &PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL,CHAIRMAN PUBLIC WORKS,WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER,CHAIRMAN DISCUSS, CONSIDER AND VOTE ON COLLECTOR WELL#1 REPAIRS City Engineer Keith Plavec explained that collector well#3 previously had some problems and needed to be pulled and repaired. Pump#1 was pulled at the same time. It was determined that pump#1 also needs the same repairs as pump#3. The recommendation is to have epoxy coat applied to extend the life of the material. The estimated cost for the repairs is$35,563.00. This expense will be taken from the water/sewer savings account from the water plant.
