THE CITY LIMITS OF CANTON, ILLINOIS

ORDINANCE NO. 4117
AN ORDINANCE RELATING TO THE PLACEMENT OF WEIGHT LIMIT SIGNS
WITHIN THE CITY LIMITS OF CANTON, ILLINOIS
WHEREAS, the limitation of operation of certain motor vehicles due to their weight is
necessary for the protection of the safety and welfare of the citizens of the City of Canton; and
WHEREAS, certain roads, bridges and other structures only can sustain a certain amount
of weight for safe travel over the road, bridge or other structures; and
WHEREAS, Provision 9-3-31 of the Canton City Code provides general weight
restrictions for operation of certain motor vehicles on certain roadways in the City of Canton;
and
WHEREAS, the Cass Street Bridge requires weight restrictions to allow motorists to
utilize said Cass Street Bridge and operate a motor vehicle safely over the bridge;
NOW, THEREFORE, BE IT ORDAINED, by the City Council for the City of Canton,
Fulton County, Illinois, as follows:
That Section 9-3-31 shall be amended and now provide as follows:
"9-3-31: LIMITED LOAD STREETS:
It shall be unlawful to operate any vehicle on any street in the city when the gross weight on the
surface of the road through any axle of such vehicle exceeds sixteen thousand (16,000) pounds.
Where lower limits are imposed by ordinance and signs indicating such limitations are posted, it
shall be unlawful to operate a vehicle in excess of such weight on such street, except for the
purpose of making delivery or picking up a load, in which case such vehicle may be driven on
such street for not more than the minimum distance necessary for the purpose.
(A) Exceptions:
1. No motor vehicle having a weight of eight thousand (8,000) pounds or over, whether loaded or
unloaded, shall be operated on Seventeenth Avenue in the city, between East Walnut and East
Chestnut Streets in said city; provided, however, this provision shall not apply to emergency
vehicles or vehicles making pick ups or deliveries.
2. No Single Unit Vehicle, as defined by the Illinois Vehicle Code, weighing more than twenty-
three (23) tons may be driven or operated upon the Cass Street Bridge. No Combination
Vehicle, as defined by the Illinois Vehicle Code, weighing more than thirty-two (32) tons may be
driven or operated upon the Cass Street Bridge. That the City shall erect proper signage, as
regulated by the Illinois Vehicle Code and Illinois Department of Transportation, to allow for
proper display of these regulations."

SECTION 2 — This ordinance shall be in full force and effect ten (10) days after its
publication within thirty (30) days after passage of this ordinance. Such publication must take
place within thirty (30) days after passage of this ordinance.
PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular
meeting this 16 day of October, 2018 upon a roll call vote as follows:

Load Limit Postings
Mr.Sassine,
The City of Canton received the letter from Illinois Department of Transportation dated October 2, 2018
regarding Cass Street Bridge and required posting. Canton City Council approved an Ordinance on
October 16,2018 allowing for the installation and enforcement of load limit signage at Cass Street
Bridge. A signage plan(see attached)was prepared and provided to Ms. Nicole Darling, P.E.with Fulton
County Highway Department for review and comment.
The load limit signs were installed per the attached plan on November 14,2018.
We believe this fulfills the City's obligation to post the appropriate weight limit signage for Cass Street
Bridge and understand that bridge inspections will be required every 12 months to monitor the PPC
Deck Beams.
