Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. Mayor McDowell will be moving up the proclamation listed under Mayor's Communications after the consent agenda. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD AUGUST 7, 2018 AND THE CLERICAL COMMITTEE MEETING MINUTES HELD AUGUST 7, 2018 BILL LIST JULY'S DISBURSEMENT REPORT TREASURER'S REPORT POLICE REPORT FIRE REPORT GREENWOOD CEMETERY REPORT Motion and second were made by Aldermen West/Hale to approve the consent agenda. The motion carried by voice vote and was unanimous. PROCLAMATION Mayor McDowell introduced Sue Tinsdale and her daughter Jessica Kinsel to the Council. Sue and Jessica are actively involved in the overdose awareness. The proclamation that was read by Mayor McDowell is for National Overdose Awareness Day. The overdose awareness day is to raise awareness of the problem in our country with substance abuse. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON RETAINING LAYNE TO PULL PUMP#3, INSPECT PUMP FOR REPAIR, QUOTE AND INSTALL REPAIRED PUMP AND RADIAL COLLECTOR WELL The inspection and repair of the pump is a budgeted item. The cost of$25,230.00 does not include the repair service. This amount will cover the cost to pull and inspect the pump and ship the pump back to their Chicago office for inspection if needed. Motion and second were made by Aldermen Mayhew/Putrich to approve Layne to pull pump number 3 and inspect the pump for repairs at the radial collector well in the amount of $25,230.00 from the capital outlay account#300-76-58-200. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 6-12-1 AND 6- 12-5 PERTAINING TO WEAPONS AND FIREARM RESTRICTIONS OF THE CITY OF CANTON ILLINOIS. (1S READING) Attorney Lane explained that the State of Illinois passed a firearm concealed carry act. Our existing ordinance needed to be modified due to the amendment of the law. DISCUSS, CONSIDER AND VOTE ON THE RENEWAL OF MEMBERSHIP WITH THE WESTERN ILLINOIS REGIONAL COUNCIL The City previously participated in the Western Illinois Regional Council. Western Illinois Regional Council assists municipalities on projects for economic development opportunities. One of the main purposes of Western Illinois Regional Council is to do grant writing and grant administrations for municipalities. Previously the City participated in a housing grant that was submitted by Western Illinois Regional Council. Western Illinois Regional Council also performs public infrastructure grants. These would include upgrades to the water mains and water treatment systems, sanitary systems. Participating in the Western Illinois Regional Council could save the City a substantial amount of money in project costs by obtaining grants for the City. The annual membership fee is based on the 2010 census. The annual fee is $7609.80 Motion and second were made by Aldermen West/Lovell to allow the renewal of membership with the Illinois Regional Council. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE TO INCREASE THE DOLLAR AMOUNT ON WHEN PROPOSALS TO AWARD PURCHASE ORDERS, CONTRACTS OR AGREEMENTS REQUIRE ADVERTISEMENT FOR BIDS FOR CODE SECTION 1-18-1 AND 1-18-5 (1ST READING) Under the State Municipal Code any public improvement for the City, or any work that exceeds $25,000.00 requires a bidding process. In 2002 the City set this dollar amount at$10,000.00. Attorney Lane proposes that we amend the ordinance to correspond with the state statute in the amount of$25,000.00 DISCUSS CONSIDER AND VOTE ON A RESOLUTION AND REQUEST FOR ROAD CLOSURE FOR 2018 FRIENDSHIP FESTIVAL PARADE RESOLUTION#5159 Motion and second were made by Aldermen Nelson/Mayhew to approve the resolution and place it on file. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS CONSIDER AND VOTE ON A CLASS F SPECIAL EVENT LIQUOR LICENSE FOR NATIVE TRAIL WINERY FOR THE 2018 TASTE OF CANTON A request was submitted for a Class F Special Event Liquor License from Native Trail Winery for the 2018 Taste of Canton. The event will be held September 29, 2018. Motion and second were made by Aldermen Lovell/Mayhew to approve the Class F Special event liquor license for Native Trail Winery. DISCUSS CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR THE ANTHONY FILLINGHAM MEMORIAL BENEFIT AT MOORE'S PUB A request was submitted for a fundraiser for Anthony Fillingham to be held at Moore's Pub on September 8, 2018 from 11:00am to 7:00pm. The request includes a road closure on Elm Street from 2nd Avenue to Van Buren. Motion and second were made by Aldermen Lovell/Hale to approve the special event and road closure for the Anthony Fillingham Memorial Benefit at Moore's Pub. Anthony was a police officer for the City of Macomb. Anthony did his internship from Western Illinois Regional Council in the police department in Canton. Anthony was also a veteran of the United States Army. He recently passed away from Cancer and left behind four young children. Proceeds will go toward the children's educational fund. PUBLIC WORKS, WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE STREETS AND GARBAGE ALDERMAN QUINN MAYHEW, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH, CHAIRMAN MAYOR COMMUNICATION Mayor McDowell explained that conversation is taking place with Kurt Huber, who is the owner of the Opera House property. The City is talking to Kurt about getting the land appraised and giving the lot to Canton to use for various functions being held in the Jones Park area. Mayor McDowell recognized Marty White for her service to the Community. Marty has been actively involved with the Community and has tutored many students over the years. Recently Marty was interviewed by the television news channel and was featured on the local news.
