DISCUSS, CONSIDER AND VOTE ON AN AMENDED ORDINANCE AND ECONOMIC INCENTIVE AGREEMENT WITH RP LUMBER (2ND READING) #4113 The prior administration approved this agreement in January 2017; however modifications were required in the language of the agreement. DISCUSS, CONSIDER AND VOTE ON A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND KAITYN AND STEVEN HOWARD #5157 Motion and second were made by Aldermen West/Mayhew to approve the resolution and place it on file. ROLL CALL Yes No Absent Alderman Justin X Nelson Alderwoman X Lingenfelter Alderman Putrich X Alderwoman Hale X Alderman West X Alderman Lovell X Alderman Jump X Alderman Mayhew X The motion carried DISCUSS AND CONSIDER THE ITINERANT VENDOR AND TRANSIENT MERCHANT(CODE 3-2-1) LICENSE FOR POSSIBLE UPDATES/CHANGES. Discussion took place regarding the various food vendors wanting to setup stands in town to sell food and various other products. Questions have been presented from potential vendors asking for the current ordinance to be reviewed for possible change. It was determined that permits will need to be required to have various food stands and the City will follow the current code. This would fall under the transient merchant itinerant vendor code. Our existing businesses in town need to pay property tax and sales tax and they have expressed concerns about vendors coming in to setup stands and not have to pay any fees to be in business. Motion and second were made by Aldermen West/Lingenfelter to not make any changes and to enforce the current code. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN CHRIS JUMP, CHAIRMAN Motion and second were made by Aldermen Jump/Mayhew to go into executive session for 5ILCS 120/3 (C)2. The motion carried by voice vote and was unanimous. Motion and second were made by Aldermen Jump/Putrich to approve the resolution and place it on file pending the comptroller and City Attorneys approval of the financials. DISCUSS CONSIDER AND VOTE ON A GRIEVANCE PURSUANT TO THE POLICE BENEVOLENT AND PROTECTIVE ASSOCIATION (PB&PA) The City received a grievance from the police benevolent and protective association. Motion and second were made by Aldermen Jump/West to deny the grievance. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS CONSIDER AND VOTE ON A REQUEST FOR A ROAD CLOSURE AT LONGWOOD COURT FOR A BLOCK PARTY TO BE HELD AUGUST 4, 2018 This request is a repeat event. The event will be held on August 4, 2018 from 4:00pm to 7:00pm. The closure is between Park Plaza and Longwood. A certificate of insurance is not required. Motion and second were made by Aldermen Lovell/Mayhew to approve the event on August 4, 2018. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND ROAD CLOSURE TO BE HELD AT WHITE OAKS TAP ON JULY 21, 2018 The closure will be from Elm Street to Pine Street and is a repeat event. The event (Bikers for Tata's) will be held from Noon to 5:00pm. Motion and second were made by Aldermen Lovell/Lingenfelter to approve the event pending receipt of insurance. PUBLIC WORKS, WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON PUTTING OUT BIDS FOR THE PROPOSED HARVEST OF TREES ON CITY PROPERTY The City received a forestry plan. Mark Rathman will stay involved with the City during the bidding process to make sure they are from a reputable company. This will be to clean up various areas. Motion and second were made by Aldermen Putrich/Hale to put the bids out for forestry. UPDATE AT CANTON LAKE Mayor McDowell said that the City decided that buildings at the lake were inoperable and had no purpose. The buildings were an eye sore so the city crew removed the buildings. This saved money by not having to hire the work to be done. The campground host wanted to be able to make improvements at the campground for various activities. The City is considering placing a dock for fishing. MAYOR COMMUNICATION FULTON COUNTY HISTORICAL AND GENELOGICAL SOCIETY A dedication will be held on July 28, 2018 at 11:00 at Greenwood Cemetery. RESIGNATION Alderman Jump announced that he submitted a letter of resignation to be effective on 07-18- 2018. Alderman Jump is moving and his new house will be outside of his ward. Alderman Jump thanked the community, the citizens and staff with the City for their support during his time on the council. Mayor McDowell thanked Alderman Jump for all of his work.
