Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The two have updated the May's Treasurer's report and is the process in finalizing the June's Treasurer's report. The City has been receiving property tax revenue during the month of May and June. The co-mingled cash balance at the end of June is just under $600,000.00 in the general cash fund. The balance in the water/sewer fund is $300,000.00. The video gaming fund is being split (as reflected in the minutes during the month of May) into a newly established fund #051(demolition) and #052 (sidewalk repairs) Alderman Jim Nelson recommended bringing these two new funds to the next Council meeting for approval. BILL LIST The bill list was presented for review and approval for payment. CORRECTION TO APPLICATION FOR PAYMENT NO 9 FOR WWTP MISCELLANEOUS IMPROVEMENTS PROJECT FROM LEANDER CONSTRUCTION ADA CURB RAMP IMPROVEMENTS APPLICATION FOR PAYMENT NO 3 FROM LAVERDIERE CONSTRUCTION INC IN THE AMOUNT OF$93.545.19 CANTON LAKE DAM SPILLWAY REPAIRS APPLICATION FOR PAYMENT NO 1 FROM P.A. ATHERTON CONSTRUCTION IN THE AMOUNT OF$49.354.20 MOTION and second were made by Aldermen West/Jim Nelson to approve the consent agenda and place the information on file. FINANCE ALDERMAN JIM NELSON REVIEW OF REVENUES AND EXPENDITURES Clifton Larson's employees (Dan Bender and Lou Ann Armstrong) gave their first report to the Council on the revenues and expenditures during their Treasurer's report. Alderman Jim Nelson said he looks forward to having Clifton Larson working with the City and will be glad to see a City Treasurer being appointed tonight. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST AN ORDINANCE GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT TO ALLOW FOR A SMALL BUSINESS AT THE PROPERTY CURRENTLY ZONED B-2 LOCATED AT 617 SOUTH 2ND AVENUE, CANTON ILLINOIS. (2ND READING) #4003 Motion and second were made by Aldermen Justin Nelson/Mayhew to approve the ordinance and place it on file. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH A SPECIAL EVENT REQUEST FROM THE CANTON ELKS LODGE TO BE HELD ON JULY 25, 2015 FROM 4:00-11:OOPM OUTSIDE ON THEIR PROPERTY LOCATED AT 61 WEST ELM STREET. The Canton Elks Lodge submitted a request for a special event to be held on 7-25-2015 from 4:00-11:OOpm in their parking lot. They will have an area designated for alcohol outside in the parking lot. MOTION and second were made by Aldermen Tad Putrich/Ellis to approve the special event request. A SPECIAL EVENT REQUEST FROM SUNSET NURSING HOME FOR THEIR ANNUAL BLOCK PARTY TO BE HELD ON AUGUST 14, 2015 FROM 4:00-8:OOPM. The request includes a road closure on Van Buren from Walnut to Vine Street. Since there will not be any alcohol or inflatable's a certificate of liability insurance is not required. The event is a fundraiser for St. Jude. MOTION and second were made by Aldermen Putrich/Mayhew to approve the special event request. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE POLICE BENEVOLENT AND PROTECTIVE ASSOCATION AND AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON. This will be discussed in executive session. PUBLIC SAFETY&TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN CITIZEN CONCERN REGARDING SPEED LIMIT ON LAKELAND ROAD AND NORTH 4T"AVENUE Discussion took place regarding the speed limit along Lakeland Road and North 4t" Avenue. A concerned citizen thought the speed limit should be increased in these areas. The citizen thought the 25 mile per hour speed limit by the ball diamonds on North 4th Avenue was appropriate; however he felt the speed limit should be increased to at least 40 miles per hour after the ball diamonds. The citizen thought the speed limit between Main and Vine on Lakeland Road should be increased to 45-50 miles per hour. Further discussion took place regarding the speed limit and it was determined that public safety was determined to be more important than the need for people to drive faster to get to their final destination. North 4th Avenue does not have any sidewalks on either side of the street and many people use this road for bicycling and walking/jogging. Lakeland Road is also another area that many people use for bicycling and walking/jogging when coming out of Lakeland Park. This area is also considered to be high in deer population which would increase the possibility of hitting a deer if driving at a faster speed. Chief Nichols recommended keeping the current speed in place for public safety. Alderman Justin Nelson asked if the speed trailer could be placed in the area--- Chief Nichols said he can place the speed trailer along the road to see what the average speed is. Chief Nichols will bring additional information back for review. MOTION and second were made by Aldermen West/Ellis to confirm the appointment. OATH OF OFFICE- CITY TREASURER City Clerk Diana Pavley-Rock gave the Oath of Office to Crystal Wilkinson for the position of City Treasurer.
