Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, SRPED Missy Towery MEDIA IN ATTENDANCE: Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING- INVOCATION- PUBLIC PARTICIPATION- ROLL CALL Yes No Absent Alderman Justin X Nelson Alderman Ellis Alderman Lovell X Alderwoman Hale Alderman West X Alderman Putrich X Alderman Alderman Mayhew X ADDITIONS OR CORRECTIONS TO THE AGENDA Mayor Fritz asked to amend the agenda by adding new business for the purpose of discussing the update on the Canton Park District bicycle and pedestrian trail. Motion and second were made by Aldermen Justin Nelson/Lovell to accept the addition to the agenda. The motion carried by voice vote and was unanimous. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN- DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF THE BID FOR FINANCING THE TYMCO STREET SWEEPER WITH THE SELECTED FINANCIAL INSTITUTION The City received five bids to finance the 2016 International Model 4300-DT Conventional Chassis Tymco Street Sweeper in the amount of $145,737.00 from the following financial institutions. MOTION and second were made by Aldermen Mayhew/Nelson to accept the bid from Morton Community Bank with the 2.25% interest rate for five years. Alderman Justin Nelson asked if Morton Community Bank would have an early payment penalty. Treasurer Wilkinson will find out if an early payment penalty would take place in the event the loan was paid off early. LEGAL AND ORDINANCE COMMITTEE ALDERMAN WEST, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A RESOLUTION IN SUPPORT OF A COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM It 50k 5 The City of Canton is applying to the State of Illinois for a Community Development Block Grant that requires an application and agreement be filed with the State of Illinois. The grant application is administered by WIRC. MOTION and second were made by Aldermen Nelson/Putrich to approve the resolution and place on file. NEW BUSINESS UPDATE ON THE BICYCLE AND PEDESTRIAN TRAIL Jon Johnson from the Canton Park District and Kevin Stephenson (board member) was at the meeting to update the Council on the bicycle and pedestrian trail. Jon explained that the update that he will be giving will be specifically on the Big Creek to Athletic Park Trail. Jon distributed engineering documents on the trail for everyone to reviews. The trail that is being constructed is an Illinois Transportation Enhancement Program (ITEP) grant. The grant funds 80% of the trail and the remaining 20%comes from the park district. Jon further explained that there was not any prior council action taken on this trail, but they have discussed the trail at prior council meetings with previous administrations. Jon said he has worked directly with Public Works Director Bill Terry and City Engineer Keith Plavec during the process. Keith Plavec and Maurer and Stutz is the construction engineer for the project. Jon explained that the area along Linden Street and 4th Avenue has city right of way. Jon would like to request permission from the City to put the trail through the city right of way. This section of the trail would run along 4th Avenue from Linden Street to the entrance of Athletic Park. The park district obtained permission from the school district along Linden Street to 4th Avenue for property they own for the construction of the trail. The school district was very supportive of the project and will be able to use the trail during their P.E. classes. The trail along Linden Street will be S feet wide with two foot shoulders on each side that will be concrete. The roadway along 4th Avenue is very narrow and will not allow for an 8 foot trail, so the park district will construct two four foot shoulders on each side of the road. This will provide an area along 4th Avenue for walkers and bicyclist to use. The current plans show the 4th Avenue section being asphalt; however Jon just submitted a request to IDOT to change this to concrete. Jon explained that the maintenance of the trail would be the responsibility of the park district. The Canton Park District is still working with Burlington Northern to try to acquire the railroad track along 4th Avenue. If the park district is successful in acquiring the railroad the trail would be moved to the railroad track and run from the South side of Canton all the way to Norris. More information will be brought to the next Council meeting for further action.
