HomeMy WebLinkAbout03-06-1973 Council Meeting Minutes 'March 6, 1973 Canton City Council held a regular meeting on March 6, 1973 in the City Council Chamber. Mayor Jennings called for roll call_ at 6:31 P. M. Present-,: Aldermen Rupe, Howard, Farr, ';i`ilcoxen, Hurst, Senich, `Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac, and Kovachevich. Absent:None. Pledge of Allegiance was followed by Invocation by Alderman Howard and a minute silent prayer for Claude .'rose, who had served the city as Radio Operator for twenty-three years. Mayor -Jennings introduced Neil Southwood who has hi_s merit badge in Scout- ing and now working on his Eagle Scout credit. rrr. Minutes of the previous meetings. Motion b,, Alderman Yerbic, seconded by Alderman Peak to accept the minutes as presented and ;place on file and the motion carried by voice vote. Officers reports. Motion by Alderman ";dwards, seconded by Alderman Cook to accept same and place on file and motion carried by voice vote. Standing Committee reports. Garbage Disposal Committee Chairman, Alderman Kovachevich stated that all garbage disrosal hermits should be paid by January 1 each year . -- City Clerk has sent a letter requesting nayment, but still five of them have not raid their permit fees. Alderman Kovachevich moves and Alderman Zaborac seconds motion that the Chief of Police be instructed to arrest any com- mercial hauler not having his hermit fee paid.. Roll call vote. Ash: Al- dermen Kovachevich, 'aborac, Yerbic. Spencer, Cook, Peak, Cardosi., Edwards, Senich, Iluxst, Wil.coxen, Farr, ?ioward, and Rupe. NAY: 'None, Alderman Hurst called for a meeting immediately after the Council meeting for a policy meeting. Traffic Committee report by Alderman Parr: Discussion of parking vehicles around the T.H.C., complaints of residents; also in the vicinity of the hospital; committee in support of the ordnance regarding Seventh Avenue between ,'alnut Street and East fine Street; I.H.C. employees are still park- ,,.. ing in the streets rather than using the new parking lot on Maple Street. He moves that an Ordinance be drafted -- no parking on the south side of Maple Street from .'Main to Second Avenue. Alderman Cook seconds this motion and it carried by voice vote. Alderman Farr also stated that the courtesy bench would be placed in front of the First Federal Savings ez Loal Assoc. Special Committee Reports. Water and Sewer - to Spoon River College. Motion by Alderman Rupe that the contract for water and sewer to the Spoon River College be awarded to the Lull D. Martin Co, Bloomington, $290,822.20, and that the Mayor and City Clerk be authorized to enter into this contract and that a Resolution be acted unon by the City Council and also should stipulate that the contract be awarded subject to the concurrence of the award b-12 HUD (ductile tile to -be used). Alderman Edwards seconds this motion. Roll call vote. AY'3: Al- dermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac, and Kovachevich. NAY: Flone. Mayor Jennings asked permission for Mr. Robert ','Iheeler to speak to the Council. Mr. ?lheeler complained about a parking ticket he had received for part{ing his truck with no attendant -- and said the Chief of Police had told the Police- man to give him a ticket -- discussion. Bills for L{ebruary. Motion by Alderman Senich, seconded by Alderman Spencer to allow all bills properly a ,proved. Alderman Ilurst, re io`rted that a bill for ` 2000.00 for partial payment for Engineering Fees for work on the Lake Develmp- ment project had been received late and not listed on the listing of bills but had been authorized for payment. M. -- proposed fire station. Department of Housing and Urban 'development -- new program "Urban Technical Services" (UTS) read. Copies of this letter to be made for -the Aldermen and a committee anpointed by the 11a:Tor to inquire about this program. .Motion by Alderman Hurst, seconded by Alderman Kovachevich that the City Attorney be directed to call or write to the Department of Labor regarding the proposed tax increases for all phases of elected officials. moll call vote. Second reading of an Ordinance pertaining to parking on Seventh Avenue from Ash Street to Locust Street and from East Locust Street to Grant Place. lotion by Alderman Edwards, seconded by Spencer to read the Ordinance by Title only and the motion carried, voice vote. Title read. Notion by Alderman Spencer, seconded by Alterman Farr to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, 1i0,- wards, Hurst3 Wilcoxen, Farr, Howard, and Rupe. NAY: Alderman Sepich. (13 AYES and 1 NAY). Motion carried. This being Ordinance No. 411. Second reading of an Ordinance amending Ordinance No. 362 -- garbage disposal permits. Motion by Alderman Kovachevich, seconded by Alderman Zaborac to read the Ordinance by `.Title only and the motion carried,, voice vote. Title read. Motion by Alderman Kovachevich, seconded by Alderman Peak to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Etiards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac, and Ko- vachevich. NAY: None. This being Ordinance into. 1G12. Alderman Edwards inq ,.fired what procedure would have to be taken and the City Attorney stated that the same procedure as for other elections but he will call the Illinois Municipal. Alderman Edwards reported that parking tickets with the City of Canton name (green tickets) have been given out at the Graham Hospital lot. Motion by Alder- man T{dwards, seconded by Alderman Peak to refer this matter, to the `Traffic Com- mittee -- the nerson given the ticket was "Ticketed" for parking over a yellow line. Motion carried by voice vote. Chief of Police Elam to check into this matter and see that it is discontinued. Mar. 6, 1973, Cont. (3) Junk cars. Alderman Edwards stated that the Police and Fire Commission should be more careful when employing nersonnel and that it shouldntt be the duty of the health officer alone to see that junk cars are removed from the city streets. He asked that 910 S. Sixth Avenue be cleaned up or a warrant issued; 210 West Oak Street, Fulton Place (Sewage in the basernent)., vacant house in the 1200 block on South Avenue A (Orlie Riley property). IIe said he was calling on the Police De- partment to get off their fannies and get to work. He moves that action for con- demnation proceedings be started, Alderman Peak seconds this motion and it carries, voice vote. Alderman ''?dwards reported that Mr. I0rank Kirk, of the Local Government Affairs may be avai..7.abl.e to sneak to the Council about the downtown redevelopment. Flashing light on Fourth Avenue anal. Linn Street. Alderman Edwards requested that the City Attorney write to the Illinois Commerce Commission regarding this dan- gerous cros.s.izig. Fire on the North side of the square. Alderman _�dwards moves, Alderman Hurst seconds motion to inform the nronertr owners to get the debris cleaned up. Roll call vote. Letter from the attorney setting the date for hearing April 23, 1973, 1:30 "'. I°1, City Attorney 114almgren stated the city officials should inspect the property and make a report. Motion by Alderman Wi.lcoxen, seconded by Alderman Peak that the i,Iayor, Ray Hartle, Zoning Enforcing Officer, two Aldermen from the fifth 11ard and Alderman Cardosi from the Better- ment Committee inspect the property and report to next Council meeting. Voice vote carried. Alderman Spencer reported property at Seventh Avenue and Chestnut Street -- ?;r+'-Ith Officer has been there but the pr , s are getting worse. He stated he would sign a complaint. Alderman Zaborac re~ported a white Pontiac junk car at 510 North Twelfth Avenue that has been setting there for some time. Motion by Alderman Spencer, seconded by Alderman 7aborac that the property at 657 .East Chestnut Street be cleaned up or a warrant be sworn out. Discussion. Alderman r.. Zaborac withdraws his second of motion and Alderman Spencer withdraws his motion. IZayor Jennings reported a property on I'u1_ton Place, Alderman Farr r.enorted one on the west side of Keeling Court. It was decided that the Mayor, Chief of Police, 7oning Officer, and -the Aldermen meet I'iarch 10, 9:30 A. i'I. to tour the above properties. Glass Specialty Co. City Attorney rHalmgren inquired from the Department of Revenue about service tax, but the company has not been in operation long enough to have such a report ava 11abl.e. The Department of tevernue will make a report soon. Mrs. Gallaway, Cass ]'lace, reported that Charles Shumaker had built a garage about four inches from the line (about two years ago) . Discussion. Zoni.ng Enforcing Officer, ay Hartle was called to the Council Chamber and reported he had issued a bail-4ing )errnit approximately two years ago for the garage stating he had told I7r. The Mayor, City Attorney, Zoning Enforcing Officer Hartle., Charles Shumaker and Mr. and Mrs. Gallaway and the second ward Aldermen to meet and report back to the Council.
