A RESOLUTION APPROVING AND AUTHORIZING THE EXPENDITURE OF TIF FUNDS
FOR JOB TRAINING THROUGH SPOON RIVER COLLEGE
WHEREAS, pursuant to the TIF Act, 65 ILCS 5/11-74.4-2(b), the City has the authority to
promote the health, safety, morals and welfare of the public and to prevent the spread of blight and
deterioration and inadequate public facilities by promoting the development of private investment
property thereby increasing the tax base of the City and providing employment for its citizens; and
WHEREAS, the City, recognizing the need to foster the development, expansion and
revitalization of certain properties which are vacant, underutilized or obsolete or a combination thereof,
adopted TIF and created a TIF District known as the Canton International Harvester Site Project Area
TIF District(the"Canton IH TIF District") on July 6, 2004; and
WHEREAS, eligible Redevelopment Project Costs under TIF include "costs of job training
and retraining projects, including the cost of welfare to work" programs implemented by businesses
located within the redevelopment project area" per 65 ILCS 5/11-74.4-3(q)(5); and
WHEREAS, eligibility to work at Cook Medical requires interested applicants to pass a set of
three ACT WorkKeys examinations other employers use the same or similar examinations; and
WHEREAS, to date, Spoon River College and Career Link have administered the testing
process for prospective applicants of various businesses through ACT KeyTrain training and
WorkKeys testing modules; and
WHEREAS, until September, 2016,ACT charges $21.75 per person to score a set of tests; and
WHEREAS, now ACT charges $24.00 per person to score a set of tests; and
WHEREAS, a grant through the Illinois Department of Commerce and Economic Opportunity
was obtained by Spoon River College to test the first 1,000 applicants, but the funds expired on June
30, 2010; and
WHEREAS, on November 16, 2010, the Canton City Council passed Resolution No. 3944,
which authorized up to $6,000 for WorkKeys testing and training; and
WHEREAS, between November of 2010 and September 7, 2011, Spoon River College
incurred $1,858.50 in costs for WorkKeys testing and training; and
WHEREAS, on November 15, 2011, the Canton City Council passed Resolution No. 3974,
which authorized up to $4,500.00 for WorkKeys testing and training; and
WHEREAS, between November 2011 and November 1, 2012, Spoon River College incurred
$3,605.50 in costs for WorkKeys testing and training and was paid pursuant to the terms of Resolution
No. 3974; and

WHEREAS, on November 20, 2012, the Canton City Council passed Resolution No. 4011,
which authorized up to $5,100.00 for WorkKeys testing and training; and
WHEREAS between November 1, 2012 and October 15, 2013, Spoon River College incurred
$4,933.00 in costs for WorkKeys testing and training and was paid pursuant to the terms of Resolution
No. 4011; and
WHEREAS, on November 19, 2013, the Canton City Council passed Resolution No. 4045,
which authorized up to $6,500.00 for WorkKeys testing and training; and
WHEREAS between November 1, 2013 and October 15, 2014. Spoon River College incurred
$1,501.35 in costs for WorkKeys testing and training and was paid pursuant to the terms of Resolution
No. 4045; and
WHEREAS, on November 4, 2014, the Canton City Council passed Resolution No. 4088,
which authorized up to $4,500.00 for WorkKeys testing and training from November 2014 through
October 2015; and
WHEREAS, between November 1, 2014 and October 15, 2015, Spoon River College incurred
$1,319.50 in costs for WorkKeys testing and training and was paid pursuant to the terms of Resolution
No. 5031; and
WHEREAS, on November 3, 2015, the Canton City Council passed Resolution No. 5031
which authorized up to $6,264.00 for WorkKeys testing and training from November 2015 through
October 2016; and
WHEREAS, between November 1, 2015 and October 15, 2016, Spoon River College incurred
$1,349.50 in costs for WorkKeys testing and training and was paid pursuant to the terms of Resolution
No. 5031; and
WHEREAS, on November 1, 2016, the Canton City Council passed Resolution No. 5072
which authorized up to $6,912.00 for WorkKeys testing and training from November 2016 through
October 2017; and
WHEREAS, Spoon River College has provided invoices for 62 tests for November 2016
through October 2017 for a reimbursement amount of$1,024.00.
WHEREAS, additional hiring is expected by Cook Medical and Cook Polymer Technology
and other employers that may benefit from the WorkKeys training and testing program; and
WHEREAS, providing and maintaining the WorkKeys program is satisfaction of one(1) of the
tests when applying for an enterprise zone which the City of Canton applied for in December 31, 2014
and was awarded a new zone effective January 1, 2016; and
WHEREAS, additional job training will be necessary to supply the Cook entities as well as
other employers with qualified applicants; and

WHEREAS, approximately 288 applicants are likely to test between November 2017 and
October 2018 for a total cost not to exceed $6,912.00 ($24.00 per person X 288 people); and
WHEREAS, proof of success from the ACT WorkKeys testing and training will benefit the
community as a whole by having evidence of a skilled and trained workforce; and
WHEREAS, the City agrees the cost of the testing is an eligible TIF expense and will fund the
costs of ACT WorkKeys testing for approximately 288 applicants for one year for a total cost not to
exceed $6,912.00($24.00 per person).
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Canton, Illinois, as
follows:
1. That Spoon River College will administer up to 288 WorkKeys tests between November 2017
and October 2018.
2. Spoon River College will incur WorkKeys fees not to exceed $6,912.00 between November
2017 and October 2018.
3. Upon receipt of invoices from WorkKeys, SRC personnel will pay the invoices and submit
requests for reimbursement to the City Comptroller for the tests conducted from November 2016
through October 2017, pursuant to Resolution 5072 passed by the City Council on November 1, 2016
for a total of$1,024.00.
PASSED by the City Council of the City of Canton, Illinois and approved by the Mayor thereof this 21
day of November, 2017, upon a roll call vote as follows:
