Item number 5 under legal and ordinance should be a resolution approving the release. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD JUNE 5, 2018 AND JUNE 19, 2018 BILL LIST Motion and second were made by Aldermen West/Hale to approve the consent agenda. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE POLLUTION INSURANCE FOR THE IH SITE Attorney Lane explained that on June 20, 2018 the environmental insurance policy lapsed under the Navistar agreement with the City. It was discovered that ownership of the property is held in a trust. The City is trustee. The City is still reviewing the options available. If the City can afford the insurance it is a good idea. It is also being reviewed to see what is excluded about the known pollutants-and if they exist because there has been remediation. Whatever is known or removed from the site is not covered. If the property is in a trust-the City has the duty to involve the other beneficiaries or members of the trust. The settlement agreement stated that the County of Fulton conveyed the site to a land trust with the City as trustee with all of the various taxing districts involved as owners of the beneficial interest of the land trust. The City is looking into the cost of the insurance. After the proper research is completed information will be brought back to the Council. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 1 DOWNTOWN/5TH AVENUE TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS REVENUE TO THE FULTON COUNTY TREASURER FOR THE DISTRIBUTION TO AFFECTED TAXING DISTRICTS ON A PRO RATA BASIS FOR THE TAX YEARS 2014 PAYABLE 2015, 2015 PAYABLE 2016 AND 2016 PAYABLE IN 2017 (1st READING) The total amount for the three years is $48,904.09. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A WATER PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND HOWARD MCADAMS#5154 This is the last lot in the Westgate Subdivision. DISCUSS, CONSIDER AND VOTE ON AN AMENDED ORDINANCE AND ECONOMIC INCENTIVE AGREEMENT WITH RP LUMBER(1ST READING) Attorney Lane explained that the City previously entered into a re-development agreement with RP Lumber. The City had a sales tax agreement included in the re development agreement. On Jan 3, 2017 the prior council approved the agreement, but the City did not receive the signed copy back from RP Lumber. RP was requesting two minimal changes. The changes have been reviewed by the TIF attorney and Steve Kline and they approved the hand-written changes in the agreement. Nothing with the substance of the contract agreement changes with the amendment. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN EASEMENT TO ALLOW AMEREN ILLINOIS COMPANY TO INSTALL A ROUTER ON A POWER POLE.#5155 The City received an email from Ameren requesting to install a router. Ameren will also be working on switching out electric and gas meters to smart meters. This one is located on City property so it requires an easement. Motion and second were made by Aldermen West/Putrich to approve the resolution and place it on file. DISCUSS, CONSIDER AND VOTE ON APPROVING A RELEASE OF CLAIMS AND HOLD HARMLESS AGREEMENT INVOLVING VILLAS OF HOLLYBROOK(RHC, LC AND VOHB, LLC)#5156 The prior administration entered into a real estate purchase agreement and a TIF redevelopment agreement with the six acres on the IH site. After this occurred they wanted to re-negotiate certain terms. The transaction was not previously finalized. Attorney Lane prepared a release that has been fully executed by the Villas along with a hold harmless agreement. UPDATE FROM SRPED MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Prepared for and attended Residential Housing Committee meeting with the Illinois Housing Development Authority. • Finalized Action Plans for the six priorities (Residential, Marketing, Transportation, Entrepreneurship, Collaboration and Downtown Development). • Downtown Development Event o Assisted SRPED Board Member Jed Rhoades with community stakeholder invites. o Worked with building owners to place the"Imagine Your Business Here"banners. o Worked with building owners to communicate how the event would work. o Marketed the event by a press release, two radio spots, sharing on the Canton, IL Community Facebook page, asked both Peoria and Macomb's IL SBDC's to post about the event, and an in- person interview with the Canton Daily Ledger. o Invited developers that have shown interest in Canton's downtown to attend the event. o Attended webinars called Save Your Town that discuss these types of events and ideas on how to deal with vacant buildings. • Presented possible TIF plan to Mayor McDowell, Steve Kline and Alderman John Lovell. Currently waiting on Steve Kline's comments before submitting a formal proposal. • Attended WIRC Public Meeting for the Housing Rehabilitation Grant and helped secure their application place in City Hall. • Attended Tri-State Housing Summit in Quincy • Met with Jerome Gregory who is an aid to Congresswoman Bustos to discuss our local issues that he could take back to Congresswoman Bustos • Sent Steve Kline the updated deed for the South Main property for the TIF agreement on the wall. • Provided Carol and Drake Todd Claurehout's contact information for the Opera House Lot. Received a call from Todd asking about lawn services and provided him that referral. I also asked Todd if he knew what Kert wanted to do with the lot moving forward. Todd said he would check with Kert and let me know. • Engaged with Dwight Reynolds (USDA) on their Rural Initiative grant. • Worked with Economic Vitality Chair of Canton Main Street Kevin Stephenson to review the Downtown map updates and then submitted those to Paige Edwards who helps with that program. • Lunch meeting with Alderman Lovell to discuss ideas and project updates • Scheduled the "How to Start a Business in Illinois Workshop for August 22nd at 6 p.m. at the Donaldson Center at Wallace Park. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • Checked in with person wanting to possibly move their small parts manufacturing facility to Canton. He is still working with contractors to run some better numbers. • Traveled the Opportunity Zone boundary with Mayor McDowell and Tony Rolando to see where our "opportunities"might lie. I also reached out to Josh Scaife in the Governor's office to ask about a possible extension of the zone to include the area where the proposed hotel project is going. Josh responded saying he had checked into with DCEO and that it is not possible. • Attended meeting with the proposed Sleep Inn developers and their architect. Followed up with developer on contractors information, Opportunity and Enterprise Zone boundaries, and on their adjustments on their original TIF agreement. • Coordinated and attended meeting with Eagle Point Solar Development who is looking to work with the City on a potential solar development that would benefit the City Buildings electric costs. • E-mail communication with Hadley Phillips from the Villas of Hollybrook to talk about the proposed held harmless document that Attorney Lane is drafting that releases the City from any commitment they had to the proposed project. Mr. Phillips agreed to do that. We also had conversations about their continued interest in Canton, but at another spot that would be located in a fairly new TIF and in an Enterprise Zone. • Meeting with person interested in doing banquet facility in their existing property. • Shared downtown business development survey on Canton Main Street (CMS) FB page and sent it out to the CMS gmail list serve. • I asked Mark Hughes for an update on the marquis for the theatre. It should be going up first week in July. Discussions with Jeff and Julie Eisentraut on some questions that had been posed to us about Movie Pass and Fandango. While they were here I shared the Canton Community Video and they later said they would be willing to show the video before a few movies. • Met with a citizen after the last council meeting to discuss his interest in potentially investing in a wine bar and connected him with someone who might be interested in that concept. • RP Lumber agreement communications. • Phone and email conversations with a real estate representative from a hardware company interested in a downtown property and invited him to attend the Downtown Development event. OTHER Submitted monthly Chamber Courier and Canton Main Street Newsletter articles. Volunteered at the Cruise In as a committee member. Prepared for and attended two SRPED Executive Committee meetings. Prepared for and attended SRPED Board meeting. Prepared for and attended CMS Board meeting. Provided volunteer information for the Humane Society of Fulton County for the Canton, IL community FB. PUBLIC WORKS, WATER AND SEWER ALDERWOMAN ANGIE LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH, CHAIRMAN Alderman Lovell wanted to remind everyone that swimming is not allowed at Canton Beach. You are allowed in the water from a boat. The current ordinance with the City states that if there is not a life guard present there would not be swimming allowed at the beach. The City does not have a lifeguard. MAYOR COMMUNICATION Mayor McDowell thanked Mid America National Bank for raising $4,246.22 for the firework display. This amount covers approximately 1/2 of the cost of the firework display. Mayor McDowell thanked the public works employees for the work they have been doing out at the lake and campground area.
