INCOME TA% SURCHARGE RESOLUTION
ASgING GOVERNOR EDGAR TO SUPPORT MUNICIPALITIES
WHEREAS, the State of Illinois has shared with local
governments; municipalities and counties, with needed revenues
since 1989 with income tax surcharge proceeds;
WHEREAS, the temporary income tax surcharge for
municipalities and counties will expire on June 30, 1993;
WHEREAS, municipalities and counties have tremendous
financial needs to directly serve the citizens of Illinois with
local programs;
WHEREAS, municipalities and counties have expended the
revenues in a conservative, productive manner for their citizens;
WHEREAS, the Federal and State government continue to impose
unfunded state mandates on local governments;
WHEREAS, this revenue is essential to sound municipal and
county fiscal health;
WHEREAS, Governor Edgar will be delivering the State Budget
Address on March 3, 1993;
NOW, THEREFORE, BE IT RESOLVED by the City of Canton, County
of Fulton and State of Illinois as follows:
1. That the Canton City Council hereby finds the foregoing
recitals to be fact.
2. That the City of Canton, a corporate body, a political
subdivision of the State, does hereby request that the Chief
Executive Officer support and endorse in the 1993 Budget Address
the permanent extension of the income tax surcharge with the
proceeds dedicated to municipalities and counties.

3. That this Resolution shall be in full force and effect
immediately upon its passage by the City Council of the City of
Canton, Fulton County, Illinois and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton
County, Illinois at a regular meeting this 16th day of February,
1993, upon a roll call vote as follows:
AYES: Aldermen Molleck, Coay, Sarff, Steck, Bohler,
Meade, Chapman, May.
NAYS: None.
ABSENT: Norge.
