ADDITIONS OR CORRECTIONS TO THE AGENDA Mayor McDowell will move part of his communication to the beginning of the meeting MAYOR COMMUNICATION DEDICATION OF CRIME LAB AT WESTERN ILLINOIS UNIVERSITY IN HONOR OF WILLIAM MCCAMEY Jody McCamey was at the meeting to explain that she established an endowed college scholarship at Western's Law Enforcement and Justice Administration Department in his name. WIU's school of law enforcement and Justice Administration (LEJA) has been recognized as one of the top criminal justice/public safety programs in the world. To maintain, and possibly build on that distinction she met with the school of law enforcement and justice administrations director Jill Myers to address future endeavors for LEJA. Without hesitation she stated "Crime Lab". In 2015 Jody and her mother in law donated additional funds for the crime lab because of Bill's love for WIU. The crime lab is expected to be complete by Mid November with its official debut spring 2019 classes. The lab will house alternate light source equipment and magnifying lenses and interchangeable barrier filters to examine hair, fibers, semen, dust, prints, blood and palmar oils as well as other physiological fluids. In addition the lab will also house an optical comparator which examines palm prints, foot prints and glass fragments, a forensic workstation, a duckless dry safe and numerous evidence recovery kits including a liquid silicone casting kit a latent print kit and a digital mobile device kit and a blood spatter documentation kit. The crime lab affords students the experience in cutting edge and best practice techniques. A dedication and tour of WIU's crime lab at Tillman Hall will be Monday, November 5, 2018 at 5:00pm. Everything was good with the inspection, so the engine will be shipped to Canton. GREENWOOD CEMETERY REPORT The cemetery report will be reported quarterly rather than monthly. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN ELM STREET LIGHTING IMPROVEMENTS PROJECT APPLICATION FOR PAYMENT NO 1 FROM QUICK ELECTRICAL CONTRACTORS IN THE AMOUNT OF $48,355 The project is on Elm Street between 1st and 2nd Avenue. A replacement light in front of the barber shop still needs to be finished. This will be paid from the TIF 1 bond fund. DISCUSS, CONSIDER AND VOTE ON RETAINING LAYNE TO PULL PUMP# 1 INSPECT PUMP FOR REPAIRS QUOTE AND INSTALL REPAIRED PUMP AT RADIAL COLLECTOR WELL The parts for the pump are being shipped and should be installed for the other pump. At this same time they will pull pump #1 to inspect for repairs. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON #4116 The City is wanted to sell a 1991 Ford dump truck that is no longer useful. The vehicle has over 170,000 miles. The City will have a bidding process with the bid opened at a future council meeting. The City may replace this vehicle next fiscal year. Motion and second were made by Aldermen Nelson/West to waive the rules for the first reading of the ordinance. DISCUSS, CONSIDER AND VOTE ON INSURANCE COUNSEL (ANCEL GLINK) ON PURSUING SUBROGATION FROM OPERA HOUSE EXPLOSION Attorney Lane explained that the City was added as respondents in discovery to a law suit filed by the catholic church as a result of the explosion from the Opera House. The issue came up if the City wanted to seek subrogation against the individual causing the damages. It's been recommended by the former insurance provider and the insurance counsel not to pursue subrogation. The individual responsible canceled insurance before starting this job so there is not a fund to go subrogate against. Attorney Lane recommends voting against subrogation. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO ALLOW FOR LIMIT RESTRICTIONS TO BE POSTED VIA A PROPER IDOT SIGN FOR CASS STREET BRIDGE#4117 Engineer Keith Plavec explained that the City currently goes through Fulton County for bridge inspections. The underside of the bridge at Cass Place had some areas of concern. They are concerned with the long term structure. IDOT agrees that it is not in immediate need of replacement. The recommended signage would place weight restrictions for vehicles on the bridge. The signs are ordered to be installed. The first step is to create an ordinance to place the signs. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A REPORTING AGREEMENT BETWEEN THE CANTON UNION SCHOOL DISTRICT AND THE FULTON COUNTY STATES ATTORNEY'S OFFICE#5167 This is an annual agreement between the school district and the City. The juvenile justice act of 1987 and intergovernmental agreement act allow for the City to work with the school district and to the states attorney's office to share information that is confidential regarding juvenile matters. The resolution outlines how to do the reporting. Motion and second were made by Aldermen West/Lingenfelter to approve the resolution. There is also a provision in the personnel policy that was not originally put in the agreement that is for a 12 week payment that is in the personnel policy. Adding this language does not change the substance, but will better clarify what is getting paid. This will be added as part of the motion. There is also language pertaining to health insurance that has the word "offered" that will state "provided". The word provided is consistent with the personnel policy. The City did a trial basis setting up cones that helped relieve the congestion. This area will be designated as a pickup lane for children after school.
