The meeting was called to order at 3:00pm.
Present from the Liquor Commission:
• Mayor Jeffrey Fritz
• Commissioner Doug Manock
Also present:
• City Clerk Diana Pavley-Rock
• Jeremy Hale- Bistro 101
Absent:
Commissioner Mike Freeman
Motion and second were made by Commissioner Manock/Fritz to strike the minutes from the agenda
and approve the agenda as amended.
The motion carried by voice vote and was unanimous.
Mayor Fritz explained that the original application was submitted for a new manager; however they
since submitted a new application for a new owner. The agenda will need to be amended to for the
new owner.
Amended motion and second were made by Commissioner Manock/Fritz to amend the agenda to
consider a new owner for CSK Ventures Inc DBA Bina's Place and to strike the approval of the minutes
from the agenda.
The motion carried by voice vote and was unanimous.
DISCUSS, CONSIDER AND VOTE ON APPLICATION FOR A NEW OWNER FOR CSK VENTURES INC DBA
BINA'S PLACE.
An application was submitted by CSK Ventures Inc DBA as Bina's Place for a new owner. The new owner
listed on the application is Saban Imeri-- with 51% ownership in the business. Bekiri Blerim is 49%
owner. Mayor Fritz explained that a full background check was completed on the new owner and
nothing would prohibit him from obtaining a liquor license from the City. He has been a manager at
other businesses. He was the manager of a bar and grill in Mattoon Illinois where they did have several
calls to the police department for service. The incident logs were reviewed from 2014-2016 and there
was not anything major on the police calls they had. The report did show there were some noise
complaints and theft violations. Mayor Fritz said he did not see anything that would prohibit Saban
Imeri from getting a liquor license from the City.
Mayor Fritz said CSK Ventures had a previous owner (Ted Arndt). Ted just recently sold his share of the
business to Saban Imeri. Ted will no longer have any ownership in the business. CSK Ventures is in
good status will the Secretary of State's office.
Motion and second were made by Mayor Fritz/Manock to recommend the approval of the new owner
(Saban Imeri)for the new owner of CSK Ventures Inc. DBA Bina's Place for a class A liquor license.

DISCUSS, CONSIDER AND VOTE ON A REQUEST FROM BISTRO 101 TO AMEND THE CURRENT LIQUOR
CODE TO ALLOW THE SERVING OF ALCOHOL ON SUNDAY'S TO BEGIN AT 10:00AM INSTEAD OF
11:00AM.
Jeremy Hale (Bistro 101) explained that they started serving brunch on Sunday's at 10:00am during the
month of March. People are coming into the restaurant at 10:00am asking for a Mimosa or Bloody
Mary. They explain to their customers that they are not able to serve alcohol until 11:00am. They
would like to have the ordinance amended to allow alcohol to be served at 10:00am on Sunday's.
Motion and second were made by Commissioner Manock/Fritz to amend the current ordinance so
alcohol can be served starting at 10:00am on Sunday's.

Mayor Fritz explained that this item will be sent to the next Council meeting for Council's final approval.
