HomeMy WebLinkAbout03-07-2017 Council Meeting Minutes City of Canton Council Meeting The Donald Edwards Way (Historic Depot) Canton II 61520 03-07-2017 6:30pm A regular meeting of the Canton City Council was held on March 7, 2017 (6:30pm) in the Council Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, City Attorney Nancy Rabel, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, Police Chief Rick Nichols, Interim System Maintenance Superintendent Dash Wilson, Interim Street Superintendent Cole Atchley, Greenwood Cemetery Sexton Kyle Jansen, Comptroller Lou Ann Armstrong (Clifton Larsen) MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING - INVOCATION- Pastor Glen Nestlerode-First Christian Church PUBLIC PARTICIPATION- George Hall George Hall explained that he was at the meeting to discuss the recent audit and his concerns with the increases in taxes. George started with the City of Canton's statement of revenues and expenditures from 2011-2016. George explained that the local taxes have flat lined. From 2011-2016 the revenue has only increased 9.7%, but the expenditures have exceeded 13%. The City is spending more than what it is taking in with revenue. In 2011 the cash and investments were approximately 2.6 million dollars, but in 2016 the cash and investments were down to approximately $603,000.00. The City has continued to eat away at the surplus in some of the funds. George further explained that in five years the City has increased the tax rate 25%. The taxpayers are continuing to pay for the deficit financing. In 2011 the water sewer fund was approximately 7 million dollars. In 2016 the water sewer fund has gone down to approximately $815,000.00. Of this amount there is $600,000.00 in debt requirements. This leaves only $200,000.00 for repairs and emergencies for the water/sewer department. The prison still owes the City $450,000.00. George further explained the three pension systems in place and some of the funding problems associated with each-- but especially expressed concerns with the fire pensions. Mayor Fritz said he would like to move item #3 from legal and ordinance to the lake, building and grounds committee. Motion and second were made by Aldermen Mayhew/Lovell to accept the changes to the agenda. The motion carried by voice vote and was unanimous. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD FEBRUARY 21, 2017 BILL LIST Motion and second were made by Aldermen West/Hale to approve the consent agenda. MOTION and second were made by Aldermen Mayhew/Lovell to approve the sale of the 1994 Ford Light Duty Squad and the 1995 Freightliner Medium Duty Rescue Squad. The additional proceeds will go to the depreciation fund. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APROVING A PURCHASE AGREEMENT BETWEEN OSWEGO FIRE PROTECTION DISTRICT AND THE CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON.#5081 MOTION and second were made by Aldermen Mayhew/Putrich to approve the resolution and place it on file. DISCUSSION: Alderman Putrich said that one of the vehicles was involved in an accident and the City received money from the insurance company that will pay for this vehicle. Alderman Mayhew said that when he talked to Chief Shubert he explained that the City is getting rid of two vehicles and upgrading to one vehicle that is 10 years newer. Chief Shubert will not be coming to the Council asking to replace the second vehicle. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR REIMBURSEMENT OF TRAVEL, MEAL AND LODGING EXPENSES OF PUBLIC OFFICIALS AND EMPLOYEES RELATING TO OFFICIAL BUSINESS FOR THE CITY OF CANTON.#5082 Alderman Mayhew explained that the City will still use City vehicles for travel whenever available. The reimbursement rate for personal vehicles will be the standard mileage reimbursement rate. The airfare is limited to coach or economy fares. Alderman Mayhew said that he is having the most difficulty with the section on the meals and the lodging. The proposed document has a reimbursement of $75.00 per day and this represents $15.00 for breakfast, $25.00 for lunch and $35.00 for dinner. The proposed lodging is up to $250.00 per night if no conference rate is available. Alderman Mayhew said he believes both of these proposals are too high. Alderman Putrich said he called various places and found that the average per diem is between $25.00 and $45.00. Alderman Putrich said $75.00 per day seems too high considering our current financial situation. Alderman West said he believes $45.00 per day would be more appropriate for reimbursement for meals. Alderman Mayhew said he would like to amend the proposed resolution to have a reimbursement of$15 for lunch and $25 for dinner and no breakfast reimbursement. MOTION and second were made by Aldermen Mayhew/Putrich to approve the resolution regulating reimbursement of travel, meal and lodging expenses of officials and employees relating to official business of the City of Canton amending the per diem amount under meals and incidentals to $15 for lunch and $25 for dinner and no reimbursement for breakfast. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN UPDATE FROM SRPED MISSY TOW ERY Missy Towery explained that a new business expansion and retention program will be starting along with the State Of Illinois initiative "Core". There is a grant opportunity for the workforce development that was just recently sent out. We should know by the end of April if the grant was awarded. A downtown grand re-opening will take place on May 13,2017. More details will be brought back at a later date. After the recent announcement of the JC Penney's store closure a letter was sent to their corporate office expressing the desire of the community to leave the Canton store in operation. CANTON MAIN STREET ANNUAL REPORT Eric Duffield was present at the meeting and gave the annual report for Canton Main Street. Art on Main will be coming up in June. The Canton Farmer's Market is starting back up. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR ART ON MAIN A request was submitted by Canton Main Street for the Art on Main Fine Arts Festival to be held on June 3-4, 2017. The request will include closure of the old CEFCU parking lot and the parking spaces on the east side of the square. MOTION and second were made by Aldermen Lovell/Putrich to approve the request. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST AND ROAD CLOSURE FOR HEALTHY KIDS TRIATHLON. A special event request was submitted by the Canton Family YMCA for the Healthy Kids Triathlon to be held May 6, 2017 from 10:30am-1:30pm. The request includes a partial closure of Ash going towards Canton Lake and City streets around the YMCA. MOTION and second were made by Aldermen Lovell/Mayhew to approve the special event request. PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN DISCUSS PEDESTRIAN SAFETY ON LINCOLN ROAD- FROM MAIN STREET TO 105 LINCOLN ROAD Alderman Putrich explained that he received a phone call about the safety of children walking to school on Lincoln Road. Chief Nichols talked with the school today and is researching additional information for funding for a sidewalk. More information will be brought back to the next Council meeting for further discussion. STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LAKES, BUILDINGS AND GROUNDS ALDERMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION DESIGNATING THE CANTON POLICE STATION LOCATED AT CITY HALL, 2 NORTH MAIN STREET,AS THE DAVID W. O'BRIEN LAW ENFORCEMENT CENTER. #5084 David W O'Brien was killed in the line of duty in 1923. The City would like to dedicate the current location of the police department as the David W. O'Brien Law Enforcement Center. MOTION and second were made by Aldermen Hale/Ellis to designate the Canton Police Station located at 2 North Main as the David W. O'Brien Law Enforcement Center. MAYOR COMMUNICATION Mayor Fritz announced that a budget meeting will be held next Tuesday at 6:00pm in the Director's room at City Hall. The April 4, 2017 Council meeting will be moved to Wednesday, April 5, 2017 due to the local election. On Saturday, March 11, 2017 from 4:OOpm-7:OOpm a fundraiser will take place at the American Legion for the Howard E Strube memorial.
