HomeMy WebLinkAbout01-16-1973 Council Meeting Minutes January 16, 1973 Canton City Council held a regular meeting on Jan. 16, 1973 in the City Council -Chamber. Mayor Jennings called the meeting; to order at 6:30 P.M. Present for .roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Cardosi, Peak, Cod', Spencer, Yerbic, Zaborac, and Kova- chevich. Absent: 'done. Pledge of Allegiance was followed by Invocat -.on by Alderman Edwards. Minutes of the previous meeting. Motion by Alderman Yerbic, seconded by Alderman Peak to accent the .�inutes of th.e previous meeting and place same on file. Motion carried by voice vote. wow Standing Committee Renorts. Alderman Edwards reports on .apolication for an exception to the wage board. He recommends that the two Ordinances on salarj increase be laid over. Special Committee re-oorts. Discussion. Alderman :�!Idwards makes a motion to authorize the City Attorney to ,proceed with the issuance of bonds and that the City Attorney be paid at the regular bar rates, seconded by Alderman Rupe. Alderman pdwards moves that the Ordinance Committee draft an Ordinance pertaining- to regulations on !1obi.l_e Homes, 9 ilding Permits and changi.n7 the size of th.e lannin< and Zoning Commission, seconded by Alder- man Zaborac. Motion ,carried by voice vote. Copy of letter to Zoning Board of Anneals -- Louis H. Sepich. Alderman Edwards requested permission for a rerresentative of the Spoon River Signs to address the Council regarding park benches. Alderman !Toward excus,nd from the Council Chamber at 7:27 P. "J. Discussion. Alderman I-Toward returned to Council Chambers at 7:31 I'. M. Alderman :Edwards makes a motion that the Council is interested in the park bench plan and refers same to the Traffic Committee with the recommendation that the proposed con- tract be submitted to the Traffic Committee and City Attorney, seconded by .Alderman Farr. Motion carried by voice vote. Leroy Kidd asked to address -the Council. I-Ie stated that he thou7;ht the nark benches was a good idea. Alderman Kovachevich asked-for permission for Leroy Kidd to address the Council pertaining to the Garbage Disposal City Permit Ordinance. Discussion. Alderman Howard makes a motion that the Ordinance Committee review the Gar- bage Disposal City Permit Ordinance, seconded by Alderman Farr. Motion car- ried by voice vote. Old business. City Attorney MalmFren re»orted on 420 South Third Avenue. Second reading -.Ordinance - Landfill Operator. Alderman.Kovachevich makes iiWrr a motion to read this Ord!_'nance by Title only, seconded by Alderman Peak and the motion carried by voice vote. Title read. Alderman Kovachevich makes a motion to place the Ord',nance on its nassage, seconded by Alderman Cook. Ro'l call vote. Alderman Hurst moves that the City Attorney. be instructed to write to the Glass Specialty Company and the Department of Revenue in regards to the cor- rect amount of sales tax being paid, seconded by Alderman Peak. Alderman Yerbic makes a motion to place the Ordinance on its passage, seconded by Alderman -Kovachevich. Roll call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, 'Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: 'done. Motion carried, This being Ordinance No. 406. Alderman Sepich makes a motion to adopt the Resolution to allow payment, seconded by Alderman Wilcoxen. Roll call vote. AYE: Al- dermen Rune, Howard, arr, Z,Tilcoxen, Senic;a, Cardos i_, Peak, Cook, Spencer, Yerbic and Kovachevich. NAY: Aldermen Hurst, Edwards, Zaborac. (11 AY7S and 3 TJAYS) . Motion carried.. Resolution No. 615. Robert °elch introduced Xr. Ed Lowe of HUD who explained the experimental Housinr; Allowance '-Irogram. Discussion. Mr. Tiowe stated that he would need tvio resolutions passed by the City Council. Mayor Jennings requested per- mission to go ahead with the agenda while the City Attorney reviewed the Resc;lutions. Further action below. Proclamation - ltJrestling Days - Jan. 27, 1973 to canvass the City for funds for universal gym. Mayor Jennings reported that Coach Leroy Macklin called him requesting permission from the Canton Senior High School Students-to canvass the City. The students would be properly tagged. Alderman S pith makes a motion to let them canvass -the City, seconded by Alderman Cardosi. Motion carried -by voice -vote. - Alderman Hurst makes a motion that the City Council_ proclaim January 27, 1973 as Wrestling Days, seconded by Alderman Farr. R611-call-vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, Edwards, Sepich, Hui°st, Wilcoxen, Farr, Howard, and Rupe. '_TAY: None. Motion carried. First aid course -for City Officials. Fire Chief Lawver reported. that there would be a First Aid Course g:i_ven in the old City Council Chamber on January 2`' and January 31, 1973 starting at 6:00 P. M. Anyone interested , should contact Chief Lawver. Planning and Zoning - Ronald i?eith. 'Ma�,or Jennings recommends t'ze appoint- ment of AIonald Reith to the Planning and Zoning Commission. Alderman Hurst recommends that Ronald Reith resign from the Zoning Board of Appeals. Al- derman Hurst moves that the appointment of Ronald Reith be accepted upon his presentation of his resignation from the Zoning Board of Appeals, sec- onded by Alderman Rupe. Motion carried by voice vote. Resolution - I%Tater and Sewer. Discussion. Alderman Hurst makes a motion to adopt this Resolution, seconded by Alterman Raborac. Roll. call voce. Resolution No. 616. Alderman Hurst moves that the City Attorney draft an Amendment to Ordinance No. 401 which would include the Water and Sewer Resolution adopted this meeting (No. 616)3 seconded by Alderman Edwards and the motion carried by voice vote. Resolution - Appreciation - Leo Berry. Alderman Edwards makes a motion to adopt this Resolution, seconded by Alderman Cardosi. Roll Call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, Ed- wards, Senich, Hurst, Wilcoxen, Farr, Howard, and Rupe. - NAY: None. Mo- tion carried. 13esol-ation No. 617. Resolution - Participation with the Department of Local Government Affairs and HUD for experimental housing assistance presented. Alderman Edwards makes a motion to adopt this Resolution, seconded by Alderman Senich. Roll Call Vote. AYE: Aldermen Rune, Howard, Farr, ti°vilcoxen, Hurst, Sepich, Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac, and Kovachevich. NAY: None. Motion Carried. Resolution No. 618. Resolution - Approving application for F:i_nancial Assistance providing low-rent housing presented. Motion by Alderman Hurst, seconded by Alder- Jan. 16, 1973, Cont. (3) man Farr to adopt this Resolution. Roll call vote. AYE: Aldermen Kovaehevich, Za borac,, Yerbic, Spencer, Cook, Peak, Cardosi, Edwards, Sepich, Hurst, Wilcoxen, Farr,- Howard, and Rupe. Resolution No, 619. Resolution - Transfer of Funds presented. Alderman Sepich moves, seconded vy Alderman Kovaehevich to adopt this Resolution. Roll Call Vote. AYE: Aldermen Rupe, I-toward, Farr, Wilcoxen, Hurst, Sepich, Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac, and Kovachev _ch. NAY: None. Mo- tion carried. Res -lution No. 620. Alderman Edwards recommends that the Police and Fire Commission be very careful in screening new applicants. Recommendation by Alderman Edwards to refer to the Planning and Zoning Commission a portion of South Avenue J (1200 block) dedication of street or correction of same. Discussion. Alderman 'Edwards moves that the mat- ter oe referred to the Planning and Zoning Commission to make a report to the Council, seconded by Alderman_ Seoich. Motion carried by voice vote. Alderman Hurst requests City Attorney Ilalmgren to obtain street widths be- fore the next Planning and Zoning Commission meeting. Prior to the meeting Darren Oaks -resented a plat of a property on East Linn Street to the Aldermen for consideration for purchase for a fire sta- tion. Alderman Hurst moves to refer this plat to the fire station com- mittee, seconded by Alderman Rupe. Motion carried by voice vote. Mayor Jennings in answer to the letter in "Over the Counter" by Mrs. Dar- lene Henderson stated no action on the location of a fire station will be taken until a satisfactory location has been found and purchased.
