Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, City Attorney Nancy Rabe!, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, Lt. Executive session will be for negotiations and business matters. Motion and second were made by Aldermen Ellis/Hale to amend the agenda. The motion carried by voice vote and was unanimous. The meeting reconvened at 6:59pm CONSENT AGENDA APPROVAL OF THE SPECIAL COUNCIL MEETING MINUTES APRIL 25, 2017 BILL LIST Treasurer Wilkinson reported that a transfer was made to the general fund to pay back money from TIF 1 and TIF 2. Motion and second were made by Aldermen West/Hale to approve the consent agenda. Alderman Fritz explained that the motion will not pass. If it is an ordinance or resolution the Mayor could vote, but since it is not a resolution or an ordinance he will not be able to vote. This would require 5 votes to pass. COMMITTEE REPORTS: FINANCE ALDERMAN RYAN MAYHEW-ABSENT ALDERMAN WEST-ACTING CHAIR DISCUSS, CONSIDER AND VOTE ON PROPOSAL REGARDING THE DONATION OF THE OPERA HOUSE. Attorney Rabel explained that after the explosion on November 16, 2017 she has been talking to the owner of the Opera House (Kurt Huber), Representative Mike Unes, Senator Koehler and the Mayor in an attempt to save the Opera House. Kurt Huber has offered to donate the Opera House to the City and donate $200,000.00 for the demolition cost. He received a demolition bid for$215,000.00. The additional $15,000.00 was offered to the City to cover the cost of the demolition. Kurt did want some additional rights to the building to recoup the cost before the demolition. Most of the tenants from the Opera House have relocated to different locations and have signed leases with other landlords. Attorney Rabel explained that the building needs to be cleaned up one way or the other. Attorney Rabel explained that it would be up to the Council on how they would like to proceed with the Opera House. Alderman Putrich said he does not want the liability for the demolition. The current financial situation of the City does not warrant taking on additional liability. MOTION and second were made by Aldermen Ellis/Putrich to decline the offer from Kurt Huber along with his donation and let him proceed with whatever he sees fit. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND AMERICAN FEDERATION OF STATE COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO COUNCIL 31/LOCAL NO 1372 AND AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. Motion and second were made by Aldermen West/Putrich to approve the resolution pending ratification from the union. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT MISSY TOWERY Spoon River Partnership Director Missy Towery has been working on a possible theater for the City. The partnership is working closely with CFC properties for the JC Penney property. The partnership has submitted information to 11 different retailers regarding the property. The Grand Downtown Re-Opening will be held on May 13, 2017. DISCUSS, CONSIDER AND VOTE ON A CLASS F SPECIAL EVENT LIQUOR LICENSE FOR BIG HORSE VINEYARD FOR THE ART ON MAIN SPECIAL EVENT TO BE HELD JUNE 3/4, 2017. The liquor commission met last week and it was their recommendation to approve the request for the Art on Main Special event liquor license for Big Horse Vineyard. Motion and second were made by Aldermen Lovell/Putrich to approve the Class F Special Event Liquor License for Big Horse Vineyard for the Art on Main Special event to be held June 3/4, 2017. PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON REPLACING SIGNS AND TIME LIMITS FOR THE DOWNTOWN PARKING Some of the 2 hour parking spaces in the downtown area have not yet been removed. Some concerns have been raised from business owners on South Main between Elm and Pine Street. Signs were previously in these locations; however when the downtown lighting project took place the signs were removed. Prior discussion took place, but not determined about the signs. There would be a cost of$350.00 to replace the signs with an additional $100.00 to make the signs all consistent. This will be sent to the next Council agenda for further discussion. STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN (ABSENT) ALDERWOMAN HALE (ACTING CHAIR) DISCUSS, CONSIDER AND VOTE ON APPROVING DUMPSTER DAYS FOR THE CITY OF CANTON Dumpster days started in 2014 after the City eliminated what was previously referred to as Gabby Days. The dumpsters are located at the street department and citizens are allowed to bring items that can be placed in the dumpster. It was recommended that the dumpster days be set for June 19-June 24 2017. Motion and second were made by Aldermen Lovell /Hale to approve dumpster days June 19- June 24 2017. DISCUSSION: The City currently has $10,000.00 budgeted for dumpster days. LAKES, BUILDINGS AND GROUNDS ALDERMAN MAYOR COMMUNICATION Mayor Fritz presented Aldermen Ellis with a plaque for his years of service with the City. Alderman Ellis serviced the City as Ward 3 Alderman from January 2009 to May 2017. Mayor Elect Kent McDowell presented a plaque to Mayor Fritz for his years of service with the City. Fritz served as an Alderman for Ward 2 from May 2011-May 2013 and then Mayor from May 2013-May 2017. OLD BUSINESS NEW BUSINESS ABSTRACT OF VOTE BY THE CITY CLERK A copy of the canvass of votes cast at the consolidated election held on April 4, 2017 is on file in the Clerk's Office.
