HomeMy WebLinkAbout11-14-1972 Council Meeting Minutes 438 Nov. 14, 1972 Canton City Council held a regular meeting on Nov. 14, 1972 in the City Council Chambers. Mayor Jennings called the meeting; to order at 6:31 P.M. Present for roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Cook, Spencer, Yerbic, Zaborac, and Kovachevich. Absent: Alderman Peak. Pledge of Allegiance was followed by Invocation by Alderman Howard. Minutes of previous meeting: Motion by Alderman Yerbic, seconded by Alder- man Cook to accept minutes as presented and place on file. Voice vote carried. Bills for October. Motion by Alderman Edwards, seconded by Alderman Kovache- vich that all bills properly approved be allowed for payment. Roll call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Berry, 7dwards, Sepich, Hurst, Wilcoxen, Farr, Howard, and Rupe. NAY: None. Petition, Ordinance and letter from the Planning and Zoning Commission, re. Holthaus Construction - rezoning property on East Ash Street between Main and First Ave. (for construction of an office building) . Motion by Al- derman Hurst, seconded by Alderman Spencer to suspend the rules governing the Ordinance. Roll call vote. AYE: Aldermen Rure, Howard, Farr, Wilcoxen, Hurst, Edwards, Berry, Cook, Spencer, Yerbic, and Zaborac. NAY: Aldermen Sepich and Kovachevich. (11 AYES and 2 NAYS) Notion carried. Motion by Alderman Hurst, seconded by Alderman Yerbic to place the Ordinance on its passage. Roll call vote. AYF: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard, and Rupe. NAY: None. Petition No, 277. Ordinance No, 395. Petition and recommendation from the Zoning Board of Appeals for Tony and Clara Crzanich (321 E. Qh@my St. for building a porch at rear of the house). Motion by Alderman Hurst, seconded by Alderman Yerbic that same be filed. Voice vote carried. Petition No. 278. Petition and recommendation from the Zoning Board of Appeals for Perry E. Williams, 320 Cass Place - variance permitting construction of a garage. Same to be filed. Petition No. 279. Petition and Ordinance for annexation to the city by Lockts Auto Co. presented. Ordinance read by Title only, and to lay over. Petition No. 280. Petition for Annexation and recommendations from the Planning and Zoning Commission for the Ronald Rupe property. Motion by Alderman Farr, seconded by Alderman Spencer that an ordinance be drafted regarding this Annexation. Voice vote carried. Petition No. 281. Petition - vacating Alley between Main and First A4.Ie., Myrtle and Vine Sts. (166 feet). Motion by Alderman Sepich, seconded by Alderman Edwards that the matter be referred to the Planning and Zoning Commission to make recom- mendations. Voice vote carried. Petition No. 282. Correspondence to the Council. American Association of University Women stated they intended to visit the Council on Nov. 14, There were several members of that organization present and Mayor Jennings welcomed them and invited tl�,em to attend any meetings in the future. The Volunteer Firefighters of Canton were introduced and the Matror welcomed them and thanked them for their fine work (Alderman Howard stated he should also include the Chief of the Fire Dept.). Those honored for work on the pick-up day during Fire Prevention Week: Gregg Irons, Bill McCamey, Bill Burnham, Glen Phillips, and Pan DeRenzy. Other members introduced were: Frank Hess, Mel Oatman, John Oatman, Bill Hebb, Steven Williams, and Russell Breese. Mayor Jennings reported on the article in the Canton Daily Ledger regarding the recreational development northwest of the city and stated that the City had not committed any responsibility to this project as stated in the paper. The City's only involvement would be the roadway. 439 Nov. 14, 1972, Oont. (2) Mayor Jennings stated that the Fulton County Planning and Zoning Com- mission wished to up-date their present Ordinances. The Mayor appointed Mr. Laverne Estes to assist with this work on that commission. Motion by Alderman Edwards, seconded by Alderman Rupe anproving this appointment. Voice vote carried. Leke Development Committee meeting to be held following the Council meeting announced by Alderman Hurst. Water and Sewer Committee meeting; to be held following the Council meeting announced by Alderman Rupe. Letter from Illinois Commerce Commission announcing the extension of time for hearings for Cable TV, Crawford, Murphy & Tilly Consulting Engineering Firm letter regarding the Engineering fees for the Local Pavement Improvement No. 72A 17TH Section 63CS (2nd and 3rd Ave. - Locust to Elm St., Chestnut St. from Second Ave. to Fifth Ave.), E'ngineer's fees yM3313.07. Resolution for application for this amount from the Motor Fuel Tax Funds presented. Motion by Alderman Sepich, seconded by Alderman Farr to adopt this Resolution. Roll call vote. AYE: Aldermen Rupe, Howard, Farr., Wilcoxe%Sepich, Berry, Cook, Spencer Yerbic, Zaborac, and Kovachevich. TTAY: Aldermen Hurst and Edwards. (11 U AYES and 2 NAYS) . Resolution No. 604. U Mayor Jennings reported that because the General Election had caused the Council meeting to be held one week late and he had made other committments for Nov. 14, (also Alderman Farr), he asked that they be excused from the Council Chamber -- 7:18 P. M. Mayor Pro Tem Edwards took the Chair at 7:19 P. IM, Standing Committee reports. Police and Legal Committee, report by Alderman Sepich -- a meeting had been held regarding requests from the Police Department, another meeting set for Nov. 27, 19723 6:30 P. M. Abandoned Cars: Alderman Sepich reported that Ordinance No. 334 was being enforced and that 50 letters had been sent to violators in the Third Ward (allowing cars to set on the streets) . Special Committee reports. Alderman Howard stated that an ad should be placed for addressograph machine replacement. Motion by Alderman nupe, seconded by Alderman Yerbic to instruct the City Clerk to advertise for bids to be received Dec. 5, 19723 5:00 P. M. for an addressogranh machine or attachment for the Burroughs machine. Voice vote carried. Copy of letter from the Division of Water Pollution Control office to Edson VanSickle granting permission to install and operate a sanitary sewer exten- sion to serve the ''.eadows Subdivision (special condition No. 1: the manhole at Palm St. and North First Avenue to be moved 100 feet north) . Motion by Alderman Hurst, seconded by Alderman Sepich to place this letter on file and the motion carried by voice vote. Alderman Hurst inquired about the possibility of Mr. Edson VanSickle as act- ing City Engineer. A Policy session is to be held soon. Copy of letter from the ?)epartment of Environmental Health to Mr. Joseph Venovich, Sr. giving permission to reduce the number of mobile home spaces in the Five Sisters "Mobile Home Park from 30 to 22. Motion b,,r Alderman Yer- bic, seconded by Alderman Cook to file this letter and motion carried, voice vote. WBYS letter of thanks for a planter sent on their 25th anniversary. Thank you letter for flowers from the family of James W. Theesfiel_d. 440 Nov. 14, 19721 Cont. (3) Seventh Day Adventist Church request to solicit funds from Nov. 17 to Dec. 23. Motion by Alderman Cook., seconded by Alderman Berry that permission be granted, Voice Grote:.Ayes: unanimous. Old business. City Attorney William Malmgren stated that the property at 420 South Third Avenue (Estel L. Kern, owner) would soon be taken care of and he would make a report at the next Council meeting. New business. Authorization for expenditure of Motor Fuel Tax Funds for 1972.# maintenance program ? 1,035.05 presbntdd. Motion by Alderman Sepich, seconded by Alderman Rupe that the funds be used for maintenance. Roll call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Spencer, Cook, Berry, Edwards, Sepich, Hurst, Wi.lcoxe}., Howard, and Rune. NAY: rd one. Land Fill: Alderman Kovachevich stated that the Fulton County Land Fill will be closed on Thanksgiving -- there will be no garbage pickup on that date but will be picked up on Friday. Ad to be placed in the newspaper. Spoon River College Sewer Service -- letter from Crawford, 11urphy and Tilly Consulting Engineers regarding EPA applications for permit for the Spoon River College program. Motion by Alderman Rupe, seconded by Alderman Hurst to authorize the Mayor and City Clerk to sign these applications. Voice vote carried. Election Judges: Alderman Sepich moves that election judges should reo6ive $20.00 per day for their services and that an Ordinance should be drafted, Alderman Hurst seconds the motion and it carries voice vote. 3 _ First Estimate, Ceo. E. Hoffman & Sons, E. Chestnut St. improvements, in the amount of .$5,011.63.� lotion by Alderman Sepich, seconded by Alderman Hurst s to allow this estimate. Roll call vote. AYE: Aldermen �r'upe, Howard, Wilcox- en, Hurst, Sepich, Edwards, Berry, Cook, Spencer, Yerbic, Zaborac, and Kovache- vich. NAY: None. Third and Final Estimate for Canton Concrete Products, for repair on Lake Canton Spillway, in the amount of .$6,286.04. Motion by Alderman Cook, seconded by Alderman Yerbic that this estimate be paid. Roll call vote. AYE: Alder- men Kovachevich, Zaborac, Yerbic, Spencer, Cook, Berry, Edwards, Sepich, Hurst, ITilcoxen, Howard, and Rupe. NAY: Alone.
