Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE City Attorney Nancy Rabel, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, Police Chief Rick Nichols, Fire Chief Tom Shubert, Comptroller LouAnn Armstrong MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER MAYOR PROTEM Motion and second were made by Alderman Putrich/Mayhew to nominate Alderman Craig West as Mayor Protem. The motion carried by voice vote and was unanimous. Motion and second were made by Alderman Hale/Lovell to remove the item listed on the agenda under the Lake Buildings and Grounds Committee. The motion carried by voice vote and was unanimous. CONSENT AGENDA BILL LIST TREASURER'S REPORT Treasurer Wilkinson reported that at the end of October the general fund balance was $757,929.65. The balance in the water and sewer fund at the end of October was$584,812.21. The City is on track for the bond obligations. An additional check will be sent to Commerce Bank for the 2015 bond series payment. At the end of October the TIF fund balance was $1,018,083.11. MONTHLY DISBURSEMENT REPORT COMPTROLLER'S REPORT LouAnn Armstrong reported that the City is at the sixth month of the budget year and everything is going along as budgeted. The general fund revenues at the end of October was at 56%- which is expected. The expenses in the general fund are at 49%. The water and sewer fund revenues are at 57% and the expenses are at 40%. GREENWOOD CEMETERY REPORT POLICE REPORT FIRE REPORT APPROVAL OF COUNCIL MEETING MINUTES HELD NOVEMBER 1, 2016 MOTION and second were made by Aldermen Hale/Lovell to approve the consent agenda as presented. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING LEASES OF MUNICIPALLY OWNED REAL PROPERTIES LOCATED AT LOT 4-24531 EAST LAKE BREEZE DRIVE. CANTON ILLINOIS AND LOT 16-NORTHSHORE ADDITION,CANTON, ILLINOIS (1ST READING) NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN TAD PUTRICH, CHAIRMAN COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN JOHN LOVELL, CHAIRMAN SPECIAL EVENT REQUEST AND ROAD CLOSURE -OLD FASHIONED CHRISTMAS WALK- DECEMBER 2. 2016 A special event request was submitted by Canton Main Street for the annual Old Fashioned Christmas Walk to be held on December 2, 2016 from 5-7:30pm in Jones Park and the downtown area. The request includes closure of one or both lanes of Elm Street from Main to Avenue A for the purpose of providing bleacher seating for the Nutcracker performances in the windows of Black Crow. The request also includes closure of the CEFCU lot. MOTION and second were made by Aldermen Lovell/Hale to approve the special event request.
