COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW-CHAIR DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 8-11-7-5 RELATIVE TO THE RULES AND REGULATIONS AND FEES AFFILIATED WITH THE CANTON LAKE CAMPGROUND FOR THE CITY OF CANTON, ILLINOIS. (15t READING( The proposed rate change would be effective 6-1-2018. The ordinance includes language that would allow anyone signing up for the campground prior to June 1, 2018 to be allowed to have the old rate. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 1-11-1 PERTAINING TO THE CITY TREASURER'S BOND OF THE CITY OF CANTON, ILLINOIS (2ND READING)ORDINANCE 84105 This is to clean up the current ordinance due to a legislative change. DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING PROVISIONS 8-9-10 REGARDING THE CANTON LAKE DAM REVOLVING FUND. (2ND READING) ORDINANCE 84106 The proposed ordinance is to clean up the language in the current ordinance. The current ordinance referred to the dept of transportation that use to regulate the darn provisions. This is now regulated by the department of natural resources. NEGOTIATIONS,GRIEVANCE & PERSONNEL ALDERMAN CHRIS JUMP, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT MISSY TOWERY GENERAL ECONOMIC DEVELOPMENT POINTS • Received return communication via email from the real estate representative out of Peoria who had indicated he had a client possibly interested in the Canton market. He did not disclose who, but agreed that we would drive the Canton market in the next couple of weeks. • Prepared for and attended Residential Housing Committee meeting. • Provided Canton, IL Community Facebook post with a positive quote and then a post on the suggestion for non-profits to share their information about volunteering opportunities so we can share it on the FB page on Thursdays. I also sent out an e-blast to those non-profits sharing the same information. • Attended Chamber Lobby Day in Springfield. • Met with Tory Dahloff and Chris Setti who are the Director of Communications& Outreach Rural Development Coordinator and the Executive Director of the Greater Peoria Economic Development Council to discuss ways that we can work together. • Reached out to WIRC for a Housing Rehab grant update. • Attended meeting in the Mayor's office with other City representatives to discuss code enforcement of unsafe buildings and continued the discussion about remaining boarded up windows. I shared materials with all attendees on a past business climate meeting as well. • Shared CareerLink job support program brochures with a business that asked about grants for hiring. • Updated property inventory to include former Fastenal property and took down and took down the Spoon River Optical posting. • Provided TIF Review Taskforce committee meeting information to Steve Kline as they attend on behalf of cities they represent. BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT • Majestic Theatre Project work o Picked up engraved stars at Performance Patterns in Peoria. o Delivered engraved stars to Jarvis Welding for the anchor bolts to be put on them. o Picked up stars and delivered them to Like New Parts in Pekin and then picked them two weeks later. o Turned the stars over to the Systems Maintenance Department for the concrete pour. o After the last council meeting did a radio bit with Mark Bixlar for WBYS News. o Provided Mark Hughes with a list of names for their Thank You ad. o Provided office space for the Eisentraut's in order for people to drop off job applications. o Forwarded licensing information from Diana to Jeff and Mark. o Communicated with press about time for the sidewalk pour and the unveiling. o Worked with Julie Eisentraut to get the appropriate movie passes to the donors that still needed them. o Sent invites out for the Premiere Party and communicated the rsvp numbers to the Eisentrauts. o Assisted Mark in getting the deed and GM invoice in order for the TIF agreement to be executed. o Worked with Dana to put together the program for the premiere. o Prepared for and attended the Premiere Party for The Majestic Theatre • Meetings and communications with person interested in developing a banquet facility. • Conference call with person potentially interested in opening a clothing boutique,but would not want to carry the same lines as our existing boutiques. • Provided the remaining Fulton County Community Development Corporation funds to Blessings Food Hub. The food hub is a newly formed kitchen incubator. We also provided information about those funds being spent down and a history or who they have supported. • Phone call and emails with a company wanting to relocate their small manufacturing facility to Canton. • Conversation with Jimmy John's Franchisee Scott Ham that they are on target for demolition (May) and breaking ground in June. He also shared that he has had a wonderful experience working with the city and others involved in the development. • Conversation with a business owner concerned about a water issue. I followed up with the Mayor about the conversation and he agreed to call him back. OTHER Submitted monthly newsletter article for the CMS Newsletter on volunteering. Submitted monthly Chamber Courier article on Action Planning Meeting. Prepared for and attended SRPED Executive Committee meeting. Prepared for and attended SRPED board meeting. Prepared for and attended CMS board meeting. Prepared notes for Fulton Democrat article that they are doing for CMS's 10 Year Anniversary. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR BREW N CUE FOR OUTSIDE ENTERTAINMENT UNTIL 12:00 MIDNIGHT FOR A FUNDRAISER TO BE HELD JUNE 23 2018 Motion and second were made by Aldermen Lovell/Hale to approve the special event on June 23, 2018 until midnight. PUBLIC WORKS, WATER AND SEWER ALDERMAN ANGELA LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE PURCHASE AND INSTALL OF A VHF SAFETY RADIO REPEATER SYSTEM AT CANTON LAKE The police and fire communication is currently outdated at Canton Lake. The new repeater will provide adequate communication at the lake area for the police and fire department. There is an existing tower on a hill above the water plant that will be used for the new repeater. This repeater will also serve as a backup repeater if there are any problems with the system in town. The City will use it immediately for lake patrol. If there are any annexations and development it would also be used for that area. The bid was $6,800.00. The City will add some programming on the fire radio so they can also access it. Motion and second were made by Aldermen Hale/Nelson to approve the VHF safety repeater system at Canton Lake. STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON EMERGENCY REPAIRS TO THE GARBAGE TRUCK The garbage truck started to have problems and overheated on the interstate. A tow truck was contacted due to the breakdown. The garbage truck had to be repaired as an emergency situation. A separate bill will be presented for a new radiator that had to be installed. Motion and second were made by Aldermen Nelson/Lingenfelter to approve the emergency repairs to the garbage truck in the amount of$12,408.86 from the streets and vehicle maintenance fund. LAKES, BUILDINGS AND GROUNDS ALDERMAN TAD PUTRICH, CHAIRMAN MAYOR COMMUNICATION Mayor McDowell thanked Dash Wilson and Ronnie Robinson for their work with the Majestic Theater. The City employees continue to help save the City money by performing the work that the maintenance staff does. OLD BUSINESS NEW BUSINESS William Ashley is a state champion for the school program archery with a score of 292 out of 300 points. He will be going to Nationals.
