Gerald Foreman, Fire Chief Tom Shubert, Public Works Director Bill Terry, Louann Armstrong (Clifton Larson) MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING - INVOCATION- Alderman Jerry Ellis PUBLIC PARTICIPATION- Chris Mayall addressed the Council during public participation. Chris explained that there was a law that our legislators felt was important enough to pass. (720 ILCS 5/10-5.5--unlawful visitation and/or parenting time interference.) Chris said he would like to know why the State's Attorney in this County issued a standing order to the police officer's not to enforce this law. Chris explained that in a recent situation he was told that it was a civil matter and would need to hire an attorney- which could cost around $2,000.00. The average person does not have $2,000.00. I Chris further explained that our legislators recognized this fact over ten years ago. They realized that the average guy that is struggling to make ends meet and wants to spend time with his children does not have $2000.00 to hire an attorney. The States Attorney (which took the oath of office) does not have the right to decide what laws are enforced--the legislators have already decided on the laws to be enforced. The police officers in this County took the oath of office to their citizens. Their duty is to uphold the law and write the citation. The MFT fund has a current balance of$407,04055. The City is continuing to receive property tax money. The TIF 1 fund has a current balance of $639,953.47 In July the City received $48,810.42 in the general fund. During the months of May-July$1,594,415.08 was distributed. COMPTROLLER'S REPORT The comptroller report covers the first quarter of the year. Overall everything is according to budget. One item is outstanding--- which is the water and sewer revenue. The water sewer revenue is behind. The reason the water and sewer revenue is behind is because the State of Illinois has only made 2 payments in the three month period for the past due water bill at the prison. The City received approximately $106,000.00 from the state today for their past due water bill. The City also received $6,500.00 for the bulk sewer. FINANCE ALDERMAN RYAN MAYHEW, CHAIRMAN- DISCUSS, CONSIDER AND VOTE ON RE-ORDERING 112/95 GALLON GARBAGE TOTES FOR THE CITY IN THE AMOUNT OF $6,123.04 FROM THE GARBAGE DEPRECIATION ACCOUNT. The City is starting to run low on the 95 gallon garbage totes since this size is the most common that people are purchasing. The City received a quote from Rehig Pacific Company for 112 totes in the amount of$6,123.04. This would be taken from the garbage depreciation fund. All revenue received for the sale of the totes will go back into the garbage depreciation fund. MOTION and second were made by Aldermen Mayhew/Putrich to approve the purchase of 112-95 gallon garbage totes in the amount of$6,123.04 from the garbage depreciation fund. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR TEMPORARY CLOSURE OF A STATE MAINTAINED ROADWAY FOR A PUBLIC EVENT (FRIENDSHIP FESTIVAL PARADE!TO BE HELD SEPTEMBER 17, 2016 #5057 A request was submitted for the annual Friendship Festival Parade to be held on September 17, 2016 which will include road closures along the state route. The route will be the same as previous years. A certificate insurance is on file in the Clerk's office. DISCUSS, CONSIDER AND VOTE ON USE OF CITY OWNED PROPERTY FOR THE USE OF AN ARCHERY CLUB. Attorney Rabel explained that she contacted our insurance carrier about the use of the land for the archery club, but has not yet received a call back. A certificate of liability insurance was submitted from the group. The group would like 30 acres at the (Zink Farm). They have 21 kids between the age of 8-18 that participates in the archery club. They would like to build a pavilion on the property that they would maintain. They could lease the property for up to two years without going through the bidding process. The club is a non for profit organization. Each child receives medical insurance, but the ASA insurance will cover the club for any facility that they are located on. Alderman Jim Nelson asked if the City could approve it pending approval of the City's insurance acceptance. Attorney Rabel said the City could pass it pending acceptance of the City insurance. Alderman Justin Nelson said he was approached by the school archery team wanting to be able to use the land as well. Alderman Justin Nelson said he would like to see something that will help our local schools with their archery club. Mr. Bull explained that this archery is completely different that the regular archery clubs. The type of facility needed by the school would be more suited for an indoor facility. The second group also addressed the Council with their desire to use the land. This group would shoot 5 arrows at each target for scores. The first two events are indoor and the last event is outdoor. They did not participate in the outdoor event this year, because all of the practice was indoor. Chris said he does not have a proposal at this time since he did not know until recently that it was being discussed. Chris said he would need just a small area to be able to accommodate the archery. Mr. Bull said that when you look at what they are doing compared to what his group will be doing is very different. The state shoot will bring 240-250 new people coming to Canton. What they do is completely different. It has been his understanding that the money raised by the other team has not purchased any of the targets needed. Mr. Bull is wanting to put in a state of the art practice range. Looking at the realistic part, he is willing to do whatever they can for the other group, but does not see how they are going to use the land in the winter. He feels they are comparing apples to oranges. Alderman Ellis asked if the two groups could sit down and see if there is a solution that would allow both groups to be able to use the area. Mr. Bull said he is somewhat concerned about the other group starting the same type of archery that he offers and doesn't fully understand why. Mr. Bull said he spoke with the park district and they are willing to take some of them. Alderman Putrich said he would like to hold the vote until the next council meeting to allow more time to gather information about the insurance and have the two groups talk. This will be tabled until the next meeting. Ameren has requested use of an area (Southern part of the west development block of the IH site) to store some material for approximately six months. The cost for the use of the land is $1000.00 per month. The first five months will be payable upfront. Any additional months will be payable a month at a time. The terms of the lease can be terminated with 30 days notice by either party. MOTION and second were made by Aldermen Justin Nelson/West to approve the resolution and place on file. PUBLIC WORKS, WATER AND SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON THE BIDS FOR THE STREET SWEEPER Three bids were received for the street sweeper. Public Works Director Bill Terry explained that the bids were received and reviewed. The various types of sweepers were also reviewed. 0 Equipment's bid was for a Tymco Sweeper. RNOW's bid was for a Schwarze Sweeper. W Nobbe Company also placed a bid for a Johnson sweeper. One of the sweepers was brought down today and a demonstration took place. This sweeper was the low bid. After running this sweeper Public Works Director Bill Terry said that it would be his recommendation to use the EJ Equipment's bid for the Tymco Sweeper. The Tymco sweeper is more money, but he thinks it would be a better sweeper for the City. Further discussion took place about the Johnson Sweeper and the Schwarz sweeper. Bill decided that he felt that the Tymco sweeper would better meet the City's needs. Bill Terry said he thinks the City is better to spend the money up front and get a product that the City will be happy with. Alderman Lovell asked if there would be a better turnaround time if repair work is needed. Bill said there are three service areas in Illinois for the sweeper. Kevin Watt (RNOW Equipment) addressed the Council regarding their bid for the street sweeper. RNOW has sold the last few garbage trucks to the City. RNOW submitted a bid that was significantly lower. The sweeper they have would provide equal performance as the one that the public works director is recommending. He did receive positive response from the City mechanic on the equipment. Kevin said they do have a dust separator that works a little bit different than the one the public works director is recommending. Kevin said the typical turnaround time is 24-48 hours for repair work on their equipment. They carry a lot of stock parts to take care of the repair. Alderman Mayhew said he would like hold this over until the Council meeting to have the opportunity to hear from the other companies. Public Works Director-Bill Terry said he does not have a problem holding this over until the next Council meeting. Mayor Fritz said it is important to make the right decision and agrees time is the right thing to do. g that taking some extra LAKES, BUILDINGS AND GROUNDS ALDERMAN JIM NELSON, CHAIRMAN Alderman Jim Nelson said the roadwork has started at the Canton Lake. COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ Mayor Fritz presented Alderman Jim Nelson with a plaque for his service as Alderman with the City of Canton. Alderman Jim Nelson is resigning as alderman and tonight will be his last meeting. Alderman Jim Nelson served as Alderman of Ward 1 from May 2013-August 2016.
