Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, Attorney Nancy Rabel, City Clerk Diana Pavley-Rock, Treasurer Crystal Wilkinson, LouAnn Armstrong from Clifton Larson, Fire Chief Tom Shubert, Police Chief Rick Nichols, City Engineer Keith Plavec MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION- PUBLIC PARTICIPATION ROLL CALL Yes No Absent Alderwoman Hale X Alderman Lovell X Alderman Ellis X Alderman Justin X Nelson Alderman Mayhew X Alderman Jim Nelson X Alderman Putrich X Alderman West X ADDITIONS OR CORRECTIONS TO THE AGENDA CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD SEPTEMBER 1 2015 TREASURER'S REPORT Treasurer Crystal Wilkinson reported that the general fund balance is $576,758.92. The water and sewer fund is $1,323,337.07. This balance is high because some of the funds need to be paid back to the general fund. The amount of the funds that will be transferred out of the water and sewer fund to the general fund is in the amount of$218,541.20. There will also be a $300,000.00 payment to the bond account. Once these payments are posted the water and sewer fund balance will reduce accordingly. The adjustments to the video gaming, demolition and sidewalk funds have been made in accordance to the motion that was passed at the September 1, 2015 Council meeting. A payment to Farmington Bank is reflected on this month's bill list in the amount of$92,000.00. This will be payment for 1/3 of the balance on the operations note. The same amount will be paid in October and the remainder will be paid in November. Treasurer Wilkinson announced that the audit will begin on Thursday, September 17, 2015. Alderman Ellis asked Louann Armstrong from Clifton Larson how the revenues are looking compared to the City's expenditures. Louann Armstrong explained that the budget comparison report reflects we are right in line with the projected budget in reviewing revenues and expenditures; however the first part of the year is heavy in the tax revenue that the City receives. Luann further explained that she has looked at all of the individual accounts and everything looks like we are right on track. Alderman Ellis asked if the State is in arrears to the City of Canton since they have not passed their budget. Louann Armstrong said she believes they are reasonably current; however the video gaming funds are currently not being received from the State. The City will not receive the video gaming revenue from the State until a budget is passed by the State of Illinois. The motor fuel tax is also currently not being paid to the City from the State. Alderman Justin Nelson said the budget comparison report reflects the operating expense for the WWTP is currently at 58%. Mayor Fritz explained that the sludge removal was billed at the end of the fiscal year, but didn't get paid until this fiscal year. Mayor Fritz is currently talking to Superintendent Joe Carruthers about this. COMMITTEE REPORTS: FINANCE ALDERMAN JIM NELSON-Absent Alderman Justin Nelson (Acting chair) REVIEW OF REVENUES/EXPENDITURES AN ORDINANCE PROVIDING FOR THE ISSUE OF $3,260,000 GENERAL OBLIGATION REFUNDING BONDS (ALTERNATE REVENUE SOURCE). SERIES 2015 OF THE CITY OF CANTON FULTON COUNTY ILLINOIS FOR THE PUPOSE OF REFUNDING CERTAIN OUTSTANDING BONDS OF THE CITY OF CANTON AND FOR THE LEVY DISTRICT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL AND INTEREST ON SAID BONDS AND AUTHORIZING THE SALE OF SAID BONDS TO THE PURCHASER THEREOF (1ST READING) #4004 MOTION and second were made by Aldermen Putrich/Ellis to waive the first reading so it can be passed tonight. Discussion: Alderman Gerald Ellis asked if we have enough members present to vote on this ordinance. Attorney Rabel suggested voting on the ordinance tonight and if she later finds that there were not enough members present a special meeting will be called to vote on the ordinance with all of the members present. MOTION and second were made by Aldermen Justin Nelson/Putrich to approve the ordinance as presented. A representative from First Midstate was at the meeting and explained that the refunding created a $73,000.00 savings for the City. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN-Absent Alderman Justin Nelson Acting Chair AN ORDINANCE AMENDING TITLE 3 (BUSINESS REGULATIONS) CHAPTER 14 (GARBAGE HAULERS) OF THE CITY OF CANTON MUNICIPAL CODE (2ND READING) #4005 The changes in this ordinance will not require the corporate entities to be present at the Council meeting before a license can be issued. The City Clerk can review the application and issue a license if the requirements are met. Individuals requesting a license will still be required to receive the approval from the Council. AN ORDINANCE AMENDING TITLE 3 (BUSINESS REGULATIONS) CHAPTER 21 (MUNICIPAL UTILITY TAXI SECTION 3 (PERSONS EXEMPTED FROM TAXI OF THE CANTON MUNICIPAL CODE 2ND READING. #4006 Mayor Fritz explained that there are certain entities that are tax exempt. The City is exempt, but was not previously included in the ordinance. This amendment will include the City of Canton as being exempt. The unveiling of the monument took place today. Mayor Fritz thanked everyone involved. BRIGHT SPOT AWARD The August bright spot was awarded to Fred and Susan Dequenne at 162 North Avenue D. The award was presented for their exceptional garden of various flowers. THE TASTE OF CANTON The Taste of Canton will be held on September 26, 2015 at Big Creek Park from 1:00-6:OOpm by the Chamber of Commerce. Restaurants will feature sample size servings of various foods. The Bistro 101 and Billy's Tap will provide beer and wine. There will be various events for the kids to enjoy. There will be live music by local artists. Tickets will cost $1.00 each and can be purchased the day of the event. Food items will cost between 1-3 dollars.
