PUBLIC HEARING MINUTES
CDAP HOUSING REHABILITATION
January 5,2010 @ 6:00p.m.
The City Clerk,Nancy Whites,called the meeting to order at 6:00 p.m. and introduced Kevin
Wiehardt of the Western Illinois Regional Council. Mr. Wiehardt then distributed an
informational sheet concerning the CDAP Housing Rehabilitation Program. He commented that
there was certain information that needed to be discussed regarding the CDAP program:
1. Funds are made available through the Illinois Department of Commerce and
Economic Opportunity on a competitive basis. Funding available for this year's
competitive allocation in the State of Illinois is$4,300,000.
2. The range of activities which may be undertaken include rehabilitation of residential
buildings,code enforcement,historic preservation,acquisition,disposition,clearance
and relocation to arrest the decline of the area.
3. The housing rehabilitation program will have a 100 percent benefit to low and
moderate-income residents in the city.
4. There may be situations during he housing rehabilitation program where homeowners
may be temporarily relocated. In these instances,the program administrator will
abide by the Uniform Relocation Act(HRA), Section 104(d).
5. The Illinois Housing Development Authority-Housing Trust Fund may provide a
financial match to each participant in the program. If the CDAP application is funded
then the community will be required to pay a$250.00 application fee to the Housing
Trust Fund.At this time,DCEO is unsure of the Housing Trust Fund's participation.
6. Applications are due to DCEO by January 15,2010. It is anticipated that
communities will be notified by May 2010.
7. The City's CDAP records can be accessed at 223 South Randolph Street,Macomb,
Illinois during the hours of 8:00a.m.to 4:00p.m. Monday through Friday.
The proposed project is for a housing rehabilitation program for owner-occupied single-family
housing in a targeted area of the city. Mr. Wiehardt commented that a mail-out housing and
income survey was conducted of the entire city,excluding a number of neighborhoods in the
north and east sections of the city. Wiehardt noted that over 2,400 random surveys were mailed
to households in the community. As of this date, approximately 610 surveys have been returned.
Based on that survey,a determination of the proposed target area was chosen.
Wiehardt commented that the surveys were placed into a database and sent to the Institute of
Rural Affairs at Western IL.University where the data was plotted and a map created. The map
shows those households that are 80, 50 and 30 percent of Area Median Income for Fulton County.
It also shows those households that are greater than 80%of Area Median Income and households
that did not respond to the survey. Wiehardt noted that many neighborhoods in the south central
and west central part of the city,could all have been chosen for the target area. So choosing a
target area was very difficult.Not only did we look at the results of survey but we also looked
closely at the various neighborhoods to compare housing conditions. Based on the results of the
random survey and housing conditions,an eight square block area of Anderson and Maple streets
were chosen.
Wiehardt also commented that a door-to-door housing and income survey of the target area has
been underway over the past few weeks. Four students from Spoon River College,who are also
Habitat for Humanity members,are conducting the survey.
Wiehardt stated that the CDAP program would be a 100 percent grant in the form of a five-year
forgivable loan. He explained that for the CDAP program,a Recapture Agreement would be
taken and filed for the amount of the CDAP five-year forgivable loan. Wiehardt commented that
we would request matching funds from the Housing Trust Fund(HTF). But at this time,we do

not know if HTF will be a participant in the program. Wiehardt also commented that the City of
Canton at last weeks committee meeting agreed to provide a$9,000 match if the application is
funded. The funds from the city would be provided as grants to participants in the program.
Wiehardt asked for questions from the audience. The following questions and comments were
received.
1. When can the city expect to hear about funding? Wiehardt commented that it would
probably be in May.
2. A member of the audience commented that they had not been contacted to complete a
survey. Wiehardt stated that he would contact the surveyors tomorrow and make sure
they visit your home. He asked that anyone that had not been surveyed,to meet with him
after the meeting.
3. A question was asked as to how applicants were picked for the program. Mr. Wiehardt
explained that a scoring system is used. That it is not first come first served program.
Such scoring items would include, elderly, disabled,very low income, large families,
housing costs
4. A member of the audience stated that his house was not included on the target area map.
He noted that he lived in a small concrete house that was between 852 Anderson and the
address is 856 Anderson. Wiehardt so noted and said a surveyor would be sent to his
home.
Wiehardt now turned the direction of the meeting to discuss other community needs. The
following comments were received from the audience and Board:
• Emphasis on rehabilitation of housing in Canton;
• Citywide sidewalk and repair program;
• Continue working on the downtown business facade program;
• Continued redevelopment of the IH Manufacturing site;
With no other questions or comments,the public hearing concluded at 6:25 p.m.
