A RESOLUTION APPROVING A LETTER OF UNDERSTANDING BETWEEN THE WYMAN
GROUP AND THE CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND
DELIVER SAID LETTER ON BEHALF OF THE CITY OF CANTON
WHEREAS,the Insurance Committee of the City of Canton has determined that it is necessary and in
the best interest of the City of Canton to enter into a letter of understanding with the Wyman Group as set forth
in Exhibit "A" attached hereto and incorporated herein for consulting services in connection with insurance
benefits for the City of Canton; and
WHEREAS,the City Council of the City of Canton has made a similar determination.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF CANTON,FULTON COUNTY, ILLINOIS, AS FOLLOWS:
1. That the letter of understanding attached hereto and incorporated herein as Exhibit "A" is hereby
approved by the Canton City Council.
2. That the Mayor of the City of Canton, Illinois, or his designee is hereby authorized and directed to
execute said letter of understanding on behalf of the City of Canton.
3. That this resolution shall be in full force and effective immediately upon its passage by the City
Council of the City of Canton, Illinois and approval of the Mayor thereof..
PASSED by the City Council of the City of Canton, Illinois at a regular meeting this 6th day of September,
2016 upon a roll call vote as follows:

Dear Ms. Pavley-Rock:
Please find following a description of consulting services that the Wyman Group will provide to the City of Canton
along with a suggested fee proposal. The Wyman Group will provide the following services:
•Comprehensive review of entire employee benefit structure, including medical, ancillary,and tertiary
contracts, that meet stated goals of the City of Canton. Our review include benchmarking and providing
additional opportunities that align with said objectives.
• Negotiate the incumbent carrier's renewal, as well conduct a comprehensive shop of the marketplace of
all pertinent carriers.
• Investigate all various funding arrangements.
•Investigate all various plan design options.
•Present findings in a linear format for easy review.
• Provide recommendation of most cost-effective methodology of achieving stated goals.
•Complete review of all polices and procedures,written or otherwise,for compliance and legality.
•Provide year-round compliance updates of various governing bodies, laws,and regulations.
• Provide 24-hour toll-free service number for claim managementJassistance and administrative service
directly by the Wyman Group.
•Assistance and consulting services in the City of Canton's negotiations with various employee union
groups as needed.
•Conduct employee meetings as the employer requests.
Please note that all employer groups encounter fees including,but not limited to,legal fees for mandated
government documents,technology fees for enrollment, and attorney advice. While the Wyman Group will assist in
finding the best providers and options,the City of Canton is responsible for all pass-through fees.
Our fees for these aforementioned consulting services for a one-year term will be$4,000 per year,payable in
quarterly installments of$1,000, if you so choose. If you wish to execute a 2-year contract,we will hold our fee for
the second year at$4,000,again payable in quarterly terms.

the space indicated below.
